In Maryland, your registration validation sticker goes in the designated square on the rear license plate, pressed flat so it lies flush against the metal. The one exception is Class F vehicles (truck tractors and similar vehicles used to pull trailers or semitrailers), which display the sticker on the front plate instead. How to Apply the Sticker
Maryland plates have a printed area marked for the sticker. Line the new sticker up with that area, press it down, and smooth out any air bubbles so the whole face adheres to the plate. Do this as soon as the sticker arrives from the MDOT MVA. Leaving it in the glovebox or stuck to the windshield doesn’t count as displayed, and the sticker must be on the plate before your registration expiration date passes.1Cornell Law School. If you drive a Class F truck tractor, the same steps apply on the front plate.
Keep the Sticker Visible
Maryland Transportation Article Section 13-411 requires that every plate stay free of foreign materials, remain clearly legible, and be mounted horizontally so it doesn’t swing. The statute names registration plate covers specifically. Tinted, frosted, or clear plastic shields that interfere with reading the plate or the sticker are illegal, and a separate provision prohibits obscuring or modifying the plate in any way that could prevent identification.3Maryland General Assembly. Decorative plate frames occupy a narrower space. Maryland treats a frame violation as a secondary offense, so an officer can cite you for it only after stopping you for something else. A frame that covers any part of the sticker, plate number, or state name still gives an officer an easy add-on citation on any traffic stop. What a Placement Violation Costs
A Section 13-411 violation is a misdemeanor. The prepayment fine, what you pay if you don’t contest the citation, is $70. If you fight the ticket and lose, or if aggravating circumstances apply, the penalty can reach $500.2Maryland General Assembly. Fiscal and Policy Note for House Bill 635
A sticker that’s on the plate but in the wrong location or partially obscured falls under Section 13-411. A completely missing sticker or expired registration is a different offense under Section 13-701, which carries a $60 prepayment fine and the same $500 maximum.2Maryland General Assembly. Replacing a Sticker That’s Peeling, Faded, or Stolen
If your validation sticker is coming off, unreadable, or gone, you need a replacement before driving. The MDOT MVA uses Form VR-009 (Application for Substitute Plates/Stickers/Duplicate Registration). You can file it in person at any full-service MVA office, by mail to the Motor Vehicle Administration in Glen Burnie, or online through the MVA’s website. A fee applies.4Maryland MVA. Mail submissions add processing and return time, during which you’re exposed to a citation. If you need to drive, filing in person or online is faster.
Score the Sticker to Prevent Theft
Sticker theft is common enough to plan for. After you press the sticker down and smooth it, take a razor blade or box cutter and cut an X across its face. Cut only through the sticker, not into the plate. If someone tries to peel it off, it shreds instead of coming free in one piece, and it can’t be reused on another vehicle. The whole step takes under a minute and spares you the wait for a replacement.
Don’t Confuse It With a County Pride Sticker
Maryland also sells optional county pride stickers through the MVA. These are decorative and have no connection to your registration. If you use one, it goes on the bottom center of the rear plate and must not cover any part of the plate number.5Maryland MVA. Application for Maryland County Pride Stickers
Your validation sticker is the mandatory one. If a county sticker, a frame, or anything else starts to encroach on it or makes plate information harder to read, reposition it. Nothing decorative on the plate is worth a $70 ticket.
