To get a Monroe County concealed carry permit, you complete an 18-hour state-approved firearms safety course, assemble an application packet with four local character references and a three-year social media history, get fingerprinted through the Rochester Police Department or the Monroe County Sheriff’s Office, and file everything with the Monroe County Clerk at 39 West Main Street in Rochester along with a $129 fee. A judge serving as licensing officer then interviews you and decides. Plan on six to sixteen months from submission to decision, and budget $350 to $650 or more in total out-of-pocket costs.
Who Qualifies
You must be at least 21 to apply, with an exception for honorably discharged military veterans, and you must live in Monroe County or have your principal place of business there.1New York State Senate. New York Penal Code PEN 400.00 – Licensing and Other Provisions Relating to Firearms Beyond those basics, New York Penal Law 400.00 requires that you demonstrate “good moral character,” which the licensing officer evaluates by looking at your overall history, temperament, references, and public conduct, including social media.
State Disqualifiers
New York automatically disqualifies anyone convicted of a felony or a “serious offense,” including certain domestic violence misdemeanors. You are also ineligible if you have been involuntarily committed to a mental health facility, are subject to an active order of protection, are a fugitive from justice, have had a prior pistol license revoked, or are currently addicted to or unlawfully using controlled substances.1New York State Senate. Federal Disqualifiers
Federal law under 18 U.S.C. ยง 922(g) independently prohibits firearm possession for nine categories of people. Some overlap with state law, but a few surprise applicants. A misdemeanor conviction for a crime of domestic violence is a federal bar regardless of how New York treats it. The same goes for anyone subject to a qualifying domestic violence restraining order, anyone dishonorably discharged from the military, and anyone who has renounced U.S. citizenship.2Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts The federal bar on unlawful users of controlled substances has no carve-out for substances that are legal or decriminalized under state law.
The Required Training
Before you file, you must finish a state-mandated firearms safety course taught by an instructor approved by the Division of Criminal Justice Services. It runs a minimum of 16 hours of in-person classroom instruction plus at least 2 hours on a live-fire range.1New York State Senate. New York Penal Code PEN 400.00 – Licensing and Other Provisions Relating to Firearms Classroom topics include firearm safety and safe storage, state and federal gun laws, de-escalation, sensitive location restrictions, use of deadly force, and suicide prevention.
You need at least 80 percent on a written exam and must demonstrate proficiency on the range. The instructor signs your certificate of completion under penalty of perjury, and separate certification forms for the classroom and live-fire components go in with your Monroe County application.3Monroe County, NY. Pistol Permit Application for Suburban Residents In the Rochester area, the full 18 hours generally costs between $200 and $500 depending on the provider.
What Goes in the Application Packet
Monroe County requires original documents only. The core form is the PPB-3, the State of New York Pistol/Revolver License Application, which must be filled out in duplicate with both copies being originals.4Gun Safety. Forms On top of that, the county has its own forms: an Applicant and Reference Contact Information form, a Department of Mental Hygiene inquiry, and an Applicant Questionnaire that includes a section for your social media information.3Monroe County, NY. Social Media History
You must list every social media account you have used in the past three years. The licensing officer uses this to assess character and conduct, so leaving off accounts you actively used can be treated as a false statement on the application.1New York State Senate. New York Penal Code PEN 400.00 – Licensing and Other Provisions Relating to Firearms
Character References
You need at least four character references, and Monroe County imposes its own local rules on who qualifies. If you have lived in the county for three or more consecutive years, all four references must be Monroe County residents who have known you for at least three years. If you have lived in Monroe County for less than three years, you still need four Monroe County references, plus three additional notarized references from people in the state or county where you previously lived.3Monroe County, NY. Pistol Permit Application for Suburban Residents
References cannot be law enforcement (active or retired), family members, members of your household, or your significant other. Two people from the same household also cannot both serve as references. This restriction catches a lot of applicants, who tend to think first of the people who know them best.
Supporting Documents
You will disclose past residences, employment history, and any prior legal encounters, including cases that were dismissed or sealed. If you have ever appeared in court for any reason, include the official disposition. If you want a firearm listed on the permit at the time of application, bring an original bill of sale from a Federal Firearms Licensed dealer plus the Monroe County Clerk’s bill of sale form. If you currently possess an unregistered pistol, the application packet lays out a specific surrender procedure through local law enforcement that you must follow before you apply.3Monroe County, NY. Fingerprinting and Submitting the Packet
This is where Monroe County departs from what applicants expect based on general New York guidance. The county does not use IdentoGO or any other private vendor. Fingerprints are only accepted from the Rochester Police Department or the Monroe County Sheriff’s Office.5Monroe County Sheriff. Pistol Permits City of Rochester residents schedule with RPD. Suburban residents schedule with the Sheriff’s Office at (585) 753-4175. Both agencies take fingerprints by appointment only on weekdays.6Monroe County, NY. Applying for a Pistol Permit
Once you have the fingerprint receipt, bring your complete packet to the Monroe County Clerk’s Office at 39 West Main Street in Rochester. Do not sign the PPB-3 ahead of time. Your signature has to be witnessed by a clerk. Bring valid photo ID and be ready to pay the fee at the window.
