Miami-Dade Housing Voucher Application: Lottery and Waitlist

The Miami-Dade housing voucher application is submitted online at miamidadevoucher.myhousing.com, but only when the Public Housing and Community Development department (PHCD) opens the portal during a brief enrollment window. The portal is currently closed. The last window ended with a March 2024 lottery that placed 5,000 households on the waitlist, and there is no fixed schedule for the next opening. Check the portal periodically, because when it opens, it may stay open only a few days.1My Housing. Miami-Dade Housing Choice Voucher Application

Check Whether You Qualify First

Eligibility turns on household income, citizenship status, and criminal background. HUD sets income ceilings each year based on the area median income for Miami-Dade County, which was $87,200 in the most recent published figures. Two tiers matter:

  • Very low income (50% of median): $43,400 for a single person and $61,950 for a family of four, rising with household size up to $81,800 for a family of eight.
  • Extremely low income (30% of median): $26,050 for a single person and $37,150 for a family of four. Federal rules require that at least 75% of all new vouchers go to families in this bracket.

HUD updates these numbers every fiscal year, so confirm the current limits before you assume you qualify or don’t.

At least one household member must be a U.S. citizen or have eligible immigration status as defined by HUD.2U.S. Department of Housing and Urban Development. Housing Choice Voucher Tenants Mixed-status households can still receive assistance, but the subsidy is prorated to cover only the share attributable to eligible members.

PHCD runs background checks on every household member. Federal law imposes two absolute bars: no household member can be subject to a lifetime sex offender registration requirement under any state program, and no household member can have been convicted of manufacturing methamphetamine on the premises of federally assisted housing.3eCFR. 24 CFR 982.553 – Denial of Admission and Termination of Assistance for Criminal Activity Beyond those, PHCD has discretion to deny applicants whose household members are currently using illegal drugs or who were evicted from federally assisted housing for drug-related activity within the past three years.

What to Have Ready Before the Portal Opens

The entire application is online. You need a computer, tablet, or smartphone with internet access; there is no paper option during open enrollment. Windows are short and the system runs slow under heavy traffic, so gather everything in advance.

For every person who will live in the unit, you’ll enter:

  • Full legal name, Social Security number, date of birth, and gender.
  • Gross annual income from all sources: wages, Social Security, pensions, public assistance, and any other recurring payments. You pick the income type from a dropdown.
  • Assets, including bank account balances, certificates of deposit, and real estate holdings.
  • Your current residential address.

Enter names and numbers exactly as they appear on government-issued identification. Any mismatch between the application and your documents can create problems during verification later.

Submitting and Saving Proof

After you complete every screen, submit the form electronically. The system then displays a confirmation page with a unique submission number. Screenshot or print that page. It is your only proof that the county received your application. The portal closes automatically when the enrollment period ends, and technical support is limited during peak hours, so don’t wait for the final hours.

The Lottery: Submitting Does Not Get You on the Waitlist

Demand far exceeds available vouchers, so PHCD does not place everyone who applies on the waitlist. All completed submissions enter a computerized random-selection lottery, and only the drawn confirmation numbers are placed on the list in the order they were drawn. In the most recent cycle, 5,000 numbers were selected.4Miami-Dade County. Housing Choice Voucher Program1My Housing. Miami-Dade Housing Choice Voucher Application

Check whether your number was drawn by entering your confirmation number at the submission portal. If no ranking appears, you were not selected, and you’ll need to reapply the next time the portal opens.

Preferences That Can Move You Up

Within the waitlist, PHCD gives priority to applicants who fall into any of these categories:5mdvoucher.com. Check Waitlist Status

  • Families whose vouchers were previously terminated because of insufficient funding.
  • Households displaced by a natural disaster.
  • Households displaced by government action, such as demolition or code enforcement.
  • Households that include a military veteran.
  • Applicants who live in Miami-Dade County at the time of application.

A preference doesn’t guarantee a faster voucher, but it can move you ahead of applicants without one.

Staying on the List

Waitlist processing often takes years, depending on federal funding and voucher turnover. During that time, keep your contact information current through the portal. If PHCD sends a notice and cannot reach you by mail or email, your application can be removed. Check your account regularly even when months pass without any update.

What Happens When Your Name Comes Up

PHCD will contact you for an eligibility interview. You’ll need to prove that everything on your original application was accurate, so bring original documents: government-issued photo ID, Social Security cards, birth certificates for all household members, proof of income such as pay stubs and benefit award letters, bank statements, and proof of your current address. The exact list may vary, so follow the instructions in your interview notice.

If you pass the eligibility screening, you attend a mandatory voucher briefing. PHCD explains the program rules, tells you the bedroom size your family qualifies for, and estimates your rental assistance amount.6mdvoucher.com. Program Information You also receive a packet with the Request for Tenancy Approval (RTA) form that your prospective landlord must complete, along with information about payment standards, portability, fair housing rights, and how to search for a unit.7eCFR. 24 CFR 982.301 – Information When Family Is Selected

After the Voucher Is Issued

Your share of the rent, called the Total Tenant Payment, is generally 30% of your monthly adjusted income. Adjusted income starts with gross income and subtracts allowances for dependents, elderly or disabled household members, medical expenses, and childcare.8U.S. Department of Housing and Urban Development. Calculating Rent and Housing Assistance Payments

The voucher doesn’t cover unlimited rent. PHCD uses Small Area Fair Market Rents, so the payment standard varies by ZIP code. As of January 1, 2026, two-bedroom payment standards range from $2,268 in Group A ZIP codes to $3,290 in Group E ZIP codes.9mdvoucher.com. Small Area Fair Market Rents Pick a unit whose rent exceeds the payment standard for that ZIP code, and you pay the difference out of pocket on top of your 30% share.

Once PHCD issues the voucher, you have 120 days to find a qualifying rental and submit the RTA. You can request a single 60-day extension for a total of 180 days.10mdvoucher.com. Waiting List If you still haven’t leased by then, the voucher expires and you lose the assistance. Not every landlord accepts vouchers, and the local rental market is competitive, so start searching the day you receive it.

Any unit you choose must pass a Housing Quality Standards inspection against a federal checklist covering living spaces, kitchen, bathroom, exterior, heating and plumbing, and general health and safety.11U.S. Department of Housing and Urban Development. HUD-52580 Inspection Checklist A failed inspection doesn’t count against you, but it burns search days. Walk the unit yourself before you submit the RTA and look for obvious issues like missing smoke detectors, broken windows, or plumbing leaks.

If PHCD Denies Your Application

A denial must come in writing with the reason and notice of your right to request an informal review.12eCFR. 24 CFR 982.554 – Informal Review for Applicant At the review you can present written or oral objections to someone who was not involved in the original decision, and PHCD must then issue a written final decision with its reasoning.

The informal review doesn’t cover every type of decision. You can’t use it to challenge PHCD’s determination of your voucher bedroom size, a refusal to extend your search time, or a finding that a specific unit failed inspection. Denials based on immigration status run through a separate process under 24 CFR Part 5.

A Note on Using the Voucher Outside Miami-Dade

You aren’t locked into Miami-Dade. Federal portability rules let you transfer the voucher to another housing authority’s jurisdiction, though the timing depends on where you lived when you applied and whether you’ve completed a lease year locally.13mdvoucher.com. Portability Rent shares, bedroom sizes, and screening criteria can change under the receiving agency, so look into those details before you commit to a move.
