To get on the Nebraska Section 8 waiting list, you apply directly to a local public housing authority during a period when its list is open, meet the federal income and background requirements, and then keep your contact information current until your name reaches the top. Nebraska has dozens of housing authorities, each running its own list on its own schedule. The Omaha Housing Authority’s Housing Choice Voucher list is currently closed with no announced reopening date, and when it last opened, the estimated wait ran six months to two years.1Omaha Housing Authority. Home – Omaha Housing Authority Other PHAs across the state, from Lincoln and Bellevue to smaller towns like Broken Bow and Fairbury, each have their own open and closed periods, so checking several agencies is the practical move.
Who Qualifies
Three things decide eligibility: household income, citizenship or immigration status, and criminal background.
Federal law requires that at least 75 percent of families newly admitted in any fiscal year be “extremely low income,” meaning at or below 30 percent of area median income for the county.2Office of the Law Revision Counsel. 42 USC 1437n – Eligibility for Assisted Housing The remaining slots go to “very low income” families earning up to 50 percent of area median income. Demand in Nebraska is heavy enough that most people who actually receive a voucher fall into the lower tier.
You must be a U.S. citizen or have eligible immigration status as defined by HUD.3USAGov. Section 8 Housing Two criminal history categories carry a mandatory lifetime ban: anyone required to register as a sex offender for life under a state registration program, and anyone convicted of manufacturing methamphetamine on the premises of federally assisted housing.4HUD Exchange. Are Applicants With Felonies Banned From Public Housing or Any Other Housing Funded by HUD Outside those two, each housing authority sets its own policy. A felony conviction does not automatically disqualify you everywhere.
Since January 2025, a federal asset limit also applies: your household cannot hold more than $100,000 in net assets at initial admission or recertification. Retirement accounts and ABLE account funds are excluded from that calculation.
Income Limits in Nebraska
Because eligibility is tied to area median income, the dollar thresholds change by county. HUD publishes the figures each fiscal year.5HUD USER. Income Limits For a four-person household, the FY 2025 “very low income” ceiling runs from $45,150 in many rural Nebraska counties up to $59,100 in Saunders County, part of the Omaha metropolitan statistical area. The “extremely low income” ceiling for the same household size runs from $27,100 in those rural counties to $35,450 in the Omaha metro.
Representative four-person figures:
- Omaha-Council Bluffs metro: $34,100 extremely low / $56,850 very low
- Lincoln metro: $32,250 extremely low / $53,750 very low
- Hall County (Grand Island): $27,100 extremely low / $45,150 very low
- Buffalo County (Kearney): $31,450 extremely low / $52,400 very low
Limits are lower for smaller households and higher for larger ones. Look up the exact figure for your county and household size on HUD’s income limits page before applying.
How to Apply
The first step is finding out which Nebraska housing authorities have an open list. The Omaha Housing Authority’s Section 8 list is currently closed, and even when it does reopen, the window may last only days or weeks. Smaller housing authorities around the state sometimes keep lists open longer or reopen them more often.
Omaha accepts applications online through its RentCafe portal and offers in-person help at 1823 Harney Street.6Omaha Housing Authority. Omaha Housing Authority RentCafe Portal Other Nebraska PHAs use similar online systems, accept paper applications by mail, or take walk-ins. If you mail your application, certified mail gives you a delivery receipt. Online submissions should generate a confirmation number on the spot. Save it. That number is your proof the agency received your materials.
You can apply to more than one PHA at the same time. Nothing in the rules prevents it, and given how unpredictable the wait is, spreading your applications across several Nebraska agencies improves your chances of getting a voucher sooner.
Documents You Need
Federal regulations require every applicant to disclose a complete and accurate Social Security number for every household member, backed by verification documents like Social Security cards.7eCFR. 24 CFR 5.216 – Disclosure and Verification of Social Security Numbers and Employer Identification Numbers by Applicants and Participants You must also prove U.S. citizenship or eligible immigration status for every person who will live in the unit.8U.S. Department of Housing and Urban Development. Housing Choice Voucher Tenants
Beyond those federal basics, specific paperwork varies by housing authority. Most Nebraska PHAs ask for income documentation such as recent pay stubs, bank statements, and records of SSI, SNAP, or other public assistance. Some request birth certificates or government-issued photo ID, though that is not a universal federal mandate. Call the specific PHA and get its list before you start.
Local Preferences That Can Move You Up
Your place on the list is not strictly first-come, first-served. Federal regulations let each housing authority set local preferences that move certain applicants ahead of others, as long as those preferences reflect local housing needs and are written into the PHA’s administrative plan.9eCFR. 24 CFR 982.207 – Waiting List: Local Preferences in Admission to Program Common preferences at Nebraska PHAs include people with disabilities, seniors age 62 and older, and families displaced from their previous housing.10Omaha Housing Authority. Application Process
Some agencies also give preference to applicants who live or work in their jurisdiction. A PHA cannot refuse to take your application because you live elsewhere, but a residency preference can bump local applicants higher.9eCFR. 24 CFR 982.207 – Waiting List: Local Preferences in Admission to Program The preference cannot be based on how long you have lived in the area.
