Massachusetts Address Change Requirements and Deadlines

Massachusetts change of address requirements set three hard deadlines you need to know when you move: 30 days to notify the Registry of Motor Vehicles, 10 days before the next election to update your voter registration, and 10 days to file Form AR-11 with USCIS if you are not a U.S. citizen. Other agencies (the IRS, Social Security, and USPS) do not set formal deadlines, but they belong on your list because notices sent to your old address are still legally valid.

Notifying the RMV Within 30 Days

Under Massachusetts General Laws Chapter 90, Section 26A, anyone who holds a driver’s license, learner’s permit, or vehicle registration must report a change of residential or mailing address to the RMV in writing within 30 days.1General Court of Massachusetts. Massachusetts General Laws Part I, Title XIV, Chapter 90, Section 26A The clock starts on the day you actually move, not the day your lease begins or your closing is finalized.

You have three ways to file the update:2Mass.gov. Change Information on Your Driver’s License or ID Card

  • Online through the RMV’s Online Service Center, using your license or ID number, date of birth, and the last four digits of your Social Security number (or your passport or consular ID number if you have no SSN).
  • By phone through the RMV contact center.
  • In person by appointment at any RMV Service Center, with the completed application and required documentation.

Updating your address in the system is free. A new physical license or ID card showing the new address is optional and costs $25.3Mass.gov. What Happens If You Miss the RMV Deadline

The statute gives the registrar authority to revoke or suspend your driver’s license, learner’s permit, or vehicle registration for failing to report an address change within 30 days.1General Court of Massachusetts. Massachusetts General Laws Part I, Title XIV, Chapter 90, Section 26A The practical damage usually comes from missed mail: a renewal notice or suspension letter goes to your old address, you never see it, and you end up driving on an expired or suspended license without knowing. An administrative slip becomes a moving violation.

You may also be cited with a civil motor vehicle infraction for the failure itself. The RMV is authorized to use insurance company records and USPS change-of-address data to update its files, so a mismatch between those sources and your RMV record can flag your account for review.1General Court of Massachusetts. Massachusetts General Laws Part I, Title XIV, Chapter 90, Section 26A The statute also says the RMV is not required to mail notices to more than one address. There is no backstop if your records are wrong.

Updating Your Voter Registration

Massachusetts requires you to be registered at your current address to vote. The deadline to register or update your registration is 10 days before any election or town meeting.5Massachusetts Secretary of the Commonwealth. Registering to Vote The VOTES Act shortened this window from 20 days in 2022, so older guides may still list the wrong number.

If you move within Massachusetts and show up at your new precinct without having updated your registration, you will not be turned away. Election officers must offer you a provisional ballot.6General Court of Massachusetts. Massachusetts General Laws Part I, Title VIII, Chapter 54, Section 76C Whether it counts depends on whether the city or town clerk can verify your eligibility in that precinct. Crossing city or town lines without updating makes the verification much harder, and your ballot may not count.

You can update your voter registration online through the Secretary of the Commonwealth’s website, by mail, or in person at your local election office. Handling it alongside your RMV update is the simplest approach.

Form AR-11 for Non-Citizens

Non-citizens face a stricter deadline under federal law: any change of address must be reported to USCIS within 10 days of moving by filing Form AR-11.7U.S. Citizenship and Immigration Services. AR-11, Alien’s Change of Address Card The requirement applies regardless of visa type, with limited exceptions for diplomats on A or G visas and visa waiver visitors.8Office of the Law Revision Counsel. 8 USC 1305 – Notices of Change of Address

The penalties are far more serious than a suspended license. Failing to file an AR-11 is a federal misdemeanor carrying up to a $200 fine, up to 30 days in jail, or both. Even without a criminal conviction, the failure can be grounds for removal proceedings unless you can show the lapse was reasonably excusable or not willful.9Office of the Law Revision Counsel. 8 USC 1306 – Penalties If you have a pending application or petition, an outdated address can also mean you miss critical correspondence and your case is denied by default.

Form AR-11 is filed online through the USCIS website at no charge. If you have a pending case, you should also update the address on that specific case through the USCIS online portal or by contacting the relevant service center directly.

IRS, Social Security, and USPS

The RMV and voter registration are the two Massachusetts updates set by statute. Several other agencies do not set deadlines but still need to hear from you.

IRS

The IRS has no specific deadline for reporting an address change, but you should file Form 8822 to update your home mailing address promptly.10Internal Revenue Service. About Form 8822, Change of Address Notices of deficiency or audit letters sent to your last known address are legally valid, and missing them does not stop the clock on response deadlines.

Social Security

If you receive Social Security benefits, update your mailing address through your my Social Security account or by calling the SSA.11Social Security Administration. Update Contact Information There is no formal deadline, but benefit-related correspondence, including the SSA-1099 you need at tax time, goes to the address on file.

USPS Mail Forwarding

A USPS change of address costs $1.25 for online identity verification and takes effect within a few business days.12United States Postal Service. Standard Forward Mail and Change of Address A permanent forwarding request routes First-Class Mail and periodicals to your new address for 12 months; marketing mail is not forwarded. USPS forwarding is a useful safety net, but it does not replace direct updates with the agencies above. The RMV may eventually pick up the USPS change through its data-matching authority, but relying on that is a gamble.

Military Service Members Under the SCRA

Active-duty service members stationed in Massachusetts who maintain legal residence in another state have specific protections under the Servicemembers Civil Relief Act. The SCRA prevents you from losing or acquiring a state of residence for tax purposes because military orders put you in a particular state, and the same protection extends to spouses.13Office of the Law Revision Counsel. 50 USC 4001 – Residence for Tax Purposes

The SCRA does not exempt you from notifying the RMV about an address change if you hold a Massachusetts license or registration. If you are stationed here with Massachusetts documents, the 30-day requirement still applies when you move within the state or PCS to a new installation. The protection is about domicile for taxation, voting, and personal property, not administrative notification. Service members who keep another state’s license and never obtained Massachusetts credentials have nothing to update at the Massachusetts RMV.

Temporary Moves

The statute applies to changes of residential address and does not carve out an explicit exception for temporary relocations. That creates a gray area for college students, short-term workers, and people in transitional housing.

A college student who treats a family home as the permanent address is probably not changing that address by living in a dorm. Sign a year-long lease in a new city and actually live there, and the practical reality is that your residential address has changed and the 30-day clock is running. When in doubt, update. The change itself costs nothing, and you can change it back when you return.
