Milwaukee County Parking Tickets: Pay, Dispute, or Appeal

A Milwaukee parking ticket gives you 14 days to pay at the original amount before the fine goes up, and 65 days to dispute it before you risk a default judgment. Which deadline matters to you depends on whether you think the ticket was fair. Either way, the clock starts the day the citation was issued, and Milwaukee’s enforcement escalates faster than most drivers expect.

Make Sure the City Actually Issued It

Most street parking tickets in Milwaukee come from the City of Milwaukee’s parking enforcement, and everything below assumes that’s what you have. Two other agencies write tickets on county-owned property: Milwaukee County Parks handles citations in the parks, and the Milwaukee County Sheriff’s Office handles citations near county facilities like the courthouse. Each runs a separate payment system. The county’s online portal explicitly rejects payments meant for city or sheriff’s tickets, so paying through the wrong site leaves your citation outstanding even after the money leaves your account.¹ Look at the header of the ticket to confirm which agency wrote it before you pay anything.

Paying Within 14 Days

Pay within 14 days of the citation date and you owe the original fine only. The city publishes a full schedule of violations and amounts; whatever your ticket says is what you’ll pay if you act inside that window.²

You have several ways to pay:

Online through the city’s payment portal, searching by citation number or license plate. Card payments carry a $2.00 transaction fee.²
At kiosk pay stations inside any Milwaukee police district station, open 24 hours a day, every day. They accept cash, checks, and Visa, Mastercard, or Discover, with the same $2.00 fee for card use.²
In person at the Violations Bureau, second floor of the Downtown Police Administration Building, 951 N. James Lovell Drive, weekdays from 8 a.m. to 5 p.m.
By mail with a check or money order to the Milwaukee Municipal Court, 951 North James Lovell Street, Milwaukee, WI 53233. Write the citation number on the payment. Don’t mail cash.³
By phone at (414) 286-2878 with a credit card, weekdays 8 a.m. to 4:15 p.m.³

If the citation has already been filed with the Municipal Court, you can pay through the court’s own online system without the convenience fee.³ Once you’ve paid in full, the court notifies the relevant agencies overnight, and registration holds or tow eligibility typically lift within a few business days.²

What It Costs to Wait

Ignoring a Milwaukee parking ticket gets expensive on a predictable schedule:

After 14 days, the fine increases above the original amount.
Around 58 days, a registration hold may be placed on the vehicle.
Around 80 days, the ticket is referred to an outside collection agency.
Beyond that, the Wisconsin Department of Revenue’s Tax Refund Intercept Program can seize your state income tax refund to cover the balance.²

A $30 meter ticket can become a collections debt with a registration hold in roughly two months of silence.

Disputing a Ticket You Think Is Wrong

Contesting a City of Milwaukee parking ticket happens in two stages. First is an administrative dispute with the Violations Bureau. If that goes against you, you can appeal for a fresh hearing in Municipal Court.

Stage One: The Administrative Dispute

File your dispute online through the city’s dispute portal, or call the Violations Bureau at (414) 344-0840 weekdays between 8 a.m. and 5 p.m. You’ll need your citation number and license plate number. The deadline is 65 calendar days from the citation date; missing it exposes you to a default judgment from the Municipal Court.²

The disputes that succeed usually come with concrete evidence. Timestamped photos showing missing signage, a legally parked vehicle, or a malfunctioning meter carry weight. If the ticket turns on distance from a crosswalk or hydrant, your own tape-measure photos can challenge the officer’s judgment.

Stage Two: Municipal Court Appeal

If the administrative decision goes against you, you have 10 days from the date on the decision letter, or 65 days from the original citation date, whichever is later, to appeal for a new hearing in Milwaukee Municipal Court. This appeal has to be scheduled in person at a Violations Bureau location.² Bring every photo and document you submitted the first time. The court hearing is a fresh look at the case, not a review of the earlier decision.

Payment Plans (and a Trap to Know About)

If you owe at least $100 in unpaid parking citations, you can set up a payment plan by calling (414) 344-0840. Accounts that previously defaulted on a payment plan are not eligible for a new one.²

Enrolling has a real upside: tow eligibility comes off within three business days of your initial payment. It also has a serious downside most people don’t notice. Entering a payment plan waives your right to dispute any citation included in it.² If you believe any of the tickets in your balance were issued in error, contest them before you sign up for the plan.

For citations already filed with the Municipal Court, the court runs its own arrangement: a minimum payment of $20 opens the process, and paying 30 percent of the balance can lift certain enforcement measures while you finish paying.

Registration Holds, Towing, and Booting

Under Wisconsin law, a parking citation unpaid after 28 days lets the issuing authority notify the Department of Transportation. The DOT can then suspend the registration of the vehicle that got the ticket, refuse registration for every vehicle you own, or both.⁴ A registration refusal blocks you from renewing any registration, registering a new vehicle, getting replacement plates, or transferring a registration.⁵ Milwaukee typically places the hold around 58 days after the citation date.²

Starting January 1, 2026, vehicles with five or more unpaid citations that are 60 days past due can be towed under Milwaukee’s habitual parking violator ordinance (MCO 101-25.7).² The vehicle doesn’t have to be illegally parked when it’s found. It can be towed from any street, highway, or publicly owned parking facility inside the city. The tow itself costs $150, storage runs $25 per calendar day, and if actual towing costs exceed $150 you owe the full amount.⁶ To recover the vehicle, you must pay all past-due qualifying citations or schedule a Municipal Court date to work out alternatives.

To clear a registration suspension or refusal, pay the full balance to the local authority or court. Electronic confirmation from the authority to the DOT lifts the hold quickly; paper or fax submissions can take seven to ten days from the payment date.⁵
