Massachusetts ID Laws: REAL ID, RMV Fees, and Penalties

Massachusetts ID laws set different rules for different situations: a driver’s license covers you on the road and at most counters, but since May 7, 2025, a standard Massachusetts license no longer gets you through a TSA checkpoint. For domestic flights and entry to certain federal buildings, you now need a REAL ID-compliant license, a U.S. passport, or another federally approved credential.1Department of Homeland Security. TSA Begins REAL ID Full Enforcement Voting, buying alcohol, and starting a new job each have their own rules, and the document that works for one does not always work for another.

Flying Within the United States

A standard Massachusetts driver’s license or Mass ID card is no longer accepted at airport security. You need a REAL ID-compliant Massachusetts license, a valid U.S. passport or passport card, a permanent resident card, a DHS trusted traveler card such as Global Entry, NEXUS, SENTRI, or FAST, a U.S. military ID, a foreign passport, a Transportation Worker Identification Credential, or a veteran health ID card.2Transportation Security Administration. Acceptable Identification at the TSA Checkpoint About 81% of travelers were already compliant when full enforcement began.1Department of Homeland Security. TSA Begins REAL ID Full Enforcement

Showing up without one of those documents does not guarantee you get turned away. TSA agents may send you to a separate area for additional screening instead.1Department of Homeland Security. TSA Begins REAL ID Full Enforcement Massachusetts does not currently offer a mobile driver’s license, so you need to carry a physical card.

Getting a Massachusetts REAL ID

You must apply in person at an RMV Service Center or a participating AAA branch. Bring original or certified copies (not photocopies) of documents in three categories:3Mass.gov. Massachusetts Identification (ID) Requirements4Mass.gov. Massachusetts Registry of Motor Vehicles Reminds Customers REAL ID Requirement Effective May 3, 2023

  • One document proving lawful presence in the United States, such as a U.S. passport or certified birth certificate.
  • One document verifying your full Social Security number, such as your Social Security card or a W-2.
  • Two documents proving Massachusetts residency, such as a utility bill and a bank statement.

The RMV charges the same fee for a REAL ID as for a standard license, so there is no price penalty for choosing the compliant version.

Driver’s License and Mass ID Basics

Anyone operating a motor vehicle in Massachusetts must carry a valid driver’s license and must sign it on receipt. An unsigned license is technically not valid. Junior operators (drivers under 18) cannot drive between 12:30 a.m. and 5:00 a.m. unless accompanied by a parent or legal guardian, and breaking that curfew is treated as driving without a license.5Mass.gov. Massachusetts General Laws c90 Section 8 – Operators Licenses; Applications; Examinations

If you do not drive, the RMV issues a non-driver Mass ID card. The application process mirrors the license: you verify your identity, your Social Security number, and (for a REAL ID version) your Massachusetts residency. The RMV’s identification documents checklist spells out acceptable proof for each category.6Mass.gov. Identification Documents Checklist

Voting

Massachusetts does not require every voter to show photo ID at the polls. You only need to show identification in specific situations: when you are voting for the first time in Massachusetts, when your name appears on the inactive voter list, when you are casting a provisional or challenged ballot, or when a poll worker has a specific practical or legal reason to ask.7Secretary of the Commonwealth of Massachusetts. Identification Requirements

When ID is required, it must show your name and the address where you are registered. A driver’s license works, but so does a utility bill, a rent receipt or lease, a copy of your voter registration affidavit, a letter from a school dormitory or housing office, or any other printed document displaying your name and address.7Secretary of the Commonwealth of Massachusetts. Identification Requirements Photo ID is not the only option.

If you registered by mail, the registration form asks for your Massachusetts driver’s license number or the last four digits of your Social Security number. If neither can be verified, you will be asked to present ID showing your name and address when you vote for the first time.8Secretary of the Commonwealth. Buying Alcohol

Massachusetts law names specific IDs that shield a retailer from liability if a buyer turns out to be underage. The approved list is a Massachusetts Liquor Purchase Identification Card, a Massachusetts driver’s license, a Mass ID card issued under MGL Chapter 90 Section 8E, a valid U.S. or recognized foreign passport, or a U.S. military ID card.9General Court of Massachusetts. Massachusetts General Laws Chapter 138 Section 34B – Liquor Purchase Identification Cards

Other documents, like an out-of-state license or a school ID, may establish your age in practice, but they do not give the seller the same legal protection. Expect to be refused if that is all you have.

