You can file a Massachusetts SNAP application with the Department of Transitional Assistance (DTA) online through DTA Connect, by mail, by fax, or in person at a local DTA office.1Mass.gov. Supplemental Nutrition Assistance Program (SNAP) (Formerly Known as Food Stamps) Most households qualify if their gross monthly income is below 200% of the federal poverty level, and the DTA aims to send a decision within 30 days of the date you apply. Households in a financial emergency can receive benefits in as little as seven days.
Do You Qualify
Every member of your household must live in Massachusetts and be either a U.S. citizen or a qualifying noncitizen. Qualifying noncitizens include lawful permanent residents, refugees, asylees, and certain other categories spelled out in state regulations.2Department of Transitional Assistance. 106 CMR 362 Supplemental Nutrition Assistance Program – Nonfinancial Eligibility Standards Native Americans born in Canada or Mexico and members of Hmong or Highland Laotian tribes also qualify.3Legal Information Institute. Massachusetts Code 106 CMR 362.200 – Citizens, Noncitizens, Canadian-born or Mexican-born Native Americans and Members of Hmong and Highland Laotian Tribes
Your “household” means the people you live with and share meals with. If a roommate buys and cooks food separately, they can apply as their own household, and their income won’t count against you.
Income Limits
Massachusetts uses broad-based categorical eligibility, which sets the gross income limit at 200% of the federal poverty level for most applicants. Based on the 2026 poverty guidelines, the approximate monthly limits are:4HHS ASPE. 2026 Poverty Guidelines – 48 Contiguous States
- 1 person: about $2,660
- 2 people: about $3,607
- 3 people: about $4,553
- 4 people: about $5,500
- Each additional person: add roughly $947
Gross income means total earnings before deductions. The DTA also calculates net income after allowable deductions for shelter, dependent care, and medical costs, and that net figure generally needs to fall below 100% of the federal poverty level for a benefit to be issued. A high net income can bring your monthly allotment down to zero even when gross income passes the test.
The Asset Test Is Waived
For categorically eligible households, Massachusetts does not count savings, checking balances, or vehicle values when deciding eligibility.5Legal Information Institute. 106 CMR 363.110 – Asset Eligibility Limits A small emergency fund will not disqualify you.
Documents to Gather Before You Apply
The DTA has to verify identity and all sources of income before certifying your case.6Legal Information Institute. 106 CMR 361.610 – Verification Requirements at Initial Certification Collect the following before you start:
- Photo ID for the person filing (driver’s license, state ID, or passport)
- Social Security numbers for every household member
- Recent pay stubs, a self-employment ledger, tax returns, or award letters for Social Security, unemployment, or child support
- A lease, rent receipt, or mortgage statement showing your monthly housing payment
- Recent bills for heating, electricity, water, or phone service
You don’t need to prove the exact dollar amounts of your utility bills. Massachusetts applies a Standard Utility Allowance based on which utilities you pay: $890 per month if you pay for heating or air conditioning, $542 if you pay for non-heating utilities such as electricity or water, and $62 if you only pay for a phone.7Mass.gov. How to Calculate SNAP Benefits Showing that you pay for the relevant utility category is enough.
If you’re 60 or older or have a federally recognized disability, out-of-pocket medical costs above $35 per month reduce your countable income and raise your benefit. For expenses between $35 and $190, the DTA applies an automatic $155 deduction with no detailed proof required. Above $190, your actual costs minus $35 are deducted with no cap.8Mass.gov. Your SNAP May Go Up If You Tell Us About Medical Expenses Many applicants overlook this deduction.
Four Ways to Submit the Application
The method you choose doesn’t affect your eligibility or processing speed, so pick whichever is easiest.
Online Through DTA Connect
DTA Connect is the state’s online portal, and the application takes about 20 minutes. The system logs your submission date immediately, which matters because approved benefits are backdated to the day you applied.9DTA Connect. Massachusetts Department of Transitional Assistance – DTA Connect You can also upload documents and check case status through the portal.
By Mail or Fax
Mail your completed application and documents to the DTA Document Processing Center at P.O. Box 4406, Taunton, MA 02780, or fax them to (617) 887-8765.10Mass.gov. DTA Taunton Transitional Assistance Office Keep copies and note the date. A fax confirmation page is your proof of submission.
In Person
You can bring your paperwork to any local DTA office. Blank application forms are available at the office or for download from Mass.gov. An in-person visit is useful if you have questions, but it is never required.
What Happens After You File
The DTA will schedule an interview to confirm your household and financial details. A caseworker reviews your information and may ask for additional documents. An interpreter is available on request. Participating in the interview is essential to moving your case forward.9DTA Connect. Massachusetts Department of Transitional Assistance – DTA Connect
A decision arrives within 30 days of your application date.1Mass.gov. Supplemental Nutrition Assistance Program (SNAP) (Formerly Known as Food Stamps) If approved, you’ll receive an Electronic Benefit Transfer (EBT) card in the mail, usable like a debit card at authorized grocery stores and farmers’ markets. Your first month’s benefits are effective as of the day you applied, not the day of approval.
Expedited Service for Emergencies
Benefits can arrive within seven calendar days instead of 30 if your household is in financial crisis.11Food and Nutrition Service. SNAP Application Processing Timeliness You qualify for expedited service if you meet any one of these:
- Gross income for the month of application is $150 or less and liquid assets are $100 or less
- You are a destitute migrant or seasonal farmworker with $100 or less in liquid assets who recently lost or started an income source
- Combined monthly gross income and liquid assets are less than combined monthly rent or mortgage plus utilities
Every application is screened on the day it arrives for expedited eligibility, so you don’t need to request it separately.12Department of Transitional Assistance. 106 CMR 365 Supplemental Nutrition Assistance Program – Special Situation Households
Work Rules for Adults 18 to 54 Without Dependents
If you’re between 18 and 54, don’t have a disability, and have no dependents, federal rules label you an able-bodied adult without dependents. In that category, you can receive SNAP for only three months in any three-year period unless you work at least 80 hours per month, participate in a qualifying job training program, or combine the two to reach 80 hours.13eCFR. 7 CFR 273.24 – Time Limit for Able-Bodied Adults Approved workfare volunteering also counts.
The upper age cutoff rose from 50 to 55 under the Fiscal Responsibility Act of 2023, with the last increase effective October 1, 2024. If you’re 55 or older, the time limit does not apply. The age change is scheduled to sunset on October 1, 2030, when the cutoff would revert to 50.14Federal Register. Program Purpose and Work Requirement Provisions of the Fiscal Responsibility Act Exemptions also apply if you’re pregnant, homeless, a veteran, or medically certified as unfit for employment.
If You’re Denied
If the DTA denies your application, reduces your benefits, or takes any other action you disagree with, you can request a fair hearing. Under federal regulations, you have 90 days from the date of the adverse action to file.15eCFR. 7 CFR 273.15 – Fair Hearing You can also challenge your current benefit level at any time during a certification period.
An impartial hearing officer runs the hearing, and you can present evidence, bring witnesses, and have a representative speak for you. If the hearing officer rules in your favor, the DTA must correct your benefits retroactively. If you lost benefits more than 90 days ago but less than a year ago due to a DTA error, you can request restoration of those benefits. Filing a hearing request while your benefits are being reduced can sometimes keep your current benefit level in place until a decision is reached.
