Both parts matter before you plan a trip around the savings.
What You Can Buy Without Paying Tax
The default at any New Hampshire register is no sales tax. That applies whether you’re shopping at an outlet mall, a big-box store, a small independent retailer, or a state liquor outlet. What Is Still Taxed
Meals, Hotel Stays, and Rental Cars

Groceries you take home to cook are not taxed. The 8.5% attaches when food is prepared for immediate consumption and served by a restaurant or food-service establishment.4New Hampshire Department of Revenue Administration. Declaratory Ruling – Meal Definition Under RSA 78-A Deli sandwiches, hot foods from a grocery store counter, party platters, and anything served with utensils or plates fall on the taxed side. A rotisserie chicken from the hot case is taxed. A raw chicken from the meat aisle is not. The dividing line is whether the food is ready to eat.
The same 8.5% applies to every hotel, motel, inn, or short-term rental stay in the state, and to motor vehicle rentals.2New Hampshire General Court. Tobacco and Vaping
Cigarettes carry a tax of $1.78 per pack of 20 under RSA 78, with other tobacco products taxed proportionally.5New Hampshire General Court. New Hampshire Code 78:2 – Tax Imposed Even so, the rate runs lower than most neighboring New England states, which is why border tobacco shops stay busy.
Electronic cigarettes and vaping products have been subject to the tobacco tax since January 2020.6New Hampshire Department of Revenue Administration. Tobacco Tax Open-system (refillable) devices are taxed at 8% of wholesale. Closed-system products, meaning pre-filled pods and cartridges, are taxed at $0.30 per milliliter of liquid.
Phone and Internet Service
Two-way communications services, including phone and internet plans, are taxed at 7% of the gross charge under RSA 82-A.7New Hampshire Department of Revenue Administration. Communications Services Tax This shows up on monthly bills rather than at any retail counter, so day-trip shoppers won’t see it.
Alcohol at the State Liquor Stores
New Hampshire is a control state. The government operates its own retail liquor outlets and controls all sales of distilled spirits. Wine and spirits are sold exclusively through these state-run stores; beer and wine are also available at grocery and convenience stores. There is no excise tax on wine and no separate excise tax on spirits sold through the state stores. Beer carries a modest $0.30-per-gallon excise. Nothing is added as sales tax at checkout.
That combination keeps prices consistently below those in Massachusetts, Vermont, and Maine, each of which layers excise and sales taxes onto alcohol. The state liquor stores stock more than 14,000 varieties of wine and spirits, and several of the busiest locations sit directly on interstate highways near state borders. The state earns revenue through the markup it applies as wholesaler and retailer, not through a separate tax line.
Buying a Car in New Hampshire
Vehicle purchases in New Hampshire carry no sales tax at the dealership, which is why the state looks attractive for a car, truck, or motorcycle. The catch is where most shoppers miscalculate the savings.
If you live in another state, your home state will almost certainly charge sales tax (or an equivalent fee) when you register the vehicle. Most states collect the full sales tax rate at the DMV during registration and give no credit for having bought in a tax-free state. A Massachusetts resident buying a $35,000 truck in New Hampshire still owes 6.25% to Massachusetts at registration. The tax-free purchase shifts when and where you pay, not whether you pay. The real savings on vehicles belong to New Hampshire residents, who pay no sales tax and register in-state.
What Your Home State Expects: Use Tax
If you live in a state with a sales tax and you buy something in New Hampshire, your home state technically expects you to pay “use tax” on that purchase. Use tax exists specifically to prevent residents from avoiding their state’s sales tax by shopping across borders, and it’s assessed at the same rate as the home-state sales tax.
Massachusetts, for instance, requires residents to pay a 6.25% use tax on tangible goods purchased out of state when no sales tax was collected.8Massachusetts Department of Revenue. State income tax returns usually include a line for reporting these amounts, and failing to report carries the same penalties as underreporting any other tax.
In practice, enforcement against individual consumers on everyday retail purchases is minimal. States have limited ability to track a weekend shopping trip. But for large, documented purchases, particularly vehicles, boats, and equipment that require registration, compliance is effectively mandatory because the paper trail is obvious. The obligation exists at every dollar amount; the risk of being caught rises with the size of the purchase.
Ordering Online From New Hampshire Sellers
A retailer physically located in New Hampshire has no obligation under state law to collect sales tax on your order. State law requires any outside jurisdiction to notify the New Hampshire Department of Justice at least 45 days before attempting to impose a sales tax collection obligation on an NH-based seller.
Large national retailers already have “nexus” in your state and will collect your state’s sales tax regardless of which warehouse ships the box. The no-tax advantage is most meaningful when buying from smaller New Hampshire businesses that operate only within the state. The same home-state use tax obligation still applies on paper.
Where to Shop
New Hampshire’s retail hubs cluster where out-of-state shoppers can reach them easily. North Conway, in the Mount Washington Valley, is packed with outlet stores focused on outdoor gear, ski equipment, and apparel, drawing heavy traffic from Maine and the Boston area.
The Merrimack Premium Outlets, off Route 3 near the Massachusetts border, hold a dense collection of designer and brand-name stores. Further south, the Salem and Nashua corridor features big-box retailers, department stores, and specialty shops with steady daily traffic from Massachusetts commuters. Border-town shopping centers exist in large part because of the tax advantage, and retailers deliberately locate near state lines.
For alcohol, the state liquor stores on Interstate 93 and Interstate 95 near the Massachusetts border are among the highest-grossing liquor outlets in the country, built as destination stops with large parking lots and wide selections for bulk buyers heading home.
