New Mexico Handicap Placard: Eligibility, Application, and Renewal

To get a New Mexico handicap placard, complete form MVD-10383, have a licensed healthcare provider certify that you meet one of the state’s mobility-limitation criteria, and submit the form to the Motor Vehicle Division. There is no fee. Permanent placards are valid for four years; temporary placards can be issued for up to one year based on your provider’s expected recovery timeline.¹

Who Qualifies

Section 66-3-16 of the New Mexico statutes defines a “person with a significant mobility limitation” as someone who meets at least one of these conditions:²

Cannot walk 100 feet without stopping to rest.
Cannot walk without a brace, cane, crutch, prosthetic device, wheelchair, or help from another person.
Has a forced expiratory volume in one second of less than one liter, or an arterial oxygen tension below 60 millimeters of mercury on room air at rest.
Relies on portable oxygen.
Has a heart condition that severely limits mobility.
Has an orthopedic, neurologic, or arthritic condition severe enough that they cannot go up or down more than ten stairs.

Both permanent and temporary conditions can qualify, as long as a healthcare provider confirms the limitation meets one of these thresholds.

Which Type of Placard You Need

Permanent

If your mobility limitation is expected to last indefinitely, you qualify for a permanent placard. The state issues up to two placards per person, and you can use them in any vehicle you ride in. Permanent placards expire four years from the date of issuance.²

Temporary

For short-term impairments such as a broken leg or post-surgical recovery, New Mexico issues temporary placards valid up to one year. The provider specifies the duration on the application. If your condition persists past that date, you have to reapply with a new medical statement.¹

Organization

Organizations that own or lease vehicles primarily used to transport people with significant mobility limitations, such as assisted living facilities or medical transport services, can get one placard per vehicle. The application requires a signed statement from an authorized officer confirming the vehicle’s primary use, plus at least one contract showing the organization provides transportation services for people with mobility limitations.²

How to Apply

The form you need is MVD-10383, available on the New Mexico MVD website or at any local MVD office.¹ Fill out the first section with your personal information. The second section has to be completed by a licensed physician, physician assistant, advanced practice registered nurse, or certified nurse-midwife acting within their scope of practice. Your provider attests to the mobility limitation and, if the placard is temporary, states how long the impairment is expected to last.²

Submit the completed form to the MVD in person or by mail. There is no fee beyond any standard vehicle registration fee you already pay.² Check every field before sending it in. Incomplete forms are the most common reason applications get bounced back, and a missing provider license number or an unsigned certification section will restart the process.

Displaying the Placard

Hang the placard from your rearview mirror when you park in an accessible space, with the identification number and expiration date facing outward so they’re visible through the windshield. If the vehicle has no rearview mirror, lay the placard on the dashboard with that side up. Take it down before driving. A dangling placard obstructs your view and can prompt a traffic stop.

The placard authorizes accessible parking only when you, the holder, are driving or being transported in the vehicle. Leaving it displayed while you’re not present is illegal, and the placard can be seized on the spot.³

Renewing and Replacing

Permanent placards expire four years from the date they were issued. To renew, submit a renewal application to the MVD. Once you’ve been approved for a permanent placard, you don’t have to provide a new medical statement at renewal unless your circumstances have changed.² The MVD offers online renewal, which saves a trip to the office.

If your placard is lost, stolen, or damaged, request a replacement through the MVD online, in person, or by mail. You’ll need identification and an explanation of the circumstances. If you still have the damaged placard, surrender it when you pick up the replacement.

The MVD can revoke a placard when it was issued based on false information, when the holder no longer qualifies, when someone ineligible is using it, or when the organization it was issued to no longer exists. Before revoking, the MVD has to give notice and an opportunity to be heard.²

Penalties for Misuse

The penalties under Section 66-3-16.1 are steeper than most people expect. These are criminal charges, not traffic tickets.

Providing false information to get a placard is a misdemeanor punishable by up to one year in jail, a fine of up to $1,000, or both.³⁴
Using someone else’s placard while they’re not present is also a misdemeanor with the same penalties. Law enforcement can seize the placard immediately and must turn it over to the MVD within 72 hours.³
Refusing to surrender a placard to a law enforcement officer is a petty misdemeanor carrying up to six months in jail and a fine of up to $500.⁴

Lending the placard to a friend or family member who doesn’t qualify is the scenario that catches people most often. Letting your spouse “just run in real quick” can lead to seizure and criminal charges if the placard holder isn’t in the vehicle.

Moving to or From New Mexico

New Mexico honors parking placards issued by other states and foreign jurisdictions. If you move here, your out-of-state placard stays valid until you establish residency, at which point you have to apply for a New Mexico placard.⁵ Traveling outside the state, most jurisdictions take the same reciprocity approach with a New Mexico-issued placard. Meter rules and time limits at accessible spots vary by city, so check the local rules before parking somewhere unfamiliar.
