Modesto red light cameras returned in early 2026 after a ten-year gap, with ten intersections selected for enforcement and citations running about $485 plus one point on your driving record. Where the Cameras Are
The city chose ten intersections based on red-light-running collision rates. The first camera went live at eastbound Briggsmore Avenue at Coffee Road on March 1, 2026. Each location runs its own 30-day warning phase after the cameras are switched on, so the activation date at one intersection tells you nothing about the others. The city’s official announcements list which intersections are actively issuing citations versus still in warning mode.
How the Enforcement Works
When a vehicle crosses into an intersection after the signal has already turned red, the camera captures high-resolution images of the vehicle, license plate, and driver. A law enforcement officer must personally review and approve every potential violation before a citation goes in the mail. The same statute requires warning signs within 200 feet of any camera-equipped intersection, visible from every direction the cameras monitor. The city also has to make a public announcement at least 30 days before enforcement starts at a new location. If the signs were missing, blocked, or oriented so an approaching driver could not see them, you have grounds to challenge the ticket.2California Legislative Information. One point of confusion worth clearing up: many Modesto intersections have small devices on top of the signal arms that look like cameras. Most are optical sensors that detect waiting vehicles to adjust signal timing, or infrared receivers that pick up light patterns from approaching ambulances and fire trucks. They do not photograph cars, capture plates, or trigger citations.
What a Ticket Costs
The total fine comes to roughly $485. The base fine for the violation itself is $100; the rest is California’s stack of penalty assessments for court construction, emergency medical services, DNA identification, and other state and county funds. That total is the same whether the ticket came from a camera or a traffic stop.
A conviction adds one point to your California driving record under Vehicle Code Section 12810.3California Legislative Information. California Vehicle Code VEH 12810 The point stays on your record for three years from the date of the violation, and insurance companies can see it when they pull your driving history at renewal. Expect a higher premium for that full three years.
Traffic school is the usual way to keep the point off the insurance-visible portion of your record. You are eligible once every 18 months for a one-point violation. You still pay the full $485 fine, plus a court administrative fee that typically runs $52 to $67, plus whatever the traffic school itself charges. Complete the course and the conviction becomes confidential on your DMV record, so insurers cannot see it, though the court and law enforcement still can.4California Courts. The camera enforces the same rules a patrol officer would. A full stop at the limit line is required before any right turn on red, and a rolling stop counts as a violation. How to Contest the Citation
You have the same rights as with any traffic ticket. For many drivers the most practical option is a trial by written declaration, which lets you argue the case on paper without appearing in court. You submit a written statement, any supporting evidence such as photos or diagrams, and pay the full fine amount as bail. The form you need is TR-205, Request for Trial by Written Declaration. Everything, including payment, must reach the court by the due date on your citation notice. If you lose, you can request a new in-person trial (a trial de novo) by filing form TR-220 within 20 calendar days of the court mailing its decision. If you win, the bail is refunded. Common grounds worth raising include missing or obscured warning signs, equipment that was not properly calibrated, or evidence that you were already in the intersection when the light changed. If You Cannot Afford the Fine
California courts run an ability-to-pay process for drivers who cannot cover a traffic fine. You can ask the court to lower the amount, set up a payment plan, extend your deadline, or let you perform community service instead. You will need to share information about your income and expenses so a judge can evaluate the request. If your circumstances change, you can reapply. What you should not do is ignore the ticket. An unpaid citation can trigger a hold on your DMV record that blocks you from renewing your registration or license until the fine is resolved.
