Moving to Oregon: License, Registration, and DMV Deadlines

If you’re moving to Oregon, DMV requirements give you 30 days from the day you become a resident to swap your out-of-state license for an Oregon one and to title and register any vehicles you brought with you. That deadline is firm. Driving on your old credentials after it passes is a traffic violation, and the process at the office involves more documents, inspections, and fees than most people expect on a first visit.

When the 30-Day Clock Starts

Oregon exempts people who have been residents for fewer than 30 days from needing an Oregon license or Oregon registration, as long as they still hold valid credentials from another state.1Oregon State Legislature. Under ORS 807.062, you become a resident the moment you take gainful employment in Oregon or take any action showing you’re acquiring residency here. The statute lists specific triggers:3Oregon Public Law. Oregon Code 807.062 – Domicile or Residency Requirement for Driver License

  • Starting a job in Oregon, which makes you a resident immediately (though someone who only works in the state and takes no other steps toward residency may be exempted).
  • Remaining in Oregon for six or more consecutive months, regardless of where you consider your permanent home.
  • Enrolling your children in an Oregon public school at resident tuition rates.
  • Claiming Oregon residency to get in-state tuition or a resident-rate state license.

Most people who move for a job or sign a lease trip the clock on day one. Don’t wait until the six-month mark to act if you’re already working or living here full-time. Driving without Oregon privileges after the grace period ends is a Class B traffic violation, and running unregistered plates is a Class D traffic violation.1Oregon State Legislature. Getting Your Oregon Driver License

Oregon requires you to prove identity, date of birth, and address before issuing a license, and to provide your Social Security number.5Oregon Public Law. Standard License or REAL ID

For a standard Oregon license, you need one proof of your current residence address, such as a utility bill, lease agreement, or bank statement.7Oregon Department of Transportation. A REAL ID requires two proofs of your current residence address from two different sources; two utility bills from the same company won’t work.7Oregon Department of Transportation. Driver Information Since federal REAL ID enforcement took effect on May 7, 2025, you need a REAL ID or a passport to board a domestic flight or enter certain federal facilities. If you already carry a valid passport, a standard Oregon license may be fine and involves less paperwork.

Knowledge Test Waiver

New residents who surrender a valid out-of-state license generally don’t have to take Oregon’s written knowledge test. The waiver applies as long as your old license has not been expired for more than one year and your driving privileges aren’t suspended, canceled, or revoked in any state. The driver license application (Form 735-173) is completed electronically at the office rather than filled out at home.10Oregon Department of Transportation. Titling and Registering Your Vehicle

Bringing a car into Oregon involves more steps than the license process: title transfer, VIN inspection, emissions testing where applicable, and proof of Oregon-compliant insurance.

Title Transfer

You surrender the original out-of-state title to the DMV. If your old state didn’t issue titles, you surrender the registration card instead.11Oregon Public Law. The lienholder will typically need to receive the documents and submit the application to DMV on your behalf, and that coordination can take time.12Oregon Department of Transportation. You’ll complete the Application for Title and Registration (Form 735-226), which includes an odometer disclosure for vehicles that are model year 2011 or newer until the vehicle reaches 20 years of age.13Oregon Department of Transportation. VIN Inspection

Every vehicle titled in another state needs a physical Vehicle Identification Number inspection before Oregon will issue a title. The inspection costs $9 and can be performed by the DMV, a licensed Oregon vehicle dealer, or the Department of Environmental Quality if the vehicle also needs an emissions test.14Oregon Driver & Motor Vehicle Services. Emissions Testing

Oregon requires emissions testing in two areas: the Portland area and the Medford-Ashland area.15Oregon Department of Environmental Quality. Insurance

Oregon law makes it illegal to drive or register a vehicle without liability insurance, and you must provide a policy number when registering.18Oregon Driver & Motor Vehicle Services. Insurance Requirements Oregon’s minimum coverage is higher than many states because it requires three coverages, not just liability:

  • Bodily injury and property damage liability of $25,000 per person, $50,000 per crash for injury, and $20,000 per crash for property damage.
  • Personal injury protection (PIP) of $15,000 per person.

Call your insurer before your DMV visit. If your current policy was written for another state, the PIP and uninsured motorist pieces may not be on it, and the DMV needs a valid Oregon-compliant policy number at the time of registration.

Fees to Budget For

The total cost catches a lot of people off guard. For a standard Class C license and a passenger car:

For a typical gas car rated under 20 MPG, plan on roughly $326 between license, title, registration, plates, and VIN inspection. Electric vehicle owners pay considerably more because of the higher title and registration charges. Vehicle Use Tax

Oregon has no general sales tax, but it does impose a vehicle use tax of 0.5% of the retail price on certain vehicles purchased from dealers outside the state. It applies only if the vehicle was bought from a dealer on or after January 1, 2018, has been driven 7,500 miles or fewer, and has never been titled in Oregon. A used car with real mileage on it almost certainly falls outside the rule. If you bought a new or nearly new vehicle from an out-of-state dealer shortly before relocating, check whether the dealer collected the Oregon Vehicle Use Tax. What Happens at the DMV Office

Oregon DMV offices accept appointments through their online tool, and booking ahead is strongly recommended.23Oregon Department of Transportation. How to Make an Appointment Some locations accept walk-ins when capacity allows, but availability shifts day to day. Handle your license and vehicle transactions in the same trip if you can. You’ll surrender your old out-of-state license and plates during the visit.

The DMV accepts cash, credit and debit cards, and personal checks at all office locations.24Oregon Department of Transportation. Your permanent plastic license and metal plates arrive by mail, typically within two to four weeks.

Automatic Voter Registration

Oregon’s Motor Voter law means your DMV visit may also register you to vote. When an eligible, unregistered U.S. citizen applies for, renews, or replaces an Oregon driver license or ID card, the state Elections Division sends a mailing explaining the registration. If you do nothing within 21 days, you’re automatically registered as a nonaffiliated voter. You can return the mailing to choose a party or to opt out entirely.25Oregon Secretary of State. You only need to opt out once; the state won’t try to register you again unless you choose to register on your own later.
