Mingo County property tax is calculated on 60 percent of your property’s true and actual value, billed by the Sheriff’s Tax Office in two installments due September 1 and March 1, with a 2.5 percent discount for paying each half on time. The County Assessor sets the value as of July 1 each year, and the rate applied depends on which of West Virginia’s four property classes your property falls into. Relief is available through the Homestead Exemption for qualifying seniors and disabled residents, and through a formal appeal if you believe the Assessor’s value is too high.
How Your Bill Is Calculated
The assessed value on your tax bill is 60 percent of what the property would sell for in a normal voluntary sale, not a forced sale.1West Virginia Legislature. West Virginia Code 11-3-1 – Time and Basis of Assessments; True and Actual Value A home worth $100,000 on the open market should carry an assessed value near $60,000, and the tax is figured on that lower number.
That assessed value is then multiplied by a levy rate, and the rate depends on your property’s class. West Virginia uses four:
- Class I: tangible personal property used in agriculture and products stored in public warehouses. Maximum combined levy rate of 50 cents per $100 of assessed value.
- Class II: owner-occupied residential property and farms occupied by the owner or a family member. Maximum $1.00 per $100.
- Class III: real and personal property outside a municipality that is not Class I or II. Maximum $1.50 per $100.
- Class IV: real and personal property inside a municipality that is not Class I or II. Maximum $2.00 per $100.2West Virginia Tax Division. Property Tax Rates
The class distinction matters most for rental property. A home you live in is Class II, but the same house rented out inside Williamson is Class IV, taxed at roughly double the rate. The combined rate stacks separate levies from the state, county, school board, and municipality.
Both real property (land, houses, commercial buildings, barns) and personal property (cars, trucks, boats, trailers, business equipment) appear on your bill, and both are valued on the July 1 cycle.
When and How to Pay
The Mingo County Sheriff’s Tax Office at 75 E Second Avenue, Room 113, Williamson, WV 25661 collects all property tax payments.3Mingo County Sheriff’s Tax Office. Mingo County Sheriff’s Tax Office You can pay online through the county’s portal, by mail to the Sheriff’s Tax Office at the courthouse, or in person at the collection window.
The bill splits into two halves. The first installment is due September 1, the second March 1 of the following year. Each half qualifies for a 2.5 percent discount when paid on or before its due date, and the discount applies to each installment separately.4West Virginia State Tax Department. Property Tax Due Dates On a $1,000 annual bill, paying both halves on time saves $25.
If you mail your payment, send the matching portion of the tax ticket so the office can credit the right account. Your receipt also serves as proof of payment when you renew a vehicle registration.
What Happens If You Pay Late
Interest on delinquent property taxes accrues at 9 percent per year from the delinquency date until paid. Set against the 2.5 percent on-time discount, falling behind swings the math hard in the wrong direction.
Unpaid taxes eventually move to a tax lien sale. The state does not take ownership of your property, but it sells a lien against it. Once a purchaser buys the lien, you have an 18-month redemption period to reclaim the property by paying the overdue taxes, interest, and costs.5West Virginia Map WV. Frequently Asked Questions for Deputy Land Commissioner Miss that window, and the purchaser can eventually obtain a deed.
If you cannot pay the full amount, paying at least the September 1 installment keeps the interest clock from starting on the second half until March 1. Ignoring the bill is the worst option.
Homestead Exemption for Seniors and Disabled Residents
The Homestead Exemption removes the first $20,000 of assessed value from taxation on your primary residence.6West Virginia Legislature. West Virginia Code 11-6B-3 – Twenty Thousand Dollar Homestead Exemption Allowed Because assessed value is already 60 percent of market value, that shelters roughly the first $33,300 of market value from tax. A home assessed at $60,000 drops to $40,000 taxable.
You qualify if all of the following apply:
- You are 65 or older, or certified as permanently and totally disabled.
- You have been a West Virginia resident for the two consecutive calendar years before the tax year in question.
- The property is your homestead, used and occupied exclusively for residential purposes.
- You are not receiving a similar exemption in another state.6West Virginia Legislature. West Virginia Code 11-6B-3 – Twenty Thousand Dollar Homestead Exemption Allowed
The application requires a sworn affidavit about the out-of-state exemption. A West Virginia voter registration card or vehicle registration can prove residency. Veterans who kept West Virginia as their state of residence during active military service and returned after retirement or disability separation can satisfy the residency requirement without the two-year wait.6West Virginia Legislature. Appealing an Assessment You Think Is Too High
If the Assessor’s value looks wrong, the window to challenge it is narrow. The Mingo County Commission sits as a Board of Equalization and Review beginning no later than February 1 and adjourning by the end of February.7West Virginia Legislature. West Virginia Code 11-3-24 – County Commission to Examine and Review Assessments The board reviews the Assessor’s books, corrects errors, and hears taxpayer objections.
If the board plans to raise your assessment, it must give you at least five days’ written notice first, and no assessment can exceed 60 percent of true and actual value.7West Virginia Legislature. West Virginia Code 11-3-24 – County Commission to Examine and Review Assessments Bring evidence that speaks to value: recent sales of comparable properties, a professional appraisal, or records showing the Assessor got the square footage or lot size wrong. Complaints about tax rates or how the money is spent will not help you; the board can only address valuation.
The standard is a preponderance of the evidence — you need to show your number is more likely right than the Assessor’s. A loss at the board can be appealed to the state Office of Tax Appeals. Skip the February hearing, and you waive the right to challenge the assessment for that year.7West Virginia Legislature. Deducting Property Taxes on Your Federal Return
If you itemize on your federal return, the property taxes you pay in Mingo County are deductible as part of the state and local tax (SALT) deduction. For the 2026 tax year, the SALT cap is $40,000 for taxpayers with income under $500,000 filing jointly, phasing down for higher earners, and $20,000 for married filing separately. The cap covers all state and local taxes combined, including West Virginia income tax. Most Mingo County homeowners stay well under the limit, but it can bind for households with substantial state income tax or multiple properties.
