If you live in Mason City, Iowa, taxes come from three directions: a 3.8% flat state income tax with a 1% Mason City school district surtax added on top, property taxes billed by the Cerro Gordo County Treasurer in two installments each year, and a combined 7% sales tax on most purchases. Each has its own deadlines and its own relief programs, and the rules for who owes what are stricter than most people assume.
State Income Tax and the School District Surtax
Iowa finished phasing out its graduated income tax brackets. For the 2026 tax year, every resident pays a flat 3.8% of taxable income, regardless of earnings.1Iowa Department of Revenue. IDR Announces 2026 Individual Income Tax and Interest Rates Older returns from before the phase-in used the former bracket system, so a return you dig out from a few years ago will not match the current rate.
On top of the state rate, the Mason City Community School District charges an income surtax. It is not a tax on your wages. It is a percentage of your state income tax liability. For the 2025 tax year (returns filed in 2026), the Mason City surtax rate is 1%.2Iowa Department of Revenue. Iowa Counties, School District Numbers, Surtax Rates for 2025 If your state tax bill comes to $2,000, the surtax adds $20. The district sets the rate each year, so it can move.
Whether you owe the surtax depends on where you lived on December 31 of the tax year. Not where you work, not where your kids go to school.3Iowa Administrative Code. Iowa Administrative Code 701-304.1 – School District Surtax If your home address was inside the Mason City district boundaries that day, you owe it even if your job is in Clear Lake and you have no children.
How Your Property Tax Bill Gets Built
Your Cerro Gordo County property tax statement is the end of a three-step calculation. The county assessor sets a market value for your property. The Iowa Department of Revenue then applies a statewide rollback that limits how much of that value is actually taxed; for fiscal year 2026, the residential rollback sits at roughly 47.43%, so less than half of your home’s market value becomes taxable value. Agricultural and commercial properties use different rollback percentages.4Iowa Legislature. Iowa Code 441 – Assessment and Valuation of Property Finally, a consolidated levy rate is applied for every $1,000 of taxable value. That levy bundles allocations from the city, the county, the school district, and other local authorities, each shown as a line item on your statement.
Property Tax Deadlines and Late Interest
Iowa splits property tax into two payments. The first half is due by September 30. The second half is due by March 31.5Iowa Department of Revenue. Iowa Property Tax Overview If either date falls on a weekend, the delinquency date shifts to the second business day of the following month.
Miss a deadline and interest runs at 1.5% per month, rounded to the nearest dollar, with a minimum charge of one dollar.6Iowa Legislature. Iowa Code 445 – Collection of Taxes, Section 445.39 That is 18% annualized. Any fraction of a month counts as a full month, so being a single day into a new month triggers the whole monthly charge.
Relief and Exemptions for Homeowners
The broadest break is the homestead tax credit, which reduces the taxable value of your primary residence. You apply once at the Cerro Gordo County Assessor’s office and it renews automatically each year.7Iowa Department of Revenue. Homestead Tax Credit and Exemption
Homeowners 65 or older qualify for an additional exemption that removes $6,500 of taxable value. The age cutoff is January 1 of the assessment year, meaning you must have turned 65 by that date. The same form handles both the standard homestead credit and the senior exemption, and assessors cannot ask for documentation beyond what the form requests.7Iowa Department of Revenue. Homestead Tax Credit and Exemption
Lower-income households may qualify for a separate elderly and disabled tax credit worth up to $1,000 against the property tax bill. Household income must fall below an annually adjusted threshold, and the Cerro Gordo County Treasurer’s office handles eligibility details.
Protesting Your Assessment
If you think your property is overvalued or assessed unfairly compared to similar homes, you can protest to the local Board of Review. The filing window is April 2 through April 30 of the assessment year. There is no flexibility on that deadline outside declared disaster areas.8Property Assessment Appeal Board. How Do I Protest to the Local Board of Review
Iowa recognizes several grounds for a protest: inequity compared to similar properties in the same taxing district, over-assessment above actual market value, misclassification (such as being taxed as commercial when the property is residential), a mathematical or listing error, and fraud or misconduct by the assessor. The strongest cases rest on actual comparable-sales data, recent appraisals, or documentation of physical deficiencies, not a general complaint about rising taxes. If the Board of Review rules against you, you can appeal to the state Property Assessment Appeal Board.9Property Assessment Appeal Board. Appeal Grounds and Burden of Proof
Sales Tax
Purchases in Mason City carry a combined 7% sales tax: 6% state sales tax plus a 1% Local Option Sales Tax approved by Cerro Gordo County voters.10Iowa Department of Revenue. Sales and Use Tax Guide11Iowa Legislature. Iowa Code 423B – Local Option Taxes Most tangible goods and many services are taxable. Unprepared grocery food and prescription medications are exempt under state law. Prepared food from restaurants and takeout counters is taxed at the full 7%.
One boundary worth knowing: if you book a Mason City hotel room, a separate local lodging tax may apply on top of the sales tax. Iowa allows cities to impose up to 7% in lodging tax, so overnight visitors can see a noticeable surcharge on the room rate.
Filing Your Iowa Return
Iowa’s individual income tax return is the IA 1040, which is separate from the federal Form 1040. The detail that trips people up: the return requires your school district number. For Mason City, that number is 4131.2Iowa Department of Revenue. Iowa Counties, School District Numbers, Surtax Rates for 2025 The form uses it to calculate your surtax. Enter the district where you lived on December 31, whether or not you have kids and whether or not they attend school there.12Iowa Department of Revenue. IA 1040 Expanded Instructions – You Begin
Iowa does not run its own online portal for filing individual income returns. You file electronically through an approved e-file provider or mail a paper return. The state’s GovConnectIowa system handles account management and payments but is not where the return itself gets filed.13Iowa Department of Revenue. GovConnectIowa Help
Property tax payments go through the Cerro Gordo County Treasurer. You can pay online, by mail, or in person. The online system wants your parcel number, which appears on your annual statement or through the county’s property search tool.14City of Mason City, Iowa. Penalties for Late Filing or Payment
Iowa charges separate penalties for filing late and paying late, and they stack. File late with less than 90% of what you owe already paid in, and you face a 5% penalty on the unpaid balance. File on time but underpay, and that is another 5%. Both at once lands you at 10% on top of the tax.15Iowa Department of Revenue. Penalties and Interest Rates
It gets worse from there. If the Department of Revenue issues a demand letter and you still have not filed 90 days later, a flat $1,000 penalty is added regardless of what you owe. Willful failure to file carries a 75% penalty that cannot be waived under any circumstances.15Iowa Department of Revenue. Penalties and Interest Rates
On property tax, the 1.5% monthly interest is the penalty. There is no grace period beyond the statutory due dates, and it keeps compounding monthly until the balance clears.6Iowa Legislature. Iowa Code 445 – Collection of Taxes, Section 445.39
