A Merced County CCW permit is a two-year concealed carry weapon license issued by the Merced County Sheriff’s Office under California Penal Code 26150. California is a shall-issue state, which means the sheriff must approve your application if you meet every statutory requirement, pass a background check, and complete the required training.1California Legislative Information. California Code PEN 26150 – License Issuance Requirements You apply online through the county’s Permitium portal, submit to Live Scan fingerprinting, and finish a 16-hour training course. Processing can take several months.
Who Qualifies
Four basic things have to be true before the sheriff will consider your application. You must be at least 21 years old. You must live in Merced County, or have your principal place of work there. You must not be prohibited from owning firearms. And every firearm you want listed on the permit must already be registered to you with the California Department of Justice.1California Legislative Information. California Code PEN 26150 – License Issuance Requirements
The disqualifications under Penal Code 26202 go well beyond felony convictions. A felony anywhere in the United States bars you from firearm possession entirely.2California Legislative Information. California Code PEN 29800 – Prohibitions on Firearm Access You are also disqualified if you are currently abusing alcohol or controlled substances, if you have been committed or incarcerated within the past five years for certain drug- or alcohol-related offenses, or if you are an unlawful user of a controlled substance. Certain misdemeanor convictions, active restraining orders, and some mental health adjudications also disqualify applicants.3California Legislative Information. Residency can be shown through voter registration at a Merced County address, a homeowner’s property tax exemption filing, or other evidence that your presence in the county is more than temporary.
What to Gather Before You Apply
Merced County accepts applications only through the Permitium online portal, and you will upload every document inside that application. Have the following ready before you start:4Merced County Sheriff’s Office. Merced County Sheriff’s Office Online Concealed Carry Weapon License CCW Application
- A valid California driver’s license or state ID card. The address on the card does not have to match your current address, since the DMV does not normally reissue the card after an address change.
- Two proofs of residency. At least one must be a utility bill showing your Merced County address. The sheriff’s office does not accept DMV documents, lease or rental agreements, tax bills, or insurance policy statements for this purpose.
- The make, model, caliber, and serial number of every firearm you want on the permit. You must be the registered owner of each one with the California DOJ.
- Your DD-214 if you have served in the armed forces.5Merced County, CA. Frequently Asked Questions
Scan full documents, not screenshots. A frequent early mistake is uploading only the summary page of a utility bill; the county wants at least the entire first page.
How the Application Works
The sequence is: apply online, get fingerprinted, complete your training, and wait for final approval. New applicants are allowed to submit the application before finishing the 16-hour course, which lets the background check start running while you schedule classes.6Merced County, CA. Submit Through Permitium
Create an account on the Merced County Permitium portal, fill out the California Standard Initial Application, and upload your documents. You pay an initial fee at submission. The Permitium system lists the initial fee for a standard two-year license at $50, which includes a $10 filing fee.4Merced County Sheriff’s Office. Live Scan and Background Check
You will complete a Live Scan fingerprinting session either at the sheriff’s office or at an authorized Live Scan operator. Prints are sent electronically to the California DOJ, which runs a state records check and forwards them to the FBI for a national criminal history search.8State of California – Department of Justice. Fingerprint Background Checks The DOJ fee for a standard CCW applicant is $93. The Live Scan operator usually charges a separate rolling fee of roughly $40 to $60.
Finish Your Training
New applicants need a course of at least 16 hours. The curriculum has to cover firearm safety, handling, shooting technique, safe storage, legal transportation, the laws governing where you can carry, the permissible use of lethal force, and mental health resources. At least one hour must be devoted to mental health.9California Legislative Information. California Code PEN 26165 – Training Course Requirements The course includes a written exam and a live-fire exercise where you demonstrate safe handling and proficiency with each firearm you want on your license. Only DOJ-certified instructors can teach it. Expect roughly $250 to $300 for the initial 16-hour course, paid directly to the instructor.
