Nebraska Concealed Carry Permit Online: Renewals and Eligibility

You can renew a Nebraska concealed carry permit online, but you cannot apply for a new one online. First-time applicants must appear in person at a Nebraska State Patrol Troop Area headquarters to submit fingerprints, a training certificate, and identification. Renewals go through the State Patrol’s online system for a $50 fee plus a $4.50 processing charge, provided you act within the renewal window.

Renewing Your Permit Online

A Nebraska concealed handgun permit is valid for five years. The State Patrol sends a renewal notice by mail or email at least four months before your permit expires.1Nebraska Legislature. Nebraska Code 69-2436 – Permit Period Valid Fee Renewal

The renewal window opens four months before expiration and closes 30 business days after the expiration date. If you miss that late grace period, the online option is gone and you have to start over with a full in-person application.

The online renewal fee is $50, plus a $4.50 online processing charge.2Nebraska State Patrol. Concealed Handgun Permits You do not need a new training certificate or new fingerprints for a standard renewal. You do still need to meet every eligibility requirement at the time you renew.

One practical step before you log in: if your name or address has changed, update it with the DMV first and allow up to three days for the change to post. Trying to renew against outdated DMV data is a common way to get stuck.

Why the First Application Can’t Be Done Online

State law requires new applicants to appear in person at a Nebraska State Patrol Troop Area headquarters. There is no online portal for a first-time application. Bring the following:3Nebraska Legislature. Nebraska Code 69-2430 – Application Form Contents Permit Issuance

You will submit two sets of fingerprints at the Troop headquarters for a state and federal criminal history check. Make sure your ID, training certificate, and personal details on the form all match; inconsistencies can bounce the application back and cost you a return trip.

Eligibility to Confirm Before You Apply or Renew

Nebraska statute 69-2433 sets the qualifications. You must be at least 21 and have lived in Nebraska for at least 180 days. Active-duty military stationed at a Nebraska installation on permanent duty orders count as residents, as do their spouses. New residents who hold a valid permit from a reciprocity state can apply before the 180-day mark.5Nebraska Legislature. Nebraska Code 69-2433 – Applicant Requirements

The State Patrol will deny an application, and can deny a renewal, if any of these apply:

  • Any felony conviction under Nebraska or any other jurisdiction’s laws, with no time limit.
  • A misdemeanor crime of violence within the past ten years.
  • Any conviction involving firearms, unlawful weapon use, or controlled substances within the past ten years.
  • A finding as mentally ill and dangerous within the past ten years, or a current adjudication of mental incompetency.
  • Current parole, probation, house arrest, or work release.
  • Any federal firearms prohibition under 18 U.S.C. 922.7Office of the Law Revision Counsel. 18 USC 922

That last item catches people. Nebraska’s statute does not list domestic violence separately, but it incorporates the federal prohibitions by reference. A misdemeanor domestic violence conviction is a lifetime federal bar on gun possession, and a qualifying protective order triggers the same bar for as long as the order is active.

Training Requirement for New Applicants

Every new applicant must complete a handgun training and safety course approved by the Nebraska State Patrol. The State Patrol does not accept any online-only training course; you need an in-person class with an NSP-approved instructor.2Nebraska State Patrol. Concealed Handgun Permits The certificate must be dated within 36 months of when you submit your application.

The curriculum set by statute covers, at a minimum, safe handling of a handgun and ammunition, shooting fundamentals, a hands-on demonstration of competency, applicable federal and state firearms law, self-defense and justifiable use of force, avoiding and de-escalating a violent confrontation, safe storage including child safety, and suicide prevention training based on evidence-based practices.8Nebraska Legislature. Nebraska Code 69-2432 – Handgun Training and Safety Courses and Instructors The instructor’s certificate also certifies that you have no physical condition preventing safe handgun handling. A list of approved instructors is on the State Patrol website.

After You Submit

The State Patrol has 45 days to issue or deny your permit once your application is complete.3Nebraska Legislature. Nebraska Code 69-2430 – Application Form Contents Permit Issuance During that window, investigators run fingerprints through state and federal databases and verify your training certificate. The physical permit card arrives by mail at the address on your state ID.

If the State Patrol denies you, the denial letter explains the reason. You then have 14 working days from the date that letter was mailed to file a written appeal requesting an administrative hearing. Miss that window and you lose the right to challenge the denial.9Legal Information Institute. 272 Nebraska Admin Code Ch 21 012 – Rights of Persons Denied Permits

Do You Even Need the Permit

Since Governor Ricketts signed Legislative Bill 77 on April 25, 2023, anyone 21 or older who is not a prohibited person can carry a concealed handgun in Nebraska without any permit at all.10Nebraska Legislature. Nebraska Code 28-1202.01 – Carrying Concealed Handgun Locations Restrictions So the permit is optional inside Nebraska.

The permit still does two things for you. It unlocks reciprocity with the states that honor a Nebraska permit; without the card, your right to carry ends at the state line. And it serves as a recognized credential during traffic stops or other law enforcement contact in reciprocity states, so you are not depending on an officer’s familiarity with Nebraska’s permitless carry law.

Keeping Your Information Current

If you change your name or address, Nebraska administrative rules require you to notify the State Patrol’s Concealed Handgun Permit Program in writing within 30 days on the form the Patrol prescribes.11Legal Information Institute. 272 Nebraska Admin Code Ch 21 013 – Change of Name or Address Beyond the legal requirement, an outdated address also delays your renewal notice, since the State Patrol sends it to whatever address is on file.
