Milwaukee food stamps are administered through FoodShare Wisconsin, the state’s version of the federal Supplemental Nutrition Assistance Program (SNAP). Most households qualify if gross monthly income is at or below 200% of the Federal Poverty Level, which through September 2026 means $2,610 a month for a single person or $5,360 for a family of four.1Wisconsin Department of Health Services. FoodShare: Your Income Could Make You Eligible Benefits load onto a QUEST debit card accepted at grocery stores and farmers’ markets. Maximum monthly benefits run from $298 for one person to $994 for a household of four, with more for larger families. You apply either online at access.wi.gov or through Milwaukee Enrollment Services (MilES).
Who Qualifies
Wisconsin uses a higher income cutoff than most states. For the benefit year running October 2025 through September 2026, your household’s gross monthly income has to be at or below:
- $2,610 for 1 person
- $3,536 for 2 people
- $4,462 for 3 people
- $5,360 for 4 people
Each additional household member adds roughly $900 to the limit.1Wisconsin Department of Health Services. FoodShare: Your Income Could Make You Eligible Your household includes everyone you live with and regularly share meals with. Spouses and children under 22 are always counted together, even if they prepare food separately.
You also need to show Wisconsin residency and provide a Social Security number for every household member who wants benefits. U.S. citizenship or qualified immigrant status is required. Lawful permanent residents who have lived in the country at least five years, or who receive disability benefits, can qualify. Savings and vehicles generally do not disqualify you, because Wisconsin looks at monthly income rather than assets.
College Students
Students enrolled at least half-time at a college, university, or trade school have to meet an extra exemption. The common ones are working at least 20 hours per week for pay, participating in federal or state work-study, caring for a child under six, or receiving TANF benefits.2Food and Nutrition Service. Students Students enrolled less than half-time can apply like anyone else. Students who get the majority of their meals through a campus meal plan are ineligible regardless of other factors. The temporary COVID-era student exemptions expired in July 2023.
Work Requirement and the Three-Month Limit
If you are between 18 and 64 and do not have a child age 13 or younger in your home, Wisconsin applies a federal work requirement. You meet it by working or volunteering at least 80 hours a month, taking part in an approved training program for 80 hours a month, or combining those activities to hit 80.3Wisconsin Department of Health Services. FoodShare: Work Requirement
Fall short with no exemption and you can receive only three months of FoodShare in any three-year period. The current three-year window runs January 2025 through December 2027.3Wisconsin Department of Health Services. FoodShare: Work Requirement This rule catches people off guard. If you lose a job or your hours drop, report the change and ask your caseworker about exemptions before the clock runs out.
Exemptions apply if you are pregnant, unable to work due to a physical or mental health condition, attending school or training at least half-time, a veteran, experiencing homelessness, or caring for a child under six or an incapacitated person.4Food and Nutrition Service. SNAP Work Requirements
How to Apply in Milwaukee
Milwaukee applications go through Milwaukee Enrollment Services. The fastest route is the ACCESS Wisconsin portal at access.wi.gov, where you can fill out the application, upload documents, and track your case.5Wisconsin Department of Health Services. ForwardHealth: Milwaukee Enrollment Services The MyACCESS mobile app lets you apply from a phone.
To apply on paper, mail Form F-16019 to Milwaukee Enrollment Services, 6055 N. 64th St., Milwaukee, WI 53218.5Wisconsin Department of Health Services. ForwardHealth: Milwaukee Enrollment Services You can also fax documents with a tracking sheet to 888-409-1979. The form is available on the Department of Health Services website.6Wisconsin Department of Health Services. Wisconsin FoodShare Application
Once MilES receives your application, the state has 30 days to process it. Day one is the day after your filing date.7Wisconsin Department of Health Services. FoodShare Wisconsin Policy Handbook – 2.1.2 Application Processing Time Frame File early even if you are still gathering paperwork. Your submission date starts the clock, and you can supply supporting documents afterward.
Documents to Gather Before You Apply
Having paperwork ready prevents delays and, more importantly, lets the caseworker apply deductions that raise your benefit amount. Pull together:
- A driver’s license, state ID, or other government photo ID for every adult in the household
- Social Security numbers for every household member requesting benefits
- Proof of Milwaukee residency, such as a utility bill, lease, or mortgage statement
- Pay stubs from the last 30 days for every working household member; tax returns or profit-and-loss statements if self-employed
- Award letters for Social Security, unemployment, child support, or other regular payments
- Documentation of rent or mortgage, heating costs, child care, and medical bills for elderly or disabled members
Showing up to the interview without shelter cost or medical documentation means the worker cannot reduce your countable income, and your benefit comes out lower than it should.
