Nevada Smog Exemption Form EC-008: Eligibility and Classic Vehicles

Nevada’s smog exemption form is the EC-008, the Emission Control Exemption Application. If your vehicle is registered in the testing zone of Clark or Washoe County but you qualify for an exemption, you complete the EC-008, attach any supporting documents, and get it to the DMV before your registration expires.¹

Whether You Actually Need the Form

Emissions testing only applies to gasoline and diesel passenger cars, trucks, RVs, and motor homes based in the urban areas of Clark or Washoe County and built in model year 1968 or later.² If your vehicle is registered to a rural address in those counties or to any address elsewhere in the state, you are outside the testing zone and the EC-008 does not apply to you.³

Who Uses the EC-008

The form exists for vehicles that would normally be tested but meet a qualifying reason to skip. The most common filers are owners whose vehicles are temporarily outside Nevada when renewal comes due. Active-duty military members stationed in another state routinely use the EC-008 to keep their Nevada registration current without hauling the vehicle back for a smog check.

Owners of classic vehicles and classic rods also use the EC-008 to claim their emissions exemption at renewal, paired with an odometer certification described below.

Exemptions That Don’t Need the EC-008

Some vehicles never need an emissions test and don’t need to file anything to prove it. Under NAC 445B.592, the automatic list includes:

Motorcycles and mopeds, regardless of age or engine size.⁴
New vehicles on their first three registrations. NRS 445B.825 defines a “new motor vehicle” as one that has never been registered in any state or country.⁵
Hybrid electric vehicles during their first five model years. A hybrid becomes testable once its model year is six years old.⁵
Vehicles with a model year before 1968.⁴
Vehicles converted to propane, compressed natural gas, methane, or butane.⁴
Heavy-duty diesel vehicles above 14,000 pounds GVWR.⁴

Nevada’s statutes and regulations do not explicitly list all-electric vehicles among the exempt categories. A vehicle with no tailpipe has nothing to measure, but if your EV is registered in the testing zone, call your local DMV office to confirm whether you need to file the EC-008 or whether the system flags your vehicle by fuel type on its own.

Classic Vehicle and Classic Rod Filings

Two special license plate designations let older cars skip emissions testing, and each has its own paperwork at renewal:

Classic Vehicle under NRS 482.3816. The car must have been manufactured at least 25 years before you apply, contain only original or duplicate-original parts, and carry classic or antique vehicle insurance.⁶
Classic Rod under NRS 482.3814. The car must have been manufactured no earlier than 1949 and at least 20 years before you apply, and it also needs classic or antique vehicle insurance.⁶

Both plates restrict use to club activities, exhibitions, tours, parades, and maintenance-related driving. Using the vehicle for general transportation costs you the plates and puts you back under standard emissions rules.⁶

To keep the exemption year to year, you certify at each renewal that the vehicle has been driven no more than 5,000 miles since the last registration.⁷ That certification is Form EC-018, the Odometer Certification for Emission Exemption. It requires your current odometer reading, declared under penalty of perjury, and proof of classic or antique vehicle insurance.⁸ Go over 5,000 miles and you surrender the special plates and must pass an emissions test before renewing.⁹

At renewal, a classic vehicle or classic rod filing means the EC-008, the EC-018, and your classic vehicle insurance declaration page together.¹⁰

What Goes on the EC-008

The EC-008 asks for identifying information: the 17-digit VIN, model year, make, model, color, and license plate number, plus the registered owner’s name and contact information.¹ There is a section where you state the specific reason for the exemption. Be precise. Vague explanations slow the review down or draw a denial.

Where to Send It and When

You can drop the completed EC-008 and supporting documents at a DMV office in person or send them by mail. Mailed filings must include a check or money order for the exact registration renewal fee. The address is:

The deadline is your registration expiration date, and the DMV counts the date documents are received, not the postmark. If registration lapses, Nevada charges $6 for each 30-day period of delinquency, plus a separate 10 percent penalty on overdue governmental services taxes with a $6 minimum, recalculated every 15 days.¹¹ There is no grace period.¹² Give mail plenty of runway.

One note for anyone filing from out of state: AAA offices in Nevada handle many DMV transactions but do not process emissions exemptions.¹³ Mail is the practical route. Once the DMV approves the exemption and updates your vehicle record, you can finish the registration renewal online or at a kiosk.
