NC food stamps, officially called Food and Nutrition Services (FNS), provide monthly grocery benefits on an EBT card to low-income households, with maximum payments ranging from $298 for a single person to $994 for a family of four in federal fiscal year 2026. You apply through your county Department of Social Services or online at ePASS, and the county has 30 days to decide.
Who Qualifies
You need to live in North Carolina and meet the income rules. North Carolina uses broad-based categorical eligibility, which raises the gross income ceiling for most households to 200 percent of the Federal Poverty Level instead of the standard federal 130 percent.1Food and Nutrition Service. Broad-Based Categorical Eligibility Your net income, after allowable deductions, still has to fall at or below 100 percent of the Federal Poverty Level.
Broad-based categorical eligibility also effectively waives the federal asset test for most North Carolina households. (In states that do apply the test, the 2026 limits are $3,000 in countable resources, or $4,500 if the household includes someone 60 or older or a person with a disability.)2Food and Nutrition Service. SNAP Eligibility Your home and retirement accounts don’t count as resources.
Work Requirements for Adults Without Dependents
If you’re an able-bodied adult between 18 and 54 with no dependents, you can only receive FNS for three months out of every three-year period unless you work, volunteer, or attend a qualifying training program for at least 80 hours per month.3Food and Nutrition Service. SNAP Work Requirements If you lose benefits for missing this requirement, meeting the hours again restores eligibility.
College Students
Students enrolled at least half-time in a college or vocational program generally can’t receive FNS unless they qualify for an exemption. Common exemptions include working at least 20 hours per week, participating in federal or state work-study, caring for a child under 6, or receiving TANF.4eCFR. 7 CFR 273.5 – Students Single parents enrolled full-time who care for a child under 12 also qualify. If you’re enrolled less than half-time, the student rule doesn’t apply and you’re evaluated under the normal eligibility criteria.
2026 Income Limits and Monthly Benefit Amounts
These figures apply from October 1, 2025, through September 30, 2026. Your net monthly income (after deductions) must be at or below the amount shown; the benefit amount is the maximum your household can receive.5Food and Nutrition Service. SNAP FY2026 Income Eligibility Standards
- 1 person: net income limit $1,305/month; maximum benefit $298
- 2 people: net income limit $1,763/month; maximum benefit $546
- 3 people: net income limit $2,221/month; maximum benefit $785
- 4 people: net income limit $2,680/month; maximum benefit $994
- 5 people: net income limit $3,138/month; maximum benefit $1,183
- 6 people: net income limit $3,596/month; maximum benefit $1,421
- 7 people: net income limit $4,055/month; maximum benefit $1,571
- 8 people: net income limit $4,513/month; maximum benefit $1,789
- Each additional person: add $459 to the net income limit and $218 to the maximum benefit
These are ceilings. Your actual payment depends on your household’s net income, so the lower your countable income after deductions, the more you receive.2Food and Nutrition Service. SNAP Eligibility
Deductions That Can Raise Your Benefit
Several deductions pull down your countable income. Every household gets a standard deduction. On top of that, you can deduct dependent care costs, child support you pay out, and medical expenses over $35 per month for elderly or disabled household members. Shelter costs (rent or mortgage, property taxes, insurance, and utilities) that exceed half your income after other deductions come off too, capped at $744 per month for most households.6Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions Households with an elderly or disabled member have no cap on the shelter deduction, which matters most for people on fixed incomes with high rent.

If You Need Food Right Away
Expedited processing delivers benefits within seven days instead of 30 for households in immediate need.12Food and Nutrition Service. SNAP Application Processing Timeliness You generally qualify if your gross monthly income is under $150 and you have $100 or less in liquid resources, or if your monthly income plus liquid resources are less than your monthly rent and utilities combined. Caseworkers are supposed to flag expedited cases at intake, but say so directly when you apply so nothing is missed.
When You’ll Get Your EBT Benefits Each Month
Once approved, you’ll receive an EBT card in the mail and activate it by calling the number on the card to set a four-digit PIN. North Carolina staggers monthly deposits based on the last digit of your Social Security number:13NC DHHS. Food and Nutrition Services (Food Stamps)

What You Can Buy with Your EBT Card
Your card covers most groceries: bread, cereal, fruits and vegetables, meat, dairy, snack foods, non-alcoholic beverages, and seeds or plants that produce food for your household. It works at authorized grocery stores and many farmers’ markets.
You cannot buy alcohol, tobacco, vitamins or supplements, hot foods sold for immediate consumption, pet food, cleaning supplies, or household items.14Food and Nutrition Service. What Can SNAP Buy Any item carrying a Supplement Facts label (rather than a Nutrition Facts label) counts as a supplement and isn’t covered. That rule catches people with protein powders and some energy drinks.
Keeping Your Benefits
You’re required to report significant changes between certification periods, including changes to income, household size, and address. Not reporting can lead to overpayments you’ll have to pay back.
Benefits are approved for a set certification period, and you must recertify before it ends. The county sends a notice ahead of time with instructions, and recertification involves updated paperwork and another interview. Miss the deadline and benefits stop. You have 30 days after your certification period ends to finish recertifying and have it treated as a recertification instead of a new application, but your benefits for that late month will be prorated from the date you complete the process.15eCFR. 7 CFR 273.14 – Recertification
If You’re Denied or Cut Off
If your application is denied, your benefits are reduced, or your case is closed and you disagree, you can request a fair hearing. In North Carolina you have 90 calendar days from the action to file.16North Carolina Department of Health and Human Services. FNS 700 Fair Hearings The request can be oral or written, and a friend, relative, or legal representative can file it for you.
Here’s a detail worth knowing: if you request the hearing within the advance notice period (typically 10 days before a reduction or termination takes effect), your benefits continue at the previous level until the hearing is decided.16North Carolina Department of Health and Human Services. FNS 700 Fair Hearings The county DSS must forward your request within five calendar days, and a state hearing officer from DHHS runs the hearing. If the decision goes against you, you can request reconsideration or seek judicial review in court.