Starting a New Job

Every new hire in the United States, including in Massachusetts, must complete a Form I-9 within three business days of starting work. You present documents proving both your identity and your authorization to work. One “List A” document, such as a U.S. passport, satisfies both. Otherwise, you combine a “List B” identity document with a “List C” work-authorization document.10U.S. Citizenship and Immigration Services. Form I-9 Acceptable Documents

Common List B identity documents include a state-issued driver’s license or ID card with a photograph, a U.S. military card, a federal or state government employee ID, or a school ID with a photo. Minors under 18 who lack any of those can use a school record, clinic or hospital record, or day-care record.10U.S. Citizenship and Immigration Services. Form I-9 Acceptable Documents

Some Massachusetts employers also run new hires through E-Verify, a federal system that cross-checks I-9 information against DHS and Social Security records. E-Verify employers must create a case no later than the third business day after the employee begins paid work.11E-Verify. Verification Process If the system flags a mismatch, you have a chance to resolve it before a final determination.

RMV Fees

The RMV charges the same amount for a standard license and a REAL ID version. As of the fee schedule revised in May 2025:12Mass.gov. RMV Schedule of Fees

  • Class D or Class M license, five-year term: $50
  • Class A, B, or C commercial license, five-year term: $75
  • Mass ID card, five-year term: $25
  • License application and road test fee: $35

Cards issued for fewer than five years are prorated at $10 per year for a license and $5 per year for a Mass ID.

Penalties

Driving Without a License

Operating a motor vehicle in Massachusetts without ever having been issued a license carries fines of up to $500 for a first offense, $500 to $1,000 for a second, and $1,000 to $2,000 for a third or subsequent offense. Junior operators who break the nighttime curfew are treated as unlicensed and also face license suspensions of 60 days for a first offense, 180 days for a second, and one year for a third.5Mass.gov. Massachusetts General Laws c90 Section 8 – Operators Licenses; Applications; Examinations

Fake IDs for Alcohol

Altering, forging, or using someone else’s ID to buy alcohol, or giving false information to obtain an ID card, is punishable by up to $200 in fines or up to three months in jail under Massachusetts law.9General Court of Massachusetts. Massachusetts General Laws Chapter 138 Section 34B – Liquor Purchase Identification Cards It is a misdemeanor, but a conviction creates a criminal record.

Federal Identity Fraud

Producing, transferring, or possessing fraudulent identification documents tied to a government-issued ID or driver’s license can carry up to 15 years in federal prison. Offenses connected to drug trafficking or violence carry up to 20 years, and those linked to terrorism up to 30 years. Possessing a single false document with no aggravating factors is capped at one year.13Office of the Law Revision Counsel. 18 U.S. Code Section 1028 – Fraud and Related Activity in Connection With Identification Documents, Authentication Features, and Information

If Standard Documents Are Not an Option

No Stable Address

Residency proof usually means a utility bill or lease, which does not exist for someone living in a shelter. Massachusetts accepts a letter from a shelter or hospital confirming that the person resides at the facility. The letter must include the individual’s full name, date of birth, the date they were admitted, and a statement that the ID is needed to obtain housing.14Mass.gov. How to Obtain Important Identification Documents

Medical Treatment That Changes Your Appearance

If you are undergoing medical treatment that temporarily changes how you look, the RMV can extend the validity of your current ID by up to one year so you are not forced to take a photo you will not match later. A licensed physician must document the treatment, and you need to get a new photo within a year of the extension.15General Court of Massachusetts. Massachusetts General Laws Part I, Title XIV, Chapter 90, Section 8E

Lost Social Security Card and No License

If you have lost your Social Security card and also lack a driver’s license, state ID, or passport, the Social Security Administration accepts secondary documents to verify your identity. These include an employee ID card, a school ID card, a health insurance card (not Medicare), or a U.S. military ID. All must be current and show your name and identifying information such as your date of birth.16Social Security Administration. Learn What Documents You Will Need to Get a Social Security Card
