Munster, Indiana Property Tax: Caps, Deductions, and Appeals

The Town of Munster’s 2025 certified gross property tax rate is $2.8962 per $100 of net assessed value, one of the higher rates in Lake County.1Indiana Department of Local Government Finance. 2025 Certified Tax Rates by District That headline number is not what most homeowners actually pay. Indiana’s constitutional cap holds a primary residence’s total tax bill to 1% of its gross assessed value, and homestead deductions shrink the value the rate applies to in the first place. The gap between the posted rate and the final bill is usually significant.

How Your Munster Tax Bill Is Built

Four steps turn a Munster property’s value into a tax bill. The Lake County Assessor sets a gross assessed value based on market conditions. Deductions you’ve filed for come off that figure to produce a net assessed value. The certified tax rate is applied to the net assessed value. Then Indiana’s constitutional cap limits the final liability.

The $2.8962 rate itself is a composite. Every taxing unit whose boundaries cover your parcel contributes a slice: the Town of Munster, Lake County, North Township, the Munster Public Library, and the School Town of Munster. The school corporation is typically the largest share, and voter-approved school referendums add to it. The Constitutional Cap on What You Owe

Indiana’s property tax caps, written into Article 10 of the state constitution in 2010 and in effect since 2012, set a hard ceiling on your bill as a percentage of gross assessed value:3Department of Local Government Finance. DLGF Tax Bill 101

  • 1% for a homestead (your primary residence)
  • 2% for other residential property and agricultural land
  • 3% for all other real and personal property

A Munster home with a gross assessed value of $300,000 cannot be charged more than $3,000 in total property taxes for the year, no matter what the tax rate works out to. The same property used as a rental caps at $6,000. A commercial parcel caps at $9,000. Because Munster’s gross rate is high, the cap does real work for homestead owners here.

One carve-out: debt approved by voters through a referendum is not subject to the caps. If an active school referendum applies to your parcel, that portion passes through the circuit breaker and sits on top of the capped amount.

Deductions That Lower Your Assessed Value

Deductions reduce the value the tax rate is applied to, which both lowers the raw tax calculation and makes the constitutional cap more likely to absorb what remains.

Standard Homestead Deduction

If you own and occupy a Munster property as your primary residence, you qualify for the standard homestead deduction under IC 6-1.1-12-37. For the 2025 assessment date, which determines your 2026 tax bill, the deduction is $48,000. The legislature has scheduled this to step down in future years: $40,000 for the 2026 assessment date, $30,000 for 2027, and continuing down to $10,000 by 2029.4Indiana General Assembly. Supplemental Homestead Deduction

On top of the standard deduction, the supplemental homestead deduction under IC 6-1.1-12-37.5 takes a percentage off whatever assessed value remains. For taxes due in 2025, the supplemental was 37.5% of the first $600,000 of remaining value and 27.5% of value above that.5Indiana General Assembly. Filing

You file for the homestead deduction with the Lake County Auditor, either in person at the county government center or through the online portal. The application must be filed or postmarked by January 15 of the year taxes are first due and payable. For taxes due in May and November 2026, that deadline was January 15, 2026. Once you’ve filed and nothing about your ownership or occupancy has changed, you generally don’t need to refile.

The Mortgage Deduction Is Gone

The old $3,000 mortgage deduction under IC 6-1.1-12-1 was repealed effective January 1, 2023.6Justia Law. Extra Relief for Seniors and Veterans

Over-65 Credit

Homeowners aged 65 and older may qualify for an additional credit under IC 6-1.1-20.6-8.5. The base income limits are $30,000 single and $40,000 joint, but those limits are adjusted upward each year by the same cost-of-living percentage used for Social Security benefits. After several years of adjustments, the effective income limits for 2026 are approximately $60,000 single and $70,000 joint. There is no cap on the home’s assessed value for this credit, and it stacks on top of the standard circuit breaker.

Disabled Veteran Deduction

A veteran with a service-connected disability rating of at least 10% from the U.S. Department of Veterans Affairs qualifies for a $24,960 deduction against the home’s assessed value.8Indiana General Assembly. Indiana Code 6-1.1-12-13 – Deduction for Veteran With Partial Disability You’ll need documentation from the VA or a certificate of eligibility from the Indiana Department of Veterans’ Affairs. Totally disabled veterans may qualify for a larger deduction.

Payment Dates and Late Penalties

Munster property taxes are paid in two installments. For 2026, the deadlines are May 10 and November 10.9Department of Local Government Finance. Property Tax Due Dates Your TS-1 statement shows the amount due for each installment, broken out by taxing unit.

Miss a deadline and the penalty is automatic. Pay within 30 days with no prior delinquent taxes on the same parcel, and the penalty is 5% of the unpaid amount. Pay more than 30 days late, or carry any balance from a prior tax period, and the penalty is 10%.10Indiana General Assembly. An old outstanding balance on the same property pushes you straight to 10% even if the current installment is only a few days late. Long-term delinquency can lead to a tax sale, so if you can’t pay, call the Lake County Treasurer about a payment plan rather than letting the balance ride.

Appealing an Assessment You Think Is Too High

If you believe the Lake County Assessor overvalued your property, you have 45 days from the mailing date on your Form 11 assessment notice to file an appeal.11Department of Local Government Finance. Most appeals start with a preliminary conference at the assessor’s office and often get resolved there through a stipulation. If you can’t agree, the case goes to the Property Tax Assessment Board of Appeals (PTABOA). If you disagree with the PTABOA’s decision, you have 45 days to appeal to the state-level Indiana Board of Tax Review.12Indiana State Government. DLGF Appeals Property Tax

One rule gives Munster homeowners real leverage. If the assessor increased your property’s value by more than 5% over the prior year, the assessor carries the burden of proving the new value is correct. You don’t have to prove the assessment is wrong; the assessor has to prove it’s right. That burden shifts back to you only when the increase comes from new construction, substantial renovations, or a zoning change. If neither side meets the burden, the assessment reverts to the prior year’s value.13Indiana State Government.
