The Monroe County, PA property tax rate for 2026 is 5.4773 mills at the county level, but that is only one piece of your bill. Every property is taxed by three bodies — the county, your municipality, and your school district — and the combined rate in most parts of the county runs above 30 mills once all three are added together. School district millage is by far the biggest share.1Monroe County, PA. Tax Rates
2026 Rates by Taxing Body
The county rate of 5.4773 mills applies uniformly to every parcel in Monroe County.1Monroe County, PA. Tax Rates Municipal rates are set independently by each township and borough. Barrett Township, for example, charges 2.4015 mills in 2026 plus an additional 0.1922 mills for library services.2Monroe County Pennsylvania. 2026 Millage Rates Other municipalities set their own rates. School district rates for the 2025–2026 fiscal year include:
- Pocono Mountain School District: 23.250 mills4Pocono Mountain School District. 2026-2027 Preliminary Budget
- Stroudsburg Area School District: 27.395 mills5Commonwealth of Pennsylvania. 2025-26 Real Estate Tax Rates
A homeowner in Barrett Township within the Pocono Mountain School District would face a combined rate of roughly 31.3 mills once the county, township, library, and school figures are added. Living in a municipality inside the Stroudsburg Area School District pushes the combined rate higher because of the larger school millage.
How to Calculate Your Bill
Pennsylvania measures property tax in mills. One mill equals one dollar of tax for every $1,000 of assessed value. To find what you owe, add the millage rates from all three taxing bodies, multiply by your assessed value, and divide by 1,000.
On a home assessed at $200,000 with a combined rate of 31 mills, the total annual tax is $6,200. That breaks down to about $1,095 in county tax, roughly $480 for a typical township, and around $4,650 in school tax at the Pocono Mountain rate. Because the school portion dominates, school district budget hearings tend to have the biggest effect on your bill.
How Your Assessed Value Works
The Monroe County Assessment Office maintains the official valuation for every parcel.6Monroe County. Assessment After a county-wide reassessment, Monroe County moved to a 100% assessment ratio, meaning the assessed value is intended to reflect the full market value of the property as of the base year rather than a fraction of it. The county previously used a 25% ratio.7Tobyhanna Township. Monroe County Reassessment Frequently Asked Questions
The assessed value on your tax record is not what your home would sell for today. It is pinned to base-year market value and does not move with the current market. That number is what the millage rates are applied to, so if you think it is wrong, an appeal is the way to fix it.
Ways to Lower Your Bill
Homestead Exclusion
If Monroe County is your full-time residence, the homestead exclusion lowers your school tax. Under the Taxpayer Relief Act (Act 1 of 2006), each school district uses state gambling revenue to reduce the assessed value of qualifying owner-occupied homes before the school millage is applied.8Pennsylvania General Assembly. Taxpayer Relief Act File an application with the Assessment Office by March 1 to receive the exclusion for that tax year.9Pennsylvania Department of Community and Economic Development. Property Tax Relief Through Homestead Exclusion Second homes, rentals, and commercial buildings do not qualify. The exclusion stays in place as long as you continue living in the home; the dollar amount varies by school district and year.
Clean and Green
Owners of qualifying agricultural, forest, or open-space land may get a reduced assessment under Act 319. The land must generally be at least 10 acres in agricultural use, agricultural reserve, or forest reserve. Smaller agricultural parcels can qualify if they produce at least $2,000 in annual farm income. Land enrolled in agricultural reserve has to stay open to the public for passive recreation at no charge, though reasonable restrictions like no hunting or motorized vehicles are allowed.10Commonwealth of Pennsylvania. Clean and Green Savings can be significant because the land is valued for its use rather than its development potential. Converting the land to a non-qualifying use triggers rollback taxes covering up to seven years of the tax difference plus interest.
Property Tax/Rent Rebate for Older and Disabled Residents
Pennsylvania’s Property Tax/Rent Rebate Program offers cash rebates to eligible residents 65 or older, widows and widowers 50 or older, and people with disabilities 18 or older. The household income limit for the 2025 tax year is $48,110, and half of Social Security income is excluded when calculating eligibility.11Pennsylvania Treasury. Property Tax/Rent Rebate Program 2025 Distribution
The maximum rebate is $1,500: up to $1,000 standard, plus up to $500 supplemental for homeowners whose property taxes exceed 15% of income. The scale by income tier:
- $0–$8,550: up to $1,500
- $8,551–$16,040: up to $1,155
- $16,041–$19,240: up to $690
- $19,241–$32,070: up to $570
Applications go to the Pennsylvania Department of Revenue, not the county. The deadline for the 2025 tax year is June 30, 2026.12Pennsylvania Department of Revenue. Property Tax/Rent Rebate Program
Disabled Veteran Exemption
Honorably discharged veterans with a 100% permanent service-connected disability can qualify for a full exemption from property tax on their primary residence. Financial need is required and is presumed if annual household income is $114,637 or less as of January 1, 2025; veterans above that threshold can still qualify if documented monthly expenses exceed monthly income. Qualifying disabilities include total service-connected disability, individual unemployability, and VA-rated blindness, paraplegia, or loss of two or more limbs. The property must be owned solely by the veteran or jointly with a spouse and serve as the principal dwelling. Applications go through the Monroe County Director of Veterans Affairs, not the Assessment Office.13Commonwealth of Pennsylvania. Real Estate Tax Exemption
Appealing an Assessment
If your assessed value looks too high, you can appeal to the Monroe County Board of Assessment Appeals. The annual filing deadline is August 1 for appeals affecting the following tax year. If you receive an assessment change notice mid-year, you have 40 days from the date of that notice to file.6Monroe County. Assessment The strongest evidence is proof that base-year market value is lower than the assessed value: recent comparable sales, an independent appraisal, and photographs of condition issues. If the Board denies you, the next step is the Monroe County Court of Common Pleas.
Bills, Discount Windows, and Payment Deadlines
You get two bills a year. County and municipal bills are mailed March 1 and cover the calendar year. School bills are mailed August 1 and cover the school fiscal year running July through June.3Monroe County Pennsylvania. Millage Rates and Bill Dates
Each bill follows the same three-period schedule set by Pennsylvania’s Local Tax Collection Law:
- Discount period, first two months: at least a 2% discount off the total.
- Face period, months three and four: pay the full amount, no discount or penalty.
- Penalty period, after month four: up to 10% is added to the face amount.14Pennsylvania General Assembly. Local Tax Collection Law – Section 10
For county and municipal bills, the discount window closes around May 1 and the face period runs through roughly July 1. For school bills, the discount period ends around October 1 and the face period extends to about December 1. Monroe County accepts online payments through its tax collection portal, with a convenience fee on credit and debit cards; paying by check avoids that fee.
If Taxes Go Unpaid
After the penalty period ends, unpaid balances go to the Monroe County Tax Claim Bureau. Once taxes are delinquent for two years, the property becomes eligible for an upset tax sale, a public auction where the highest bidder takes the property subject to existing liens, mortgages, and encumbrances.15Monroe County. Upset Tax Sale Sales are final and carry no warranties about condition or title. Contact the Tax Claim Bureau as soon as you fall behind; payment arrangements are often possible before a property is listed for sale.
