The credit is fully refundable, so the state sends you a check even when your tax liability is zero. The math is straightforward, but it hinges on an income figure that’s broader than what shows up on your federal return.
Who Can Claim It
Three tests decide eligibility: residency, home value, and household income.
You must have lived in Michigan for at least six months of the tax year, and the credit applies only to your primary residence. Vacation homes, rentals you own but don’t occupy, and out-of-state properties don’t count.
Homeowners face a taxable value cap of $165,400 for 2025. That figure is on your property tax statement or assessment notice. Renters qualify as long as they pay rent on a Michigan homestead. Renters in housing that is fully exempt from both property taxes and service fees are not eligible, because the property doesn’t meet the statutory definition of a homestead.3State of Michigan. Tax Exempt Housing

Total Household Resources: The Number That Trips People Up
Total Household Resources (THR) is broader than federal adjusted gross income. It starts with AGI, then adds back nontaxable income that AGI leaves out: Social Security benefits, workers’ compensation, tax-exempt bond interest, nontaxable pension and retirement distributions, and similar items. If you’re married, both spouses’ income counts, whether you file jointly or separately. This is the single most common area where claims get adjusted after filing. If you receive any nontaxable income, add it back before running the calculation.
Which Form You File
Most homeowners and renters use Form MI-1040CR. A separate form, MI-1040CR-2, exists for people who are legally blind and own their homestead, active-duty military, eligible veterans, and unremarried surviving spouses of eligible veterans. One catch: if you’re legally blind but rent rather than own, the MI-1040CR-2 isn’t available to you. Married filing separately or divorced during the tax year? What You Need Before You Start
Homeowners need the property tax amount levied on the homestead for the tax year, not the amount paid. The two can differ if you have special assessments or made partial payments. The same statement shows your taxable value.1State of Michigan. 2025 Homestead Property Tax Credit Information
If you bought or sold the home during the year, or lived in Michigan for less than the full year, prorate your property taxes to cover only the period you occupied the homestead. Skipping the proration is one of the fastest ways to trigger an adjustment letter from Treasury.
Renters use 23% of the total rent paid during the year as the property tax equivalent. On $12,000 in rent, that’s $2,760. Hold onto rent receipts or bank records in case the state asks for verification.5Michigan Legislature. MCL – Section 206.520 – Income Tax Act of 1967 (Excerpt)
For income, gather more than what you used on your federal return:
- W-2s and 1099s (including 1099-INT, 1099-DIV, 1099-R)
- Form SSA-1099 showing total Social Security benefits, including any nontaxable portion
- Records of workers’ compensation, veterans’ benefits, and interest from municipal or tax-exempt bonds
How the Credit Is Calculated
The credit works as a circuit breaker: it kicks in when property taxes exceed a percentage of your income, and it refunds part of that excess.
General Claimants
If you’re under 65 and don’t fall into a special category, the steps are:
- Start with the property taxes levied on your homestead, or 23% of rent paid.

- Subtract step 2 from step 1. If the result is zero or negative, no credit.
- Multiply the difference by 60%.6Michigan Legislature. Services for Seniors

A quick example. Property taxes of $3,200 and THR of $50,000: subtract $1,600 (3.2% of $50,000) from $3,200 to get $1,600, then take 60% for a $960 credit. No phase-out applies because THR is under $62,500.
Seniors and Other Special Groups
Claimants who are 65 or older by December 31 of the tax year, or who qualify as paraplegic, hemiplegic, quadriplegic, deaf, or totally and permanently disabled, receive up to 100% of the excess instead of 60%.6Michigan Legislature. Services for Seniors
The percentage of THR subtracted also scales down at lower incomes:
- THR of $3,000 or less: 0%
- $3,001 to $4,000: 1%
- $4,001 to $5,000: 2%
- $5,001 to $6,000: 3%
- Over $6,000: 3.2%
The $62,500 phase-out and $1,900 cap still apply. An unremarried surviving spouse of someone who was 65 or older at death qualifies for these enhanced rates.
Situations That Change the Math
Service fee housing. Some developments built under the State Housing Development Authority Act pay a service charge in place of property taxes. If you rent in one of these, use 10% of your rent instead of 23%.3State of Michigan. Tax Exempt Housing
Subsidized housing. If a government agency pays part of your rent, only your out-of-pocket portion counts. Do not include the subsidy.
Part-year Michigan residency. You need at least six months in Michigan during the tax year, and you must prorate property taxes or rent to cover only the Michigan period.7Cornell Law School. Mich. Filing the Form and the Deadline
If you file a Michigan income tax return, attach the MI-1040CR (or MI-1040CR-2) to your MI-1040. E-filing through commercial tax software is the quickest route and confirms receipt.8State of Michigan. Michigan Individual Income Tax E-file
If you don’t owe state income tax and aren’t otherwise required to file a MI-1040, you can send the credit form on its own. Retirees and low-income filers frequently do exactly that.
The standard deadline is April 15.9Department of Treasury. Paper filers should check the current-year instructions for the correct mailing address. It differs depending on whether the return carries a payment or expects a refund.
After You File
E-filed returns generally process within four to six weeks. Paper returns take six to eight weeks. Treasury recommends waiting until those windows pass before using the online refund tracker.11State of Michigan. Where’s My Refund?
If Treasury finds a problem, it sends a letter. The most common triggers are a missing property tax statement, a THR figure that doesn’t match state records, and failure to prorate taxes for a partial-year claim. Responding with the requested documents usually resolves it without losing the credit. Refunds arrive by direct deposit if you supplied account details, otherwise by paper check.
What the Credit Does to Your Federal Return
The credit is a state refund, so its federal impact depends on how you filed the previous year. If you took the federal standard deduction for the year you paid the property taxes, the credit is not included in federal gross income. Most Michigan filers land here.12Internal Revenue Service. If you itemized and deducted your Michigan property taxes federally, part or all of the credit may need to be reported as income the following year under the tax benefit rule. The reportable amount depends on how much federal benefit the property tax deduction actually produced. Because the $10,000 SALT cap was in effect through the 2025 tax year, many itemizers couldn’t deduct their full property tax bill anyway, which can shrink or eliminate the amount that flows back onto the federal return.13Internal Revenue Service.
