Michigan Duplicate Title Application PDF: Filing, Fees, and Liens

A Michigan duplicate title application is filed on Form TR-11L with the Secretary of State, and it costs $15 online (title mailed in about 14 days) or $20 in person for same-day instant service.¹ The form is officially called the Application for Michigan Vehicle Title and has a section where you check whether the original was lost, stolen, or mutilated.²

What to Have Ready Before You File

Form TR-11L is a downloadable PDF on the Secretary of State website.² Before you fill it out, pull together:

The 17-character vehicle identification number from the dashboard plate or driver-side door jamb.
The year, make, model, and body style exactly as they appear in state records.
The current odometer reading.
The driver’s license or state ID number for every listed owner.

If more than one owner is on the current title, every owner has to sign the application. A missing signature will stall or reject the request.² Spell each name exactly as it appears in state records; small discrepancies cause problems.

The duplicate is mailed to the residential address the state has on file. If you’ve moved, update your address with the Secretary of State before filing, or the title will go to your old address.

How to Submit the Application

Michigan offers three filing channels, and the right one depends on where you live, how quickly you need the title, and whether you can appear in person.

Online

Michigan residents can file entirely online. Log in to your Secretary of State online account (or create one), open Vehicle Transactions, and select “Request a Duplicate Title.” Enter the vehicle and identity information the screen asks for and pay the $15 fee. The replacement title arrives by mail in about 14 days.¹

Online is the fastest route for a standard duplicate because it skips the manual handling of a paper form. Instant same-day titles are not available online.

In Person at a Branch Office

Any Secretary of State branch handles duplicate titles, and a branch visit is the only way to walk out with an instant title the same day. The state strongly recommends scheduling an appointment first, online or by calling 888-767-6424. Walk-ins may be given a slot later the same day or on the next business day, and appointments can be booked up to six months ahead.³

Bring your completed TR-11L, a valid driver’s license or state ID, and payment. For instant service, the owner has to appear in person. You cannot send a personal agent for an instant title unless that agent is a Michigan-licensed vehicle dealer.⁴

Mail or Fax From Out of State

The mail-in option is reserved for Michigan residents who are temporarily out of state and for former residents who still hold a Michigan title. These applicants use a separate form, the Out of State Resident Duplicate Title Application, not the standard TR-11L.¹ Send the signed form with a check or money order payable to “State of Michigan” to:

You can also fax the signed application to 517-636-5865 with debit or credit card payment information. Electronic or digital software signatures are not accepted on faxed or mailed applications. Use a traceable mailing method, since the form carries sensitive personal information.

Fees and Processing Times

The fee structure is short:

Standard duplicate title, online or mail: $15.
Instant title, in person only: $20.¹

Standard duplicates arrive by mail within 14 days whether you filed online or at a branch without paying for instant service.¹ Instant titles are printed at the counter. If the new title hasn’t arrived within 60 days, the form directs you to call the Department of State Information Center at 888-767-6424.²

If the Vehicle Has an Active Lien

When a lender still has a security interest in your vehicle, Michigan law does not require the Secretary of State to issue a duplicate title to you personally.⁶ The state will issue the duplicate, but it goes to your lienholder rather than to you.⁷ You will not receive it in the mail yourself while the loan is active.

If you’re requesting the duplicate because you just paid the loan off and want a clean title in your name, include a termination statement from the lender confirming the debt is satisfied.¹ Without that termination statement, the state keeps the lien on record and mails the new title to the lender. Contact the bank or finance company and ask for a lien release letter before you file.

Sending Someone Else to File for You

If you can’t get to a branch office yourself, Michigan lets you appoint someone to sign title documents on your behalf using Form TR-128, the Appointment of Agent.⁴ The form has to be completed entirely in ink, and any alterations void it. Your agent brings a photocopy of your valid driver’s license or state ID to the branch along with the completed TR-128 and TR-11L.

One limitation matters: an appointed agent cannot obtain an instant title unless that agent is a Michigan-licensed vehicle dealer.⁴ Your agent can file the standard application and have the duplicate mailed to you, but same-day printing requires the owner in person.

Selling the Vehicle When the Title Is Lost

You don’t always have to get a duplicate first. Under MCL 257.229, if the seller and buyer both appear together in person at a Secretary of State office, the state can process the transfer without a physical title.⁶ Both parties present satisfactory proof of identity, and the seller provides evidence of ownership. The buyer then applies for a new title in their own name and pays the standard title fee.

That saves the seller the $15 fee and the two-week wait. It only works when both parties can visit a branch together, so it’s practical for a local private sale, not for shipping a vehicle to an out-of-state buyer.

When the Registered Owner Has Died

Getting a replacement title for a deceased owner’s vehicle depends on how the original title was set up and whether the estate goes through probate.

Title With “Full Rights to Survivor”

If the current title names both you and the deceased owner with “Full Rights to Survivor” printed on it, bring the original title (if you have it), a copy of the death certificate, and your ID to a Secretary of State office.⁷ The vehicle transfers to you as the surviving co-owner.

The Estate Is in Probate

When an estate is probated, the Probate Court appoints a Personal Representative with authority to sign the title over to the new owner. That new owner visits a Secretary of State office with the original title signed by the Personal Representative, a copy of the Letter of Authority, valid ID, and proof of Michigan no-fault insurance if they plan to register the vehicle.⁷

No Probate

Without probate, the vehicle can be transferred to the closest next of kin using a Certification from the Heir to a Vehicle form. Priority goes first to the surviving spouse, then to the deceased person’s children. If several people share the same priority level and some of them do not want the vehicle, each person declining has to file a statement saying so. Every heir taking ownership completes the certification form and visits a Secretary of State office with the original title (if available), a certified copy of the death certificate, and valid ID.⁷
