What the Paper Document Actually Is
It’s a standard black-and-white printout on paper. It carries a scanned version of your photo, your electronic signature, your personal information, and any restrictions or endorsements tied to your license class. Where the Paper License Will Not Be Accepted
This is where people get caught out. The document is legally valid for driving, but it is not accepted as identification in several important places.
Airport Security
The TSA does not accept temporary driver licenses at security checkpoints.2Transportation Security Administration. Federal Buildings
Since REAL ID enforcement began in May 2025, most federal facilities require a REAL ID-compliant license, a passport, or another acceptable form of ID for entry. Retail and Age-Restricted Purchases
Businesses in Missouri decide for themselves what identification to accept. If Your Permanent Card Doesn’t Arrive

Two paths open up from there. For instruction permits and driver licenses, you can visit any Missouri license office and request an extension of the temporary document. For nondriver IDs, no extension is required, because you can keep using the paper document until the card shows up.
If at least 25 working days have passed since the card was mailed, and you are still inside 90 days of the original application, you can apply for a duplicate at any license office. Why Missouri Does It This Way
Every Missouri license is manufactured at one secure production facility rather than printed at the counter. The Department of Revenue says the mail-out process “helps detect and prevent fraud and identity theft by requiring a valid address, and allows extra security precautions to be taken prior to issuing the permanent card, so that an individual who might pose as someone else will not be able to receive a license on the spot.”1Missouri Department of Revenue. The permanent cards carry security features that can’t be applied to paper on a desktop printer: ghost images, a laser-perforated dogwood flower, ultraviolet ink, and a tactile laser-engraved element. Section 302.181 of Missouri’s revised statutes requires that licenses be manufactured using materials and processes that make them nearly impossible to reproduce, alter, or counterfeit without detection.6Missouri Revisor of Statutes. Practical Tips for the Waiting Period
A few habits keep the 45-day window uneventful:
- Keep the paper document with you whenever you drive. Store it flat so the photo and text stay legible.
- Carry your voided plastic card alongside it for retail and age-verification situations.
- Confirm the mailing address on your paperwork before leaving the license office. The card goes to the address on your application, and a wrong address is the most common reason cards don’t arrive.
- Do not fly on the paper document alone. Bring a passport or another TSA-accepted ID.
- Note the expiration date on the paper and start following up around day 30 if nothing has arrived.
