Missouri food stamps, officially the Supplemental Nutrition Assistance Program (SNAP), put monthly grocery money on an EBT card for low-income households. The program is run by the Family Support Division (FSD) inside the Missouri Department of Social Services. For fiscal year 2026, a family of three can qualify with gross monthly income up to $2,888 and receive as much as $785 a month.
Who Qualifies in Missouri
Eligibility turns on three things: income, resources, and, for some adults, work. Most households have to clear both a gross income test (total earnings before deductions) and a net income test (after the FSD subtracts allowable costs like rent, utilities, childcare, and dependent care).
The FY2026 monthly income limits for common household sizes:
- 1 person: $1,696 gross / $1,305 net
- 2 people: $2,292 gross / $1,763 net
- 3 people: $2,888 gross / $2,221 net
- 4 people: $3,483 gross / $2,680 net
- 5 people: $4,079 gross / $3,138 net
For each person beyond eight, add $596 to the gross limit and $459 to the net limit.1USDA Food and Nutrition Service. SNAP FY2026 Income Eligibility Standards
Resources
Missouri waives the resource test for most applicants. Households where every member already receives Temporary Assistance, SSI, or certain other supports (such as subsidized child care) are categorically eligible and skip the income and resource limits entirely.2Missouri Department of Social Services. 1135.035.00 Categorical Eligibility (CE) For households that do face the test, countable assets are capped at $3,000, or $4,500 if anyone in the home is elderly or disabled.3USDA Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information Your home and retirement accounts generally don’t count; bank balances and cash on hand do.
Work Rules
Able-bodied adults without dependents between 18 and 54 have to log at least 80 hours a month of work, job training, or a combination. Fall short and SNAP is limited to three months in any three-year period. Volunteering counts toward the 80 hours, and some counties get temporary waivers when unemployment runs high.4USDA Food and Nutrition Service. SNAP Work Requirements
How to Apply
The Missouri SNAP application is Form FS-1, “Application for Supplemental Nutrition Assistance Program (SNAP).” Download it from the DSS website or pick one up at any FSD office.5Missouri Department of Social Services. Forms Manual
Your benefit start date is the day the FSD receives your application, so filing quickly matters even if you’re still rounding up paperwork. A form with just your name, address, and signature is enough to start the clock; you can send verification afterward.
What to Gather
For every household member, pull together:
- A photo ID. The FSD tries to verify identity electronically, but a copy speeds things up.
- Social Security numbers. Giving an SSN is technically voluntary, but anyone who doesn’t provide one won’t receive benefits.6Missouri Department of Social Services. Application for Supplemental Nutrition Assistance Program (SNAP) FS-1
- The last 30 days of pay stubs or benefit award letters for every income source.
- Your rent or mortgage amount, property taxes, and homeowner’s insurance.
- Proof of a Missouri address: a lease, utility bill, or similar document.
If anyone in the home is 60 or older or receives disability benefits, bring records of out-of-pocket medical costs; Missouri allows a medical expense deduction that can raise your benefit.7Missouri Department of Social Services. 1115.035.15.05 Amount of Medical Deduction
Three Ways to File
- Online, through the myDSS portal at mydss.mo.gov.8Missouri Department of Social Services. Apply for SNAP
- By mail, to Family Support Division, P.O. Box 2700, Jefferson City, MO 65102.
- By fax, to 573-526-9400. A fax confirmation page is useful proof of your filing date.
What Happens After You File
The FSD has 30 days from receipt to decide your case and send a written notice.9Missouri Department of Social Services. Application for Supplemental Nutrition Assistance Program (SNAP) Expect a phone interview during that window; in-person interviews are rare. The caseworker will confirm what you reported and may ask for more documents.
If your household is in an immediate food emergency, you may qualify for expedited processing within seven days. The thresholds: gross monthly income under $150 and liquid resources (cash, checking, savings) of $100 or less, or combined income and liquid resources below your rent or mortgage plus utility costs.10eCFR. 7 CFR 273.2 – Application Processing The FS-1 asks screening questions about this, so answer them carefully.
How Much You’ll Get
Your benefit depends on household size and net income. The FSD starts from the maximum allotment for your size and subtracts 30% of your net income, on the assumption that households spend roughly 30 cents of every dollar on food. A household with no net income gets the full maximum. For FY2026:
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
Add $218 for each person beyond eight.11USDA Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions
Benefits don’t hit every card on the same day. Missouri staggers deposits by your birth month and the first letter of your last name, so your personal load date falls somewhere between the 1st and the 22nd and stays the same each month. What SNAP Buys
SNAP covers most grocery items: fruits, vegetables, meat, dairy, bread, cereal, snack foods, and nonalcoholic beverages. You can also buy seeds and plants that produce food for your household. What it doesn’t cover:
- Alcohol or tobacco
- Hot prepared foods (anything hot at the point of sale)
- Vitamins, supplements, or medicine (a “Supplement Facts” label makes an item ineligible)
- Household supplies, cleaning products, paper goods, pet food, or personal care items
- Live animals, except shellfish and animals slaughtered before pickup
- Cannabis or CBD products
Your EBT card arrives in the mail in a plain envelope and works at any retailer displaying the Quest® logo, including most grocery stores, some farmers’ markets, and approved online retailers.14Missouri Department of Social Services. Food Stamp Program You’ll set a four-digit PIN at activation. Guard it; anyone with the card and PIN can spend your benefits. Check your balance through the ebtEDGE website or mobile app, or on your last store receipt.
One perk worth knowing about: Missouri participates in Double Up Food Bucks, which matches your SNAP spending on fresh fruits and vegetables at participating farmers’ markets and grocery stores, up to $25 a day. Spend $10 of EBT on produce and you get $10 more for additional produce.15Double Up Food Bucks. Double Up Food Bucks – Kansas and Missouri
Keeping Your Benefits
Halfway through your certification period, the FSD mails a mid-certification form. Fill it out, sign it, and send it back by the deadline even if nothing has changed. Toward the end of the period you’ll get a full recertification packet and another interview. Miss either review and benefits stop until you reapply.14Missouri Department of Social Services. Food Stamp Program
You also have to report changes to income, household composition, and address by the 10th of the month after the change.16Missouri Department of Social Services. Reporting Changes Not reporting can leave you with an overpayment to repay, or a finding of intentional fraud, which carries escalating disqualification: 12 months for a first violation, 24 months for a second, and a permanent ban for a third. Using benefits to buy controlled substances, trafficking $500 or more in benefits, or using them for firearms or ammunition triggers much faster permanent bans. Only the person who committed the violation is disqualified; the rest of the household can still get benefits.17Missouri Department of Social Services. Disqualification Penalties
If You’re Denied
If the FSD denies your application, reduces your benefits, or takes any other adverse action, you can request a fair hearing within 90 days of the date on the action notice.18Missouri Department of Social Services. Hearings Manual – Time Limits for a Hearing Request You can also request a hearing any time during your certification period if you think your benefit is wrong.
You can represent yourself or bring an attorney, friend, relative, or anyone else. A non-attorney representative needs a signed authorization form (IM-6AR), which you can request by calling the FSD at 855-373-4636 after you get the hearing notice.19Missouri Department of Social Services. Benefit Hearings If nobody shows up at the hearing, the appeal is dismissed.
