New Jersey Disability Parking Plates and Placards: How to Apply

To get a New Jersey disability parking placard or plate, you file the Motor Vehicle Commission’s application with a medical certification from a qualified practitioner. Permanent privileges are free and last three years. Temporary placards cost $4 and go through your local police chief rather than the MVC. The form you file, where you send it, and how quickly you move after your practitioner signs all matter.

Who Qualifies

Under N.J.S.A. 39:4-204, you qualify if you have lost the use of one or more limbs through paralysis, amputation, or another permanent condition, or if you cannot walk without an assisting device such as a cane, crutches, or a wheelchair. The statute also covers anyone whose mobility is otherwise limited, provided a qualified practitioner certifies the limitation.1Justia Law. New Jersey Revised Statutes 39:4-204 – Person With a Disability Defined

Honorably discharged veterans rated permanently 100 percent disabled by the U.S. Department of Veterans Affairs qualify through a separate path in the same statute and do not need a private practitioner’s certification.1Justia Law. New Jersey Revised Statutes 39:4-204 – Person With a Disability Defined

The MVC’s Form SP-41 lists numbered medical criteria drawn from N.J.A.C. 13:20-9.1, and your practitioner checks off the one that fits your condition. You do not have to categorize your own disability.

Which Credential Fits Your Situation

Three credentials exist, and they are not interchangeable.

Wheelchair symbol license plates attach to a specific registered vehicle and display the international wheelchair symbol. They cannot be issued for vehicles owned by or leased to companies, organizations, or groups.2New Jersey Motor Vehicle Commission. Wheelchair Symbol Plates and Persons With a Disability Placards

A permanent removable placard is a red hangtag that works in any vehicle you ride in, whether you are the driver or a passenger. Both permanent plates and permanent placards are valid for three years.2New Jersey Motor Vehicle Commission. Wheelchair Symbol Plates and Persons With a Disability Placards

A temporary placard covers conditions expected to improve, such as a broken leg or post-surgical recovery. It is valid for up to six months and can be recertified once for another six months, but no longer.3New Jersey Motor Vehicle Commission. Application for Temporary Placard (Form SP-68) If the condition turns out to be permanent, you apply separately through the MVC for permanent privileges.

Who Can Sign the Medical Certification

New Jersey authorizes a range of licensed practitioners to complete the certification. Under N.J.S.A. 39:4-205, physicians with a plenary license, podiatrists, chiropractic physicians, physician assistants, and nurse practitioners licensed in New Jersey or a bordering state may certify, as may military physicians stationed at a New Jersey installation who are licensed in any state. Veterans using the 100-percent-disabled path submit a statement from a VA representative instead.4Justia Law. New Jersey Revised Statutes 39:4-205 – Person With a Disability Identification Cards

Watch the calendar. Your application must reach the MVC within 60 days of the date your practitioner signs the certification. Miss that window and you need a fresh signature.4Justia Law. New Jersey Revised Statutes 39:4-205 – Person With a Disability Identification Cards

Renewal

Permanent parking privileges expire at the end of the 36th calendar month after issuance. To keep them, submit a new application with a fresh medical certification every three years.2New Jersey Motor Vehicle Commission. Using the Placard Correctly

Carry your Person with a Disability Identification Card whenever you use the placard. The card is nontransferable and for your exclusive use. Hang a removable placard from the rearview mirror only when parked. If the vehicle has no rearview mirror, put the placard on the dashboard so it is visible from outside.6Cornell Law Institute. Penalties for Misuse

Making a false statement or providing misleading information on an application is a fourth-degree crime, carrying a fine of up to $10,000 and up to 18 months in prison. This applies to applicants and to practitioners who knowingly certify someone who does not qualify.3New Jersey Motor Vehicle Commission. Application for Temporary Placard (Form SP-68)

Any abuse of the privileges is cause for the MVC to revoke the ID card, the placard, and any wheelchair symbol plates. If someone other than the person named on the card presents it, the card is subject to forfeiture.4Justia Law. New Jersey Revised Statutes 39:4-205 – Person With a Disability Identification Cards

Disabled Veteran and Purple Heart Placards Are Separate

New Jersey issues a different placard to disabled veterans and Purple Heart recipients. It exempts them from municipal parking meter fees for up to 24 hours when the vehicle is owned by the veteran or recipient and that person is in the vehicle.7Justia Law. New Jersey Revised Statutes 39:4-207.10 – Parking Meter Fee Exemption It does not authorize parking in spaces marked for persons with disabilities. Those spaces still require a disability placard or wheelchair symbol plates. If you qualify for both, you can hold both at once.8New Jersey Motor Vehicle Commission.
