In Naperville, overnight parking on any public street is prohibited every night of the year between 2:00 a.m. and 5:00 a.m. under Municipal Code Section 11-2A-8.1City of Naperville. City of Naperville – File 26-0489 If you need to leave a vehicle on the street during those hours, your options are to request temporary permission from the police (up to three times per vehicle per month), park in a designated downtown garage on a Friday or Saturday night, or use a Metra commuter lot on an allowed weekend or holiday. Without one of those exemptions, expect a citation.
When the Ban Applies
The 2:00 to 5:00 a.m. restriction covers every public street in the city. There are no automatic holiday suspensions and no seasonal changes. The only recognized exceptions are emergencies, a hangtag issued through the city’s HOA-based Overnight Parking Program, or temporary permission granted by the Naperville Police Department.2The City of Naperville. Requesting Temporary Overnight Permission
You can ask the Naperville Police Department to let your vehicle stay on the street for the night, but requests are capped at three per vehicle per month, and approval is discretionary. Submitting a request does not guarantee you will avoid a ticket.2The City of Naperville. Traffic Concerns and Parking Enforcement
There are two ways to submit:
- Online through the city’s parking portal at frontlinepss.com/naperville-il, which asks for your vehicle and location details.
- By phone to the non-emergency line at (630) 420-6666, where a dispatcher will register your vehicle.
Log your request before 2:00 a.m. No sticker or physical permit is issued; officers verify exemptions electronically. Keep any confirmation number for your records.3Frontline Public Safety Solutions. Overnight Parking Entry
Heavy and Commercial Vehicles
Vehicles with a curb weight of 12,000 pounds or more cannot use the online portal. For a heavy truck or commercial vehicle, call the department’s Traffic Section directly at (630) 420-8833.3Frontline Public Safety Solutions. Semi-trucks and trailers are separately barred from overnight parking at the Metra stations on any day of the week.4City of Naperville. Daily Fee Parking
Downtown Garages (Friday and Saturday Nights Only)
Three downtown parking structures accept overnight vehicles, but only on Friday and Saturday nights:
- Van Buren Parking Deck, levels 1 through 5.
- Central Parking Facility, levels 1 and 2.
- Municipal Center Parking Deck, lower level only.
Sunday night overnight parking is not permitted in any of these structures.5The City of Naperville. Downtown Parking Check posted signage for temporary closures.
Metra Station Lots
The daily fee lots at the Naperville and Route 59 Metra stations run on their own schedule. Monday through Friday, overnight parking between 2:00 and 5:00 a.m. is not permitted. On Saturdays, Sundays, and designated city holidays, the commuter lots on the north side of the railroad tracks do allow overnight parking.4City of Naperville. Daily Fee Parking
The recognized holidays are New Year’s Day, Memorial Day, July 4th, Labor Day, Thanksgiving, the day after Thanksgiving, and Christmas Day. If you leave your car overnight on an allowed weekend or holiday, it must be removed or paid for by 6:00 a.m. the following weekday morning. Vehicles still there at 6:00 a.m. can be ticketed.4City of Naperville. Daily Fee Parking
The HOA Overnight Parking Program
Some older multi-family neighborhoods have standing overnight parking through a separate city program. It is designed for communities built before 2015 that do not meet current off-street parking requirements, and individual residents cannot apply. An active homeowners association has to petition the city on behalf of the whole neighborhood.6The City of Naperville. Overnight Parking Program Rules and Guidelines
When a neighborhood qualifies, the city issues hangtags to the HOA, up to one per unit, and the HOA distributes them. Each tag is coded to a specific subdivision, and officers verify them with a visual check. The tags cannot be sold, and they must be returned when a resident moves out or no longer needs one. If a participating neighborhood accumulates violations, such as parked vehicles over 12,000 pounds or unregistered cars, the city warns the HOA. Continued violations can cost the whole neighborhood its overnight parking privileges for five years.6The City of Naperville. Overnight Parking Program Rules and Guidelines
Snow Events
Winter weather tightens things further, because plows need the full street. The city pushes alerts about winter operations through its Naper Notify system, which can reach you as a phone call, text, email, or push notification through the Everbridge app. Sign up at the city’s Naper Notify page and select the Winter Operations category.7The City of Naperville. Tickets, Fines, and Tows
A vehicle parked on a city street between 2:00 and 5:00 a.m. without an approved exemption will be cited. The city does not publish the specific fine schedule online, and costs increase if payment is delayed. For the status of an unpaid or overdue ticket, the Naperville Police Department’s Records Section can be reached at (630) 420-6157.2The City of Naperville. Traffic Concerns and Parking Enforcement
Citations can be paid online at napervillecitations.t2hosted.com or by mailing a check to the address on the ticket. To contest a citation, go through the Records Section at 1350 Aurora Avenue.2The City of Naperville. Traffic Concerns and Parking Enforcement
If your car is towed, you will owe a city administrative fee on top of whatever the tow operator charges for towing and storage. The administrative fee depends on the reason for the tow: $150 for a tow related to an outstanding warrant, $300 for a misdemeanor-level offense, and $500 for a felony-level offense. Storage fees are separate and set by the tow company. Between the administrative fee, the tow, and daily storage, the total can reach several hundred dollars quickly, which is why the free temporary request system is worth using when you need it.
