Michigan Rent Assistance Programs and How to Apply

If you need help paying rent in Michigan, start with State Emergency Relief through the Department of Health and Human Services. That is the state’s main short-term rent aid, and it pays landlords directly. Beyond SER, Michigan rent assistance programs include Housing Choice Vouchers (Section 8) for longer-term help, local Housing Assessment and Resource Agencies that combine funding from multiple sources, and Community Action Agencies that layer grants for rent, utilities, and other basics. A separate state law also protects tenants who pay with vouchers or subsidies from being turned away.

State Emergency Relief

SER is built for one-time housing emergencies, not ongoing subsidies. MDHHS sends payment straight to your landlord for past-due rent, and the program can also cover a security deposit and moving costs if relocation is what keeps you out of homelessness.1Michigan Department of Health and Human Services. Income and Asset Limits

If your income sits above the threshold for your household size, the excess becomes a copayment you cover yourself.2State of Michigan. Households with countable cash assets above $15,000 are generally disqualified.

Payment Caps

These caps will not cover several months of back rent in most Michigan markets. If your arrears exceed the maximum, you will need to combine SER with other funding or negotiate a partial payment with your landlord. Local HARAs and Community Action Agencies exist partly to layer those sources.

Applying for SER

The form is MDHHS-1171, the Assistance Application. Documents to Gather First

Missing any of these tends to stall the process:

  • Proof of identity and residency, such as a Michigan ID, driver’s license, or utility bill, plus Social Security numbers for every household member.
  • A current signed lease showing rent, the landlord’s name and contact information, and everyone living in the unit.
  • Income documentation for the past 30 days: pay stubs, Social Security or unemployment letters, and any other money coming in.
  • Recent bank statements showing your current balances.
  • A statement or notice from your landlord showing exactly how much you owe, and any eviction notices or court papers you have received.

Report the past-due amount precisely so the grant request matches the actual shortfall. Gaps between what you report and what your bank statements show tend to draw denials or requests for more paperwork.

Timeline and Interview

Michigan administrative rules give MDHHS 10 business days to decide once your application is complete. Incomplete applications reset the clock. Most applicants also go through a phone or in-person interview covering what caused the emergency and how you plan to stay current after this one-time help. You will receive a written decision by mail or through MI Bridges.

If SER Is Denied

A denial is not the end. You can request an administrative hearing by filing Form DHS-18 with your local MDHHS office; the case is heard through the Michigan Office of Administrative Hearings and Rules.5State of Michigan. File the request soon after the denial letter arrives. If you already have an active eviction case, tell the court about the pending appeal. Local Help: HARAs, Community Action Agencies, and 211

Local agencies are often more useful than any single state program because they combine funding streams on your behalf.

Housing Assessment and Resource Agencies

Every Michigan community has a HARA, which serves as the front door for housing crisis help. Community Action Agencies

Michigan 211

Housing Choice Vouchers for Longer-Term Help

If your problem is not a one-time crisis but an ongoing gap between income and rent, Section 8 Housing Choice Vouchers are the main federal option. You pay roughly 30% to 40% of adjusted gross income toward rent, and the local housing authority pays the rest to your landlord.9Michigan 211. The practical catch is wait times. Most Michigan housing authorities keep waiting lists that can run years, and many are closed to new applicants for long stretches. Each authority sets its own preferences for who moves up faster. Section 8 will not solve a crisis this month, but getting on a list now is worth doing if you expect the affordability problem to continue.

Landlord Discrimination Against Voucher Holders

Under MCL 554.601c, a Michigan landlord with five or more rental units in the state cannot refuse to rent to you, charge different fees, or discourage you from applying because your income comes from vouchers, subsidies, or emergency rental assistance.11Michigan Legislature. MCL 554.601c

The law also closes a common workaround. If a landlord requires a minimum income (say, three times the rent), they must count your voucher or subsidy toward that figure.11Michigan Legislature. Eviction Timing While You Wait for Help

Assistance often arrives after a court case has started, so the eviction timeline matters. For nonpayment of rent, your landlord must first serve a written demand stating the exact amount owed and giving you seven days to pay or move out.12Michigan Legislature. In court, the judge must inform you of several rights: to have an attorney, to demand a jury trial, and to request mediation or other alternative dispute resolution. The court must also tell you that programs exist to help pay past-due rent and that you can receive rental assistance without a final judgment being entered against you.12Michigan Legislature. Self-help evictions are illegal in Michigan. A landlord cannot change your locks, shut off utilities, or remove your belongings to force you out. Only a court order can authorize an actual eviction.
