Michigan Enhanced License: Requirements, Costs, and Where It Works

A Michigan enhanced driver’s license is a state-issued driver’s license that also proves U.S. citizenship at land and sea border crossings into Canada, Mexico, Bermuda, and the Caribbean, so you can make those trips without a passport. It costs $45 the first time, is valid for four years, and doubles as a REAL ID for domestic flights and federal buildings. What the Enhanced License Does That a Regular License Doesn’t

Every Michigan driver picks from three tiers when applying or renewing: a standard license, a REAL ID-compliant license marked with a gold star, and an enhanced license. The standard license covers driving and everyday ID but no longer works at TSA checkpoints. A REAL ID handles airport security and federal facilities. The practical test is whether you cross the border. If you drive into Ontario, take closed-loop cruises, or head to Mexico by car, the EDL replaces a passport book or passport card on those trips. If you never leave the country by land or sea, a standard REAL ID covers everything the federal government asks for.

Who Qualifies

You must be a U.S. citizen and a Michigan resident with a valid Social Security number. Lawful permanent residents and visa holders cannot receive an enhanced license, though they remain eligible for a standard or REAL ID license. Everyone Brings Proof of Citizenship and Social Security Number

One document from each of these two categories is required:

  • Citizenship: a certified U.S. birth certificate with raised seal or stamp, a valid U.S. passport or passport card, a Certificate of Citizenship (N-560 or N-561), a Certificate of Naturalization (N-550, N-570, or N-578), or a Consular Report of Birth Abroad (FS-240, DS-1350, or FS-545).
  • Social Security number: a Social Security card, W-2, 1099, or a pay stub showing your name and full Social Security number.

If You Don’t Already Have a Michigan Photo License

You also need one photo identity document and two Michigan residency documents.

  • Identity: a valid U.S. passport, an out-of-state driver’s license or ID expired less than one year, a government-issued employee photo ID, a U.S. military photo ID, or a tribal photo ID from a federally recognized tribe. Applicants under 18 without their own photo ID can have a parent or guardian present theirs and sign on the applicant’s behalf.
  • Residency (two documents): a utility or credit card bill within the last 90 days, a bank statement within the last 90 days, school transcripts, a mortgage or lease, a pay stub with name and address, an insurance policy, a government document, or a Michigan vehicle title and registration showing your current address. Electronic bills and bank statements are accepted.

Name Changes

If your current legal name differs from the name on your birth certificate or citizenship document, bring the paperwork that links them: an original marriage certificate, a certified U.S. divorce decree, or a court order. How to Apply

Applications must be completed in person at a Secretary of State office. Scheduling online before you go is strongly recommended; walk-ins are placed in the next open slot, which can push you to a later day. At the visit, a clerk reviews your completed SOS-428 form, verifies your originals, and takes a new photograph, since the EDL requires a fresh image. State law caps these fees at $50 for originals and renewals and $30 for duplicates.2Michigan Legislature. Where the Enhanced License Works

Land and Sea Border Crossings

Under the Western Hemisphere Travel Initiative, an EDL lets you re-enter the United States by land or sea from Canada, Mexico, Bermuda, and the Caribbean.1Michigan Department of State. Closed-Loop Cruises

Closed-loop cruises depart and return to the same U.S. port. U.S. citizens on those voyages can use an EDL to clear customs on return.7U.S. Customs and Border Protection. Domestic Flights

REAL ID enforcement began May 7, 2025. Since that date, boarding a domestic flight requires a REAL ID-compliant license, a passport, or another approved ID. Where It Doesn’t Work

The EDL is not a passport. It will not get you on an international flight to any destination. Flying to Canada, Mexico, or anywhere outside the United States still requires a U.S. passport book. About the RFID Chip

Every Michigan EDL contains a Radio Frequency Identification chip. The chip does not hold your name, address, photo, or any other personal detail. It carries only a unique reference number, which an authorized scanner at a border crossing matches against a secured government database to pull up your verified identity.1Michigan Department of State. Enhanced License and ID The chip activates only when read by an authorized reader, and the license ships with a protective sleeve that blocks the signal while the card is inside.

How Long It Lasts and How to Renew

A Michigan enhanced license is valid for four years. Apply within six months before your current license expires, and the new EDL runs four years from your next birthday. Apply at any other time, and it runs four years from your last birthday, so some cards are valid for slightly less than a full four years. Drivers under 21 receive an EDL that expires on their 21st birthday, unless they apply within six months of turning 21.9Michigan Department of State. Enhanced License and IDs

Renewal uses the same in-person process as the original. Bring current documentation, take a new photo, and pay $38 if your license is still valid. Michigan law requires you to notify the Secretary of State immediately when your residence address changes.10Michigan Legislature. Michigan Compiled Laws 257.315 The address update itself is free, but because the EDL is mailed to your verified address, letting the record fall out of date can delay a future replacement or renewal.

Enhanced License or Passport Card?

The passport card is the closest alternative. Both work at land and sea border crossings, and neither works for international flights. A first-time adult passport card costs $65 ($30 application plus $35 acceptance) and is valid for 10 years. The passport card is cheaper per year, but you apply separately through the State Department and then carry a second card alongside your driver’s license. The EDL rolls the license and the border-crossing document into one card, which is why it tends to win for Michigan residents who cross into Canada often. If your border trips are rare, the passport card’s longer validity is usually the better value.