Your final position combines preference points with your application date and time. Someone who applied later but qualifies for a disability preference will usually sit ahead of an earlier applicant with no preference. Ask each PHA directly which preferences it uses.
Keeping Your Application Active
Getting on the list is the easy part. Staying on it is where most people slip. The Lincoln Housing Authority states the rule plainly: if an appointment letter is mailed to you and comes back because the address is wrong, you are taken off the waiting list.11Lincoln Housing Authority. What Can I Do While I Am Waiting One piece of returned mail can erase years of waiting.
The Omaha Housing Authority lets you update your information by mail, by dropping off a form at the office, or through the online portal at myportal.ohauthority.org.12Omaha Housing Authority. Wait List Information Whatever method your PHA uses, report changes promptly: a new address, a new phone number, a change in who lives with you, or a change in disability status. A change in family size or disability status may even qualify you for a preference you did not have before, moving you up.11Lincoln Housing Authority. What Can I Do While I Am Waiting
If you are removed for failing to respond, you lose your place entirely. There is no reinstatement. You would have to submit a brand-new application the next time the list opens, starting from the bottom.
Checking Your Status
Some Nebraska housing authorities participate in WaitlistCheck, an online platform where you log in to see your current standing. The Municipal Housing Agency of Council Bluffs, for example, directs applicants to WaitlistCheck.com with automatically generated login credentials.13Municipal Housing Agency of Council Bluffs. Check Status Other agencies run their own portals or want you to call the office.
“Active” means you are still in the queue. “Pending” usually means the agency is reviewing documentation or verifying information. “Inactive” means you have been removed, usually because the PHA could not reach you. If that happens, contact the agency right away. In some cases, the removal can be resolved before it becomes final.
When Your Name Reaches the Top
The housing authority contacts you to verify eligibility and current income. If everything checks out, you attend a voucher orientation briefing where the agency explains how the program works, your obligations, and what landlords can and cannot require.8U.S. Department of Housing and Urban Development. Housing Choice Voucher Tenants
After the briefing, the PHA issues your voucher with a search term of 60 to 120 days, set by the housing authority.8U.S. Department of Housing and Urban Development. Housing Choice Voucher Tenants The federal minimum is 60 calendar days.14eCFR. 24 CFR 982.303 – Term of Voucher During that window, you look for a rental unit from a willing landlord. Not every landlord accepts vouchers, and in tight markets this search can be the hardest part of the process.
If you cannot find a unit before the voucher expires, ask the housing authority for an extension. PHAs have discretion to grant them, and they must extend the search period as a reasonable accommodation for family members with disabilities.14eCFR. 24 CFR 982.303 – Term of Voucher If the voucher expires without an extension, you lose it and typically go back on the waiting list.
Once you find a unit and the landlord agrees, the housing authority inspects it against federal Housing Quality Standards, covering plumbing, electrical, heat, lead paint hazards, and secure doors and windows. The landlord must fix any deficiencies before the lease is approved and payments begin.
If Your Application Is Denied
Federal regulations require the agency to send you a written notice explaining the reasons for a denial. The notice must also tell you that you have the right to request an informal review and explain how to request one.15eCFR. 24 CFR 982.554 – Informal Review for Applicant
At the review, you can present written or oral objections. Someone who was not involved in the original decision must conduct it. After the review, the PHA sends you a final written decision with reasons.15eCFR. 24 CFR 982.554 – Informal Review for Applicant The Lincoln Housing Authority gives applicants 10 business days from the date of the denial notice to request the review in writing. Miss that window and the agency can refuse to hold the review at all.
If you were denied for criminal history, this is where context counts. Outside the two mandatory lifetime bans, PHAs use their own judgment. Evidence of rehabilitation, completion of a treatment program, or letters of support from employers or community members can change the outcome.
Penalties for False Information
Section 8 is federally funded, so false information on your application is not just a local housing matter. Under 18 U.S.C. ยง 1001, anyone who knowingly makes a materially false statement to a federal agency faces up to five years in prison and fines up to $250,000.16Office of the Law Revision Counsel. 18 USC 1001 – Statements or Entries Generally The statement does not need to be under oath. Written or oral misrepresentations both count.
The most common form of application fraud is underreporting income or hiding household members to appear more financially eligible. Housing authorities verify income against federal databases, and discrepancies are flagged. Beyond criminal exposure, getting caught means permanent disqualification from that PHA, and the agency can seek repayment of any benefits received based on the false information.
