Maryland’s vertical ID law requires the MVA to issue vertical-format driver’s licenses and ID cards to everyone under 21, with a red box on the front showing the exact date the holder turns 21.1Maryland General Assembly. Maryland Transportation Code Section 16-111.1 – Issuance The format is designed to make age obvious at a glance, and that design keeps working against you for a while after you turn 21: most bars, liquor stores, tobacco shops, and firearms dealers will refuse a vertical card even when the “Under 21 Until” date has passed. The fix is to replace the card with a horizontal one, and you can start that process up to seven days before your birthday.
Why Maryland Issues a Vertical Card
Maryland Transportation Article 16-111.1 directs the MVA to issue vertical licenses and ID cards to applicants under 21.1Maryland General Assembly. Maryland Transportation Code Section 16-111.1 – Issuance Beyond flipping the orientation, the card prints the exact date you turn 21 in a prominent red box so cashiers, bartenders, and officers can read your age status without doing the math.
Once that date passes, the card is still valid identification. It just keeps signaling “recently under 21” in every setting that cares. If you move to Maryland from another state before your 21st birthday, the MVA will issue you a vertical card even if your prior state gave you a horizontal one. Maryland does not automatically mail you a horizontal replacement on your birthday. You have to request it.
What Businesses Will Refuse a Vertical ID
Alcohol
Maryland law prohibits selling or providing alcohol to anyone under 21, and the vertical format exists to make underage buyers easy to spot.1Maryland General Assembly. Maryland Transportation Code Section 16-111.1 – Issuance In practice, most bars, restaurants, and liquor stores treat the vertical card itself as an automatic stop sign and decline the sale rather than take the time to check the “Under 21 Until” date. A licensee who sells to someone under 21 faces fines and potential suspension or revocation of the liquor license, so staff are trained to err on the side of refusal. Store policies rarely carve out exceptions for customers who recently turned 21.
Tobacco and Vaping
Maryland raised the minimum tobacco purchase age to 21 in 2019, and Criminal Law Article 10-107 prohibits selling tobacco products to anyone below that age.2Maryland General Assembly. Maryland Code Criminal Law Section 10-107 – Distribution of Tobacco Product or Paraphernalia to Minor Tobacco and vape retailers apply the same compliance logic as alcohol sellers and routinely refuse vertical cards.
Firearms
Under Public Safety Article 5-134, a dealer cannot sell a regulated firearm to anyone the dealer knows or has reasonable cause to believe is under 21.3Maryland General Assembly. Maryland Code Public Safety Section 5-134 A vertical ID gives the dealer reasonable cause on its face, so most will reject the sale. The same problem effectively blocks a Wear and Carry Permit, which requires the applicant to be at least 21 or an active member of the armed forces.4Maryland Department of State Police. Casinos and Lottery
Casino entry and lottery purchases require you to be 21 or older, and gaming establishments generally follow the same practice as bars: refuse the vertical card outright instead of reading the “Under 21 Until” date.
Where the Vertical Format Doesn’t Matter
Starting a Job
A vertical license works for employment paperwork. When you complete Form I-9, federal USCIS guidance lists any state-issued driver’s license or ID card with a photograph as an acceptable List B identity document, with no restriction based on orientation.5U.S. Citizenship and Immigration Services (USCIS). List B Documents That Establish Identity An employer who rejects a vertical card for I-9 purposes is imposing a restriction federal law doesn’t contain.
Voting
Maryland accepts an MVA-issued license or ID card as proof of address for voter registration during early voting or on election day.6Maryland State Board of Elections. Voter Registration Introduction Orientation doesn’t matter.
Flying
REAL ID compliance and vertical format are separate issues. Since May 7, 2025, TSA requires a REAL ID-compliant license or another approved ID (passport, military ID, and so on) to board a domestic flight. A vertical Maryland license can be REAL ID-compliant if you provided the required documents when it was issued. Check the upper-right corner of the card for a gold star. If it’s there, TSA accepts the card regardless of orientation. If it’s not, you’ll need an alternative ID at the checkpoint, and beginning February 1, 2026, travelers without a compliant ID may face a $45 identity-verification fee.7Transportation Security Administration. Maryland Mobile ID
Maryland offers a digital license through the Maryland Mobile ID app, which stores a digitized copy of your MVA-issued card in Apple Wallet on an iPhone 8 or later or Apple Watch Series 4 or later.8Maryland Department of Transportation (MDOT) – Motor Vehicle Administration (MVA). Maryland Mobile ID in Apple Wallet The mobile version mirrors your physical card, so a digital copy of a vertical license carries the same limitations at bars and liquor stores. Enrollment is currently Apple-only.
Switching to a Horizontal License at 21
You can begin the renewal or replacement process as early as seven days before your 21st birthday.9Maryland Department of Transportation Motor Vehicle Administration. If you wait until after your birthday, you’ll likely spend days or weeks unable to buy alcohol, enter bars, or complete other age-restricted purchases while the new card is produced and mailed.
You can renew at an MVA branch office or online if your renewal notice says you’re eligible. In-person is required if you’ve changed your name since the last card was issued or need to correct information; bring supporting documents like a marriage certificate or utility bill. As of September 2025, an eight-year non-commercial license renewal costs $64 ($8 per year, potentially prorated). A brand-new license for someone 21 or older is $88 for eight years ($11 per year, also potentially prorated).10Maryland Department of Transportation Motor Vehicle Administration. There is no grace period and no temporary horizontal card. The gap between your 21st birthday and the arrival of your new license is dead time for age-restricted purchases unless you have a passport or another qualifying ID to fall back on.
Penalties for Fake, Borrowed, or Fraudulent IDs
Maryland treats ID misuse seriously, and the consequences scale with what you actually did.
Misrepresenting Your Age to Buy Alcohol
Criminal Law Article 10-113 makes it illegal to knowingly misrepresent your age, or someone else’s, to a seller of alcohol for the purpose of obtaining a drink illegally.11Maryland General Assembly. Maryland Criminal Law Section 10-113 That covers a fake ID, an altered card, or simply lying about your birthday at a bar. It is a criminal violation with fines and other court-imposed consequences.
Using Someone Else’s ID
Borrowing a friend’s license or displaying someone else’s government ID is a separate offense under Criminal Law Article 8-303. The statute reaches lending your ID, using another person’s ID as your own, and possessing a fraudulent government identification document. A conviction is a misdemeanor carrying up to six months in jail and a fine of up to $500.12Maryland General Assembly. Identity Fraud
When ID misuse crosses into using someone else’s identifying information for financial gain, such as pairing a stolen ID with a stolen credit card, the charge can escalate to felony identity fraud under Criminal Law Article 8-301. If the value involved is $500 or more, the maximum penalty is 15 years in prison and a $25,000 fine.13Maryland General Assembly. Fiscal and Policy Note for Senate Bill 60 That is a very different tier of consequence from a borrowed-license misdemeanor.
Enforcement is active. The Maryland Comptroller’s Field Enforcement Division runs compliance operations against bars, liquor stores, and tobacco retailers, using sworn police officers who conduct inspections, surveillance, and undercover investigations, sometimes with underage operatives attempting purchases.14Comptroller of Maryland. Organization of the Field Enforcement Division Police also examine vertical IDs at traffic stops and age-restricted venues, and an officer who suspects an altered or fraudulent card can confiscate it and initiate charges under Article 8-303.12Maryland General Assembly. Maryland Criminal Law Code Section 8-303 – Government Identification Document Repeated offenses can also trigger MVA action against driving privileges.
