Michigan’s TR-11L is the Application for Michigan Vehicle Title, and you file it in person at a Secretary of State branch office to put a vehicle in your name. You cannot mail it or use a self-service station.1Michigan Department of State. When You Need to File a TR-11L
The form comes into play any time you take ownership of a vehicle that no dealer is titling for you. That covers buying a car, truck, motorcycle, or trailer from a private seller, receiving one as a gift from a family member, converting an out-of-state title after moving to Michigan, and registering a vehicle that has never been titled in the state. Until you file, the previous owner stays on the state’s records and remains tied to the vehicle for insurance and liability. Two situations layer extra paperwork on top of the TR-11L: inheriting a vehicle from a deceased owner, and titling a salvage or rebuilt vehicle. Both are covered near the end.
What to Bring to the Branch Office
Gather everything before you go. A missing document means starting over on another day.
- The seller’s original title, signed over to you in the assignment section on the back. The seller’s signature must match the name printed on the title exactly. Cross-outs or corrections void the title, and the seller would need to apply for a duplicate before you can proceed.
- Your valid Michigan driver’s license or state ID.
- Proof of Michigan no-fault insurance on the vehicle. State law requires personal protection, property protection, and residual liability coverage on every registered vehicle, and the policy must be active before your appointment.4Michigan Legislature. Michigan Compiled Laws 500.3101
- Payment for the fees and use tax. Accepted payment methods vary by office, so bring more than one option.
If the vehicle comes from a state that does not issue titles for older or low-value vehicles, bring a detailed bill of sale instead. It should list both parties’ full names, the date of sale, the purchase price, and the VIN.
Filling Out the Form
The TR-11L asks for a short list of data points. Getting them right the first time prevents processing delays.2Michigan Secretary of State. Application for Michigan Vehicle Title
- Vehicle Identification Number. Copy all 17 characters from the VIN plate, usually visible through the lower-left corner of the windshield or on the driver’s door jamb. A single transposed digit will hold up your application.
- Odometer reading at the time of transfer. Federal law requires an odometer disclosure for any vehicle under 20 years old; vehicles 20 model years or older are exempt.5eCFR. Odometer Disclosure Requirements
- Purchase price. Enter what you actually paid. Michigan calculates use tax on the purchase price or the vehicle’s fair retail value, whichever is greater, so underreporting will not reduce the tax and can trigger a penalty.6State of Michigan. Transferring a Vehicle Title to a Relative
- Owner information. Full legal names and residential addresses for every person who will appear on the title. If two people will co-own, both names go on the form.
- Lienholder information. If you financed the purchase, enter the lender’s name and address. The lien will show on the title until the loan is paid off.
Your signature must match the legal name on your ID. If you recently changed your name through marriage or a court order, bring documentation.
Fees and the 6% Use Tax
A private-party title transfer runs several separate charges:

- Plate or registration transfer fee: $15 for a private-party purchase, $10 if you are buying from an immediate family member.7Michigan Department of State. Plate Transfer
- 6% use tax on the purchase price or retail value, whichever is higher. On a $12,000 vehicle, that comes to $720.8Michigan Legislature. Michigan Compiled Laws 205.93
- Registration fee based on the vehicle’s original MSRP for model year 1984 and newer; older vehicles are charged by weight. The MSRP-based fee decreases over the first several years of ownership.9Michigan Department of State. License Plates and Tabs
- Late fee of $15 if you file more than 15 days after the sale.
Electric vehicles carry an additional $267 annual registration surcharge ($367 for trucks and buses). Plug-in hybrids pay $113 ($183 for trucks and buses).9Michigan Department of State. License Plates and Tabs
Family Transfers That Skip the Use Tax
Michigan waives the 6% use tax when a vehicle is transferred between qualifying relatives: spouses, parents and children (including adoptive and step), siblings (including step and half), grandparents and grandchildren, in-laws, legal wards, and legally appointed guardians with a certified guardianship letter.6State of Michigan. Aunts, uncles, cousins, nieces, and nephews do not qualify. Step-relationships remain valid if the connecting parent died while still married, but not if the parent divorced before the transfer. If the state later finds your exemption claim invalid, the penalty can reach 100% of the unpaid tax on top of the original amount owed. Scheduling the Visit
Title transfers can only be processed at a Secretary of State branch. The SOS strongly recommends booking online before you go. The scheduling system also walks you through exactly what to bring for your transaction, which catches missing documents in advance. Scheduled visits average about 20 minutes. At the counter, a clerk reviews your completed TR-11L, the signed-over title, your ID, and your insurance. Once everything checks out and you pay, you leave with a temporary registration that lets you drive the vehicle legally while the permanent title is printed.
After You Submit
Keep the temporary permit and your proof of insurance in the vehicle until your permanent documents arrive. The state mails your new title to the address on the application, typically within about 14 days. If the title arrives with an error, such as a misspelled name or wrong VIN, contact the SOS rather than correcting the document yourself. Any alteration on a title voids it, and you would have to apply for a corrected replacement.
Special Cases That Need Additional Forms
Two situations require documents on top of the TR-11L. Titling a vehicle from a deceased owner depends on how the original title was held and whether the estate goes through probate. A co-owner listed with “Full Rights to Survivor” needs only the original title, a copy of the death certificate, and ID. A vehicle handled through probate requires the Personal Representative to sign the title over and a copy of the Letter of Authority. When probate is not used, the closest next-of-kin can claim the vehicle using a Certification from the Heir to a Vehicle form, with priority to a surviving spouse and then the deceased’s children.11Michigan Department of State. A vehicle with a salvage title must pass a state salvage vehicle inspection before it can be registered and driven. That process uses Form TR-13A (Application for Salvage Vehicle Inspection) and Form TR-13B (Salvage Recertification), submitted together with the TR-11L.
