NC Driver’s License Office: Appointments, Documents, and Fees

A North Carolina driver’s license office is one of 115 locations run by the N.C. Division of Motor Vehicles, handling first-time licenses, learner permits, REAL ID upgrades, renewals, road tests, commercial credentials, and state ID cards.¹ Most wasted trips come down to two things: showing up at an office that doesn’t offer what you need, or arriving without the right documents. A few minutes of prep fixes both.

Finding an Office and Booking a Visit

The NCDMV keeps an online locator at ncdot.gov listing every office with its address, hours, and available services.¹ Not every location handles every transaction, so check before you drive. For questions, the NCDMV phone line runs weekdays 8 a.m. to 5 p.m. at (919) 715-7000.²

Appointments are booked through skiptheline.ncdot.gov. One trap catches many people: after booking, you get a text or email confirmation link, and you have only 15 minutes to click it before the system releases your slot.³

Every driver license office also accepts walk-ins from opening until close, or until the location hits its daily capacity.⁴ Early-morning walk-ins tend to clear faster than mid-afternoon.

Documents You Need to Bring

Document problems are the number-one reason people leave empty-handed. State law requires at least two forms of identification approved by the Commissioner, with at least one showing your residence address.⁵ In practice, the NCDMV wants proof in four categories.

Identity and Date of Birth

One primary document showing your full legal name and date of birth. The most commonly accepted are a certified birth certificate from a county Register of Deeds or state Vital Records Office, or a valid, unexpired U.S. passport.⁶ A REAL ID-compliant license from another state also works. Photocopies aren’t accepted unless certified by the issuing agency, and a passport image on your phone won’t do.

Social Security Number

The NCDMV will not issue any license, permit, or ID card without a valid Social Security number.⁵ Acceptable proof includes your Social Security card, a W-2 or payroll record from your employer, or a 1099 showing your full nine-digit number.⁷ No other IRS form besides the 1099 is accepted. For a REAL ID specifically, laminated Social Security cards, photocopies, and metal or plastic replicas are rejected. A Medicare card or DD-214 can prove your SSN for a standard license but won’t work for the REAL ID version.

Two Proofs of North Carolina Residency

You need two separate documents showing your current physical address. Options include a utility or cable bill, a housing lease or mortgage statement, a property or income tax statement, an NC vehicle registration card, a voter precinct card, school records, or any document issued by a North Carolina or federal government agency.⁸ The name and address should match your identity documents exactly. Small spelling or formatting differences can stall the application.

Liability Insurance

North Carolina won’t issue a driver license until you show financial responsibility.⁵ The standard proof is a DL-123 form from a North Carolina insurance company, and each driver applying must be listed individually on the document.⁹ As of July 1, 2025, North Carolina’s minimum liability coverage rose to $50,000 per person for bodily injury, $100,000 per accident for bodily injury, and $50,000 for property damage.¹⁰ If your policy still carries the old minimums, update it before you apply.

REAL ID or Standard License

Since May 2025, federal agencies require a REAL ID-compliant credential to board domestic flights or enter certain federal facilities.¹¹ North Carolina issues both versions, and there’s no extra charge for the REAL ID designation.¹²

The difference is documentation. A standard license accepts a wider range of identity documents, while REAL ID narrows the list. A military ID or an NC motor vehicle record can prove identity for a standard license, but neither qualifies for a REAL ID.⁶ If you plan to fly domestically or visit a military base, get the REAL ID and bring documents that meet the stricter requirements. A valid U.S. passport also satisfies the federal boarding rule on its own, so REAL ID is optional if you already carry one.

If You Weren’t Born in the U.S.

Non-citizen applicants must show they’re legally in the country. The NCDMV accepts a Permanent Resident Card (Form I-551), an unexpired Employment Authorization Document, a Certificate of Naturalization, or a foreign passport with a valid U.S. visa and I-94 Arrival/Departure Record, among others.¹³ Not all of these qualify for a REAL ID. If your immigration status is temporary, the license typically expires with your authorized stay. The NCDMV verifies status through USCIS’s SAVE database.¹⁴

If Your Name Has Changed

When your current legal name doesn’t match your birth certificate or passport, bring documents connecting the two. Accepted proof includes a certified marriage license or certificate, a court-issued divorce decree, or a court order for a legal name change.⁸ Each must carry a raised seal or ink stamp with the certifying official’s initials. If your name has changed more than once, bring every document in the chain.

What Happens at the Office

Staff review your documents first. Once you’re cleared, you move through the tests that apply to your situation.

Everyone takes a vision screening. If you need corrective lenses to pass, a restriction goes on your license requiring them while driving.⁵ A sign identification test follows for initial issuance: you’ll see road signs stripped of text and identify them by shape, color, and meaning.

The written knowledge exam covers state traffic laws and safe driving. First-time applicants and anyone transferring an expired out-of-state license also take an on-the-road driving test with an examiner. Road test appointments can stretch weeks at busy offices, so book ahead. After you pass, staff take your photo and collect the fee.

You leave with a temporary paper certificate valid for 60 days while your permanent card is manufactured and mailed.⁵ The temporary is valid for driving but generally can’t be used as ID outside the DMV.

Fees

North Carolina license fees are priced per year of the license term. A standard Class C license runs $6.50 a year, and because the license is valid for eight years, the total is $52.¹² Common charges:

Class A, B, or C regular license: $6.50 per year
Learner permit or limited provisional license: $25.50
Commercial driver license (Class A, B, or C): $25.50 per year, plus a $51.50 application fee covering three attempts at the knowledge test
Motorcycle endorsement: $3.05 per year
Duplicate license or permit: $16.75
REAL ID upgrade: no additional fee

Fees are the same whether you booked an appointment or walked in.

When You Can Skip the Office Visit

Non-REAL ID licenses and state ID cards can be renewed online up to two consecutive times. REAL ID holders can also renew online a second consecutive time if they had an in-person visit with a new photo since their last renewal.¹⁵ Duplicate cards for lost or damaged licenses can also be ordered online.

Online renewal is blocked if you hold a commercial license, a Class A or B regular license, a learner permit, or a limited provisional license. It’s also unavailable if your license is suspended, you owe the NCDMV money, or your file shows non-citizen legal-presence documentation.¹⁵ In those situations, you’ll need to visit an office.

The Current Expiration Moratorium

A temporary moratorium is in effect for Class C drivers who haven’t been able to renew. Class C licenses expiring on or after July 1, 2025, stay valid for in-state driving up to two years past the printed expiration date. The moratorium runs through December 31, 2027, and applies only to Class C licenses that haven’t been suspended, revoked, or canceled.¹⁶ An expired license covered by the moratorium still allows driving inside North Carolina, but it won’t get you through airport security, and other states may not honor it. CDL holders don’t get the grace period.
