If you already hold a professional license in another state, Montana reciprocity for out-of-state professional licenses lets you apply for a Montana license by endorsement rather than starting over. Under MCA 37-1-304, your existing license must be active and in good standing, and Montana must find your qualifications substantially equivalent to what it requires of its own licensees.1Montana State Legislature. The Substantially Equivalent Standard
The Department of Labor and Industry and the board that regulates your profession compare your education, exam history, and work experience against Montana’s own licensing requirements. A gap in one area does not automatically end the application. The board must also consider whether your actual qualifications and professional experience make up for what is missing. An applicant short on a specific coursework requirement but with fifteen years of hands-on practice in the same field may still qualify.1Montana State Legislature. Some boards add a Montana-specific step on top of endorsement, such as a jurisprudence exam or a laws-and-rules questionnaire covering state law.
How Reciprocity Works by Profession
Endorsement pathways run through the board that regulates your field. The details differ from one profession to the next.
Physicians
Physicians apply through the Montana Board of Medical Examiners. In addition to holding an active out-of-state license, the board may require a jurisprudence exam on Montana medical practice law. Nurses
Montana has been a Nurse Licensure Compact state since 2015. Nurses with a multistate license issued by any compact state can practice in Montana without filing a separate endorsement application.3Montana Board of Nursing. Engineers and Land Surveyors
The Montana Board of Professional Engineers and Professional Land Surveyors grants licenses by comity to engineers licensed in other states, territories, or foreign countries. Applicants with a current NCEES record can have it transmitted directly to the board. Teachers
Educators certified in another state apply through the Superintendent of Public Instruction. When your home state’s certification requirements are substantially equivalent to Montana’s, the superintendent issues a standard certificate and endorsement. When they are not, you can receive a temporary certificate that lets you teach while you complete the remaining Montana-specific requirements.6Montana State Legislature. Peace Officers
Officers transferring from another state are evaluated by the Montana Public Safety Officer Standards and Training Council. Montana requires officers to meet its own training, employment, and education standards and to complete a one-year probationary period before receiving a basic peace officer certificate.7Montana State Legislature. Attorneys
Attorney admission does not run through the Department of Labor. Lawyers licensed in other states may seek admission on motion through the Montana Supreme Court instead of sitting for the full bar exam, and the primary requirement is having actively practiced law for at least five of the last seven years.
Interstate Compacts That Skip Endorsement
For some professions, an interstate compact lets you practice in Montana without a separate Montana license. Compacts are agreements among member states to recognize each other’s licenses under shared standards. Montana currently participates in three:
- Nurse Licensure Compact. Montana joined in 2015. A multistate nursing license from any compact state is valid in Montana.3Montana Board of Nursing. Montana Board of Nursing
- Psychology Interjurisdictional Compact (PSYPACT). Montana joined effective October 1, 2025, after the legislature adopted House Bill 241 in the 2025 session. - Physical Therapy Compact. Montana is a member state, and physical therapists holding compact privileges can treat patients in Montana without a separate state license.
Compact privileges are not automatic. You still need to meet the compact’s eligibility standards, which generally include an unrestricted home-state license and no disciplinary history. The administrative load is lighter than a full endorsement application.9Telehealth.HHS.gov. Licensure Compacts
Expedited Licensing for Military Families
Montana provides an accelerated path for active-duty military members, their spouses, and veterans under MCA 37-1-147. If you hold a license in good standing from another state and are relocating to Montana on military orders, any board or program regulated by the Department of Labor must issue you a license.10Montana State Legislature. When the board finds your home state’s requirements substantially equivalent, you receive a standard Montana license. When they are not equivalent, the board issues a temporary license so you can begin working while completing any remaining Montana-specific requirements. Applicants with pending disciplinary charges or whose licenses are not in good standing do not qualify for the expedited track.10Montana State Legislature. Military members and spouses who are educators have a parallel provision under MCA 20-4-127, with the same full-versus-temporary structure.6Montana State Legislature. Montana Code 20-4-127 – Certification Reciprocity for Military Members, Military Spouses, and Veterans – Requirements
A separate federal protection also exists. Under 50 U.S.C. ยง 4025a, servicemembers and their spouses who relocate under military orders can have an existing professional license recognized in the new state after submitting proof of military orders, a notarized affidavit, and (for spouses) a marriage certificate. The license remains valid for the duration of the orders. Applying and What It Costs
The general process starts with an application to the board that regulates your profession, together with documentation showing you hold an active license in good standing elsewhere. Most boards require official verification sent directly from your home state’s licensing authority. Some boards also require a jurisprudence exam or laws-and-rules questionnaire.
Application fees are non-refundable and vary by profession. Two common examples:

- Professional engineers: $75 through the Board of Professional Engineers and Professional Land Surveyors.5Montana Professional Boards and Licensing. Professional Engineer License Information
Also budget for fingerprinting and background checks. The FBI charges $18 for an Identity History Summary check submitted directly, though many state boards route the process through Montana’s own criminal records system, which may carry a different fee.12FBI.gov. Practicing Before Your License Is Issued
Working in a licensed profession in Montana without completing the endorsement process is a misdemeanor, and licensing boards can seek a court injunction ordering you to stop. Violating an injunction can add a contempt-of-court finding on top of the original charge.
The consequences can follow you out of state. For healthcare professionals, the National Practitioner Data Bank tracks adverse actions, and a report there is visible to every state where you later apply for privileges. If your application is taking longer than expected, contact the board directly. Some boards issue temporary practice permits to applicants whose credentials are in order while the full review is pending, which keeps you working legally until the license issues.
