Maryland REAL ID License Requirements: Documents, Fees, and MVA Visit

A Maryland REAL ID is a driver’s license or identification card marked with a star in the corner, showing it meets the federal security standards required to board domestic flights and enter restricted federal facilities. To get one, you visit an MVA branch in person with original documents proving your age and identity, Social Security number, two Maryland addresses, and lawful status in the United States. The cost is $30 if you’re upgrading before your current license expires, or $64 bundled with a standard eight-year renewal.¹

Federal enforcement began May 7, 2025. Since that date, TSA will not accept a standard Maryland license at airport checkpoints, and most federal buildings that screen visitors will turn away non-compliant IDs at the door.² A standard license still works for driving, buying age-restricted products, and dealing with state agencies. It just no longer works for those federal purposes.³

The Documents You Have to Bring

Maryland requires what the MVA calls the “Core Four”: proof of age and identity, proof of Social Security number, two proofs of Maryland residency, and proof of lawful status. Every document must be an original or a certified copy from the issuing agency. Photocopies, notarized copies, and printouts are not accepted, and the agent at the counter has no discretion to accept anything outside the approved list.⁴⁵

Proof of Age and Identity

One document that establishes both. The common choices are an original or certified U.S. birth certificate or a valid U.S. passport (or one that expired less than five years ago). Other accepted options include a certificate of naturalization, a permanent resident card, and a consular report of birth abroad. Residents 65 and older can use a military discharge document or a Social Security benefits summary, but only when paired with a secondary supporting document such as a hospital birth certificate or baptismal certificate.⁶

Proof of Social Security Number

One document showing your full nine-digit number. An original Social Security card is the simplest. A W-2, an SSA-1099, or a pay stub less than three months old also works, as long as the full number is displayed.³ If you don’t have a number, you’ll need a letter from the Social Security Administration confirming your ineligibility.

Two Proofs of Maryland Residency

This is where people most often get tripped up. You need two separate documents from two different organizations, each showing your name and your Maryland residential address. Utility bills, vehicle registration cards, insurance cards, bank statements, credit card bills, property tax receipts, lease agreements, and mail from a government agency all qualify.⁶ A bank statement and an electric bill from two different companies work. Two statements from the same bank do not.

The MVA runs an online document guide that walks through your specific situation and generates a personalized checklist before your visit.³ It’s worth five minutes. Showing up with the wrong paperwork means a wasted trip.

Proof of Lawful Status

Maryland regulations require the MVA to verify lawful or temporary lawful status for every applicant.⁵ A U.S. birth certificate, U.S. passport, certificate of naturalization, or permanent resident card handles this at the same time as it establishes identity.

If Your Name Has Changed

If your legal name today doesn’t match the name on your birth certificate or identity document, bring certified proof of every name change linking the two. A marriage certificate covers one change. If you married, divorced, and remarried, you need the first marriage certificate, the divorce decree, and the second marriage certificate. Court-ordered name changes require the original or certified court order.⁴ The agent has to trace an unbroken paper trail from your birth document to the name you want on the card.

Non-Citizens and Limited-Term Licenses

Maryland issues REAL ID-compliant licenses to non-citizens who can verify lawful status. The difference is the length: instead of the standard eight years, a limited-term license expires when your immigration authorization expires. If your visa runs through December 2027, your license expires that same date.³

Renewal isn’t automatic. When your immigration status is extended, you return to the MVA with updated documentation and go through the process again. Lawful permanent residents with green cards generally receive the full eight-year term.

The MVA Visit

Every REAL ID application requires an in-person visit. There is no online or mail-in path, because federal law requires an agent to verify original documents and capture digital images of them.⁷ The MVA strongly encourages scheduling an appointment through its website rather than walking in.⁸

At the counter, the agent scans your documents, verifies the information against federal databases, and processes the application. You won’t leave with the finished card. You’ll get a temporary paper receipt while the permanent license is manufactured at a secure facility and mailed to the address on file. Allow up to 10 business days.⁹ Confirm your mailing address before you go, because these cards are not forwarded by the postal service.

One thing to know if you have a flight coming up: the temporary paper receipt is not accepted as identification at TSA checkpoints. Carry your passport or another acceptable ID until the card arrives.

What It Costs

Maryland driver’s license fees changed effective September 1, 2025. There is no surcharge for the REAL ID version — the fee depends on what kind of transaction you’re doing:

Eight-year renewal: $64
New license, age 21 and older: $88 (prorated per year)
Corrected license, used when you upgrade to REAL ID before your current license expires: $30
Duplicate license: $30

These prices apply to both compliant and standard licenses.¹ If you’re already due for renewal, pay the $64 and get the REAL ID upgrade at the same time. If your license doesn’t expire for years but you want to upgrade now, the $30 corrected-license fee covers it.

For identification cards rather than driver’s licenses, Maryland waives the fee entirely for residents 65 or older, the legally blind, certain individuals with disabilities, people experiencing homelessness, and several other categories set out in state law.¹⁰

If You Need to Fly Before You Upgrade

You aren’t automatically turned away at a TSA checkpoint without a REAL ID. TSA runs a verification program called ConfirmID that identifies you through additional screening. It averages 10 to 15 minutes but can run 30 minutes or longer, and it carries a $45 fee.¹¹² It’s a backstop, not a plan.

The simpler option is to carry any of the other IDs TSA already accepts at the checkpoint:

U.S. passport or passport card
DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, or FAST)
U.S. military ID, including dependent IDs
Permanent resident card
Foreign passport
Transportation Worker Identification Credential (TWIC)
USCIS Employment Authorization Card
Veteran Health Identification Card (VHIC)
Federally recognized tribal photo ID

Any one of these will get you through security whether or not your Maryland license carries the star.¹²
