A Michigan secure transporter license lets a business legally move cannabis products between licensed facilities within the state, and getting one means clearing a background investigation, proving $200,000 in capitalization, submitting a social equity plan, and paying $18,000 in state fees before you make a single delivery. The Cannabis Regulatory Agency (CRA) issues the license under the Michigan Regulation and Taxation of Marihuana Act, and its operational rules are detailed and actively enforced.
Who Can Qualify
The CRA screens the applicant and every person holding at least a 2.5% ownership stake. The background investigation covers criminal history, financial records, and tax compliance.
Some convictions block eligibility outright. A felony conviction or release from incarceration for any felony within the past 10 years disqualifies you. A controlled-substance felony within the past 10 years also disqualifies you, with one narrow exception: felonies for manufacturing, processing, distributing, or possessing marijuana with intent to distribute do not automatically disqualify unless the offense involved distribution to a minor. Misdemeanors within the past five years involving controlled substances, theft, dishonesty, or fraud also bar an applicant, though simple marijuana possession or use misdemeanors do not count.1Michigan Legislature. Several other factors disqualify you: submitting an application with false information, being employed by the CRA, holding elective office in any governmental unit, or being employed by a regulatory body of any governmental unit in Michigan. Capitalization
You must show $200,000 in total capitalization. At least 25% of that, or $50,000, must be in liquid assets like cash, certificates of deposit, 401(k) accounts, or stocks. The rest can come from non-liquid sources such as equity in real property, equipment, or fixtures. Social Equity Plan
Every MRTMA applicant must submit a social equity plan describing how the business will promote participation in the cannabis industry by people from communities disproportionately affected by marijuana prohibition and enforcement.
Fees and Application
The CRA handles secure transporter applications online. The money comes in two stages:
- Prequalification application fee: $3,000, nonrefundable, covering the background investigation and initial review.
- Initial licensure fee: $15,000, assessed after the CRA approves the application and before operations begin.
- Annual renewal fee: $15,000 to keep the license active each year.

Alongside the capitalization documents and social equity plan, expect to provide proof of auto insurance for every transport vehicle, vehicle registrations, and commercial motor vehicle registrations where applicable.4Marijuana Regulatory Agency. Two timing rules trip applicants up. If the CRA flags a deficiency in your application, you have only five calendar days from the date of notice to fix it. And your establishment must be ready to pass all pre-licensure inspections within 60 days of submitting a complete application. Operating Rules Once Licensed
Every transport vehicle must be registered with the state and carry proof of auto insurance and commercial motor vehicle registration. Vehicles carrying cannabis may not display any markings or other indication that they contain marijuana or marijuana-infused products.
Cannabis must ride in one or more sealed containers not accessible to anyone while the vehicle is in transit. Containers must be locked, secured, and sealed in a way that would alert the receiving facility if the product had been tampered with, such as by using tamper-proof tape. When a trip carries product from more than one cannabis business, those products cannot be mixed and must be kept in separate compartments or containers inside the main locked container.6Michigan.gov. Two-Person Crew

Route Plans and Manifests
Before departing, the crew must enter a route plan and manifest into Metrc, the statewide monitoring system. A copy of the manifest must travel in the vehicle and be produced to any law enforcement officer who requests it. Storage and Custody Limits
Overnight storage of cannabis is allowed, but only at the transporter’s licensed facility. Product cannot be left in a vehicle overnight. A secure transporter may not hold custody of cannabis for more than 48 hours unless the CRA grants a case-by-case exception. An empty vehicle does not need to be parked at the primary business location overnight, though the licensee must address that in its establishment plan.8Michigan.gov. Route planning and delivery scheduling matter here. If a receiving facility is closed or a delivery falls through, the window before you need CRA permission to keep holding the product is narrow.
Driver Licensing
Every driver moving cannabis under a secure transporter license must hold a chauffeur’s license issued by Michigan. A standard driver’s license is not enough.9Michigan Legislature. Insurance
Before the CRA issues or renews a license, you must file proof of financial responsibility for liability for bodily injury to lawful users resulting from the manufacture, distribution, transportation, or sale of adulterated marijuana or adulterated marijuana-infused products. The minimum is $100,000 per license, and the policy cannot contain a products liability exclusion that would override this coverage. That statutory minimum covers a narrow scenario: injury from adulterated products. It does not cover vehicle accidents, theft of cargo, or general commercial liability. A working transport operation typically needs commercial auto insurance, cargo coverage, and general liability on top of the statutory policy. Because cannabis remains federally illegal, insurers are scarce and premiums run high compared with a similar non-cannabis logistics business.
Where Your Business Can Be Based
Michigan municipalities may adopt ordinances prohibiting marijuana establishments within their boundaries, and many have. You cannot base a secure transporter operation in an opted-out municipality. A transporter whose primary place of business is in a municipality that has not prohibited cannabis establishments may travel through any municipality, including opted-out ones, while making deliveries.7Legal Information Institute. No Interstate Transport
A Michigan secure transporter license authorizes movement of cannabis only within Michigan. Cannabis remains a Schedule I controlled substance under federal law, and moving it across state lines is a federal offense regardless of whether both states have legalized it. No state license shields you from federal prosecution for interstate transport.
Enforcement and Penalties
The CRA audits and inspects licensees rather than waiting for complaints. Inspections can cover vehicle security features, transport manifests, driver qualifications, and financial records. Written consent to these investigations is a condition of holding the license.
Non-compliance can bring fines, license suspension, revocation, or nonrenewal. Fines commonly land in the $5,000 to $10,000 range per violation based on practitioner experience, and can go significantly higher for serious breaches. Gross negligence or intentional misconduct could add criminal liability on top of administrative penalties.
One easily overlooked obligation: you must notify the CRA of certain business changes, including changes in ownership, key personnel, and operational details. Missing a notification deadline is itself a sanctionable violation.