Processing Timeline
The sheriff’s office does not promise a specific turnaround. It states that processing “can take several months, depending on DOJ wait times, the complexity of the application as well as other factors.”5Merced County, CA. What It Costs
Several separate fees add up over the course of a new application. A rough budget:

- Balance of the local fee, collected when your license is issued (amount varies)7California Legislative Information. California Code PEN 26190 – License Fees
- DOJ background check fee: $93
- Live Scan rolling fee: roughly $40 to $60
- 16-hour training course: roughly $250 to $300
The licensing authority may also require a psychological evaluation for initial applicants, billed at the actual cost of the assessment.7California Legislative Information. California Code PEN 26190 – License Fees A new applicant should plan on $450 to $550 before any psych evaluation.
Where You Cannot Carry
A CCW license does not authorize you to carry everywhere. Penal Code 26230 lists a long and growing catalog of off-limits places, expanded by SB 2 in 2023 and shaped since then by Ninth Circuit litigation. As of early 2025, twenty categories of locations are enforceable against permit holders.10California Department of Justice. Information Bulletin – Additional Restrictions on CCW License Holders Carrying Concealed Firearms in Certain Sensitive Places Are Now in Effect
Continuously Enforced
- School zones, preschools, and childcare facilities
- College and university campuses
- Court buildings
- State executive and legislative branch buildings
- Local government buildings
- Police stations
- Airports and passenger vessel terminals
- Adult and juvenile detention facilities
- Polling places
- Property controlled by the federal Nuclear Regulatory Commission
Added After the Ninth Circuit’s January 2025 Ruling
- Bars, restaurants that serve alcohol, and their parking areas
- Playgrounds, youth centers, and adjacent sidewalks
- Parks, athletic areas and facilities, and adjacent sidewalks
- Most property under the California Department of Parks and Recreation or Department of Fish and Wildlife
- Casinos and gambling establishments and their parking areas
- Stadiums and arenas and their parking areas
- Public libraries and their parking areas
- Amusement parks and their parking areas
- Zoos, museums, and their parking areas
SB 2 also created a default prohibition on carrying in private commercial establishments open to the public unless the business posts a sign explicitly permitting firearms.11California Legislative Information. California Code PEN 26230 – Prohibited Areas for Carry License Holders That provision has been in and out of litigation; check the California DOJ’s firearms page for current enforcement status before relying on it.
Conduct Rules While Carrying
Beyond the location list, Penal Code 26200 prohibits three behaviors while you are armed under your permit:
- Consuming any alcohol or controlled substance
- Being in a place whose primary purpose is serving alcohol for on-site consumption
- Being under the influence of alcohol, medication, or a controlled substance
The first rule bans even a single drink while carrying. You do not have to be legally impaired to violate it.12California Legislative Information. California Penal Code 26200 – Conduct Restrictions for License Holders A violation of the conduct or location rules can result in misdemeanor charges and permanent loss of your CCW eligibility.
California has no statewide duty-to-inform law requiring you to immediately tell an officer you are carrying. If an officer asks, answering honestly and handing over your license is the practical move. Officers may also inspect your license and firearm to confirm compliance.
Renewing Your Permit
A standard Merced County CCW license is valid for two years from the date of issuance. Renewal uses the same Permitium portal, another background check, and a refresher training course.6Merced County, CA. Concealed Carry Weapons (CCW) The renewal course is shorter at a minimum of 8 hours, but it covers the same topics and still requires live-fire qualification with each firearm on your license.9California Legislative Information. California Code PEN 26165 – Training Course Requirements
Start the renewal well before your license expires. The county does not publish a specific renewal window, but given multi-month processing, starting at least 90 days out is a reasonable cushion. To add or remove a firearm from an existing permit between renewal cycles, contact the Merced County CCW Bureau at (209) 385-7559 or MercedSheriffCCW@CountyofMerced.com to start an amendment.6Merced County, CA. Concealed Carry Weapons (CCW) A separate amendment fee may apply.7California Legislative Information. California Code PEN 26190 – License Fees
If Your Application Is Denied
The sheriff’s office must give you written notice of a denial. You have 30 days from receiving that notice to request a hearing in Merced County Superior Court. Some licensing authorities require you to first appeal with them before going to court.13State of California – Department of Justice. Frequently Asked Questions – CCW Licensing If you suspect incorrect background check information drove the denial, requesting your criminal history record from the California DOJ before the hearing deadline is the single most useful step you can take.