Fees and Total Cost
The Clerk charges $129, which covers the permit itself and photos. Payment can be cash, check, or credit card, and the fee is nonrefundable whether you are approved or denied.3Monroe County, NY. Pistol Permit Application for Suburban Residents Fingerprinting through RPD or the Sheriff’s Office carries a separate fee, quoted when you schedule.
Add the mandatory 18-hour training at $200 to $500, and most applicants spend $350 to $650 or more in total before the permit is in hand. Notarization costs for references, especially the extra notarized references required if you have lived in the county less than three years, and copies of court dispositions add smaller amounts on top.
Timeline and the Interview
After you file, the Sheriff’s Office runs a background investigation that can include contacting your references and verifying what you put on the application. The investigative report goes to the licensing officer, a County or Supreme Court judge, who conducts an in-person interview with you (a CCIA requirement for concealed carry applicants) before deciding.1New York State Senate. New York Penal Code PEN 400.00 – Licensing and Other Provisions Relating to Firearms
Monroe County has historically quoted wait times of 9 to 16 months. The Clerk’s Office has reported improvements bringing typical waits closer to 6 to 8 months, but volume fluctuates and there is no guaranteed timeline. You will get notice by mail, and if approved you return to the Clerk’s Office to pick up the physical permit.
Where the Permit Lets You Carry
Holding the permit does not override New York’s “sensitive location” restrictions. Carrying a firearm in a sensitive location is a class E felony, even with a valid license, and can carry up to four years in prison.7New York State Senate. New York Penal Code PEN 265.01-e – Criminal Possession of a Firearm, Rifle or Shotgun in a Sensitive Location The list is long, so get familiar with it before you carry.

Private Property
Under the CCIA, private property is treated as a “restricted location” by default: you cannot carry onto someone else’s property unless the owner has posted signage allowing firearms or given you express verbal consent.8Gun Safety. Frequently Asked Questions – New Concealed Carry Law Per the most recent New York State Police guidance, this provision is not currently being enforced against private property held open to the public, due to a federal court ruling. That enforcement posture could change as CCIA litigation continues.
Federal Facilities
Federal law separately bars firearms in any building owned or leased by the federal government where federal employees regularly work: post offices, federal courthouses, Social Security Administration offices, VA facilities, and the like. A state concealed carry permit gives no exemption.9Office of the Law Revision Counsel. 18 USC 930 – Possession of Firearms and Dangerous Weapons in Federal Facilities National parks follow the law of the state they sit in, so your New York permit governs carry inside New York parks, but firearms are still banned inside any visitor center, ranger station, or other federal building within the park.
Keeping the Permit Current
Concealed carry licenses issued under the CCIA must be recertified every three years, filed with the Division of State Police. This is a shorter cycle than the five-year recertification that applies to other pistol permit types in New York.1New York State Senate. New York Penal Code PEN 400.00 – Licensing and Other Provisions Relating to Firearms You confirm name, date of birth, address, firearms currently possessed, and that you remain eligible to possess firearms.
If you held a pistol license before the CCIA and are upgrading or renewing to a concealed carry license for the first time, you must complete the full 18-hour training course for that initial renewal. Subsequent renewals do not require repeating it.1New York State Senate. New York Penal Code PEN 400.00 – Licensing and Other Provisions Relating to Firearms Missing the three-year recertification deadline can jeopardize your license, so set a reminder well in advance.
If You Are Denied
A denial is not necessarily final. The first step in New York is typically an administrative appeal to the licensing authority, generally filed within 90 days of receiving the denial notice. Some licensing offices require a shorter notice-of-intent period before the full appeal, so read your denial letter carefully. The administrative appeal is an internal review where you submit a written statement responding to the reasons for denial.
If that fails, you can challenge the decision through an Article 78 proceeding in the Supreme Court of the county where your application was denied. The filing deadline is four months (120 days) from the final administrative determination, and you generally have to exhaust the administrative appeal first. The court reviews whether the licensing officer’s decision was arbitrary, based on a legal error, or unsupported by the evidence. Article 78 proceedings have procedural requirements that are easy to get wrong, so talking to a firearms attorney before filing is worth the cost.