What Happens After You Apply
An eligibility worker from MilES will schedule a phone interview to go over your household’s circumstances. The interview is mandatory. Skipping it results in a denial.8Wisconsin Department of Health Services. Wisconsin FoodShare Application The worker confirms income, household composition, and the deductions you qualify for. A written decision arrives by mail within 30 days.
If you are approved, Wisconsin mails you a QUEST card, the plastic debit card linked to your FoodShare account.9Wisconsin Department of Health Services. - 4 → 8th
- 5 → 9th
- 6 → 11th

Expedited Benefits for Urgent Situations
If your household is in a food emergency, you may qualify for benefits within seven days instead of 30. You qualify for expedited service if your monthly gross income is below $150 and you have $100 or less in liquid assets, or if your combined income and available assets are less than your monthly rent plus utilities.12Wisconsin Department of Health Services. FoodShare Wisconsin Policy Handbook – 2.1.4 Priority Service and Expedited Issuance Migrant and seasonal farmworkers meeting additional criteria also qualify. Tell the worker your situation is urgent when you apply. If the agency later discovers you qualified for expedited service, the seven-day clock runs from the date they realize it.
How Much You Will Receive
Monthly benefits depend on household size, income, and deductions. The maximum allotments for October 2025 through September 2026 are:
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
Each additional person beyond six adds roughly $218.1Wisconsin Department of Health Services. FoodShare: Your Income Could Make You Eligible Most households receive less than the maximum because the calculation subtracts countable income after deductions. Wisconsin allows six: a standard deduction based on household size, a 20% earned income deduction, medical expenses over $35 per month for elderly or disabled members, dependent care costs, child support payments, and shelter and utility costs.13Wisconsin Department of Health Services. FoodShare Handbook Release 24-02 Shelter costs and medical expenses are where many households leave money on the table.
Reporting Changes and Renewing
Once enrolled, you must report certain changes by the 10th of the month after they happen. Report if your household’s gross monthly income rises above 130% of the Federal Poverty Level for your size (your approval letter will show the exact dollar amount), if you have substantial lottery or gambling winnings, or if your work hours drop below 80 per month.14Wisconsin Department of Health Services. FoodShare Reporting Requirements Call Script for Agencies You do not have to report income drops, rent increases, or new household members between renewals, though doing so voluntarily can raise your benefit.
Partway through your certification period, Wisconsin sends a Six-Month Report form to update household membership, address, income, and expenses. Not returning that form ends your benefits.
Full renewal comes later. About two weeks before the start of your renewal month, a letter arrives explaining the steps and deadline.15Wisconsin Department of Health Services. FoodShare: Renewals You must complete the renewal, do any required interview, and submit requested documents by the last business day of that month. Submit the renewal on time but turn in documents late and you receive only partial benefits the following month. You can renew up to one month late without starting over, but you will have a gap in benefits. Longer than that and you have to reapply from scratch. Set a calendar reminder when the renewal letter arrives; missed renewals are one of the most common reasons people lose benefits they still qualify for.
What You Can Buy
FoodShare covers most grocery items: fruits, vegetables, meat, poultry, fish, dairy, bread, cereals, snack foods, non-alcoholic beverages, and seeds or plants that produce food for your household.16Food and Nutrition Service. What Can SNAP Buy? It cannot be used for alcohol, tobacco, vitamins or supplements (anything with a Supplement Facts label), hot prepared foods at the point of sale, cannabis or CBD-containing food and drinks, non-food items like pet food, cleaning supplies, paper products, and personal care items, or live animals (except shellfish and fish removed from water).
Snack foods and soda remain eligible under federal rules. The restrictions are on hot foods and non-food items, not on specific grocery categories.16Food and Nutrition Service. What Can SNAP Buy?
If You Are Denied
If your application is denied, your benefits are reduced, or you disagree with your benefit amount, you can request a fair hearing. The request has to be made within 90 days of the first day the agency’s action affected your benefits.17Wisconsin Department of Health Services. FoodShare Wisconsin Policy Handbook – 6.4.1 Fair Hearings You can also request a hearing at any point during your certification period if you believe your benefit amount is wrong. Agency workers are required to help you file the request if you ask.
