Pennsylvania rolled out the new PA driver’s license design in September 2022, and every Driver License Center has been issuing it since. The card carries stronger anti-counterfeiting features and a clearer visual split between REAL ID-compliant and standard licenses. What Changed on the Card
The most visible new feature is the Optically Variable Ghost Portrait, a second version of your photo that appears or disappears as you tilt the card. The background uses a guilloche security pattern, the fine-line design found on passports and banknotes, produced with specialized non-commercial software that ordinary printers can’t reproduce.1Commonwealth of Pennsylvania. New Driver’s License Design Under ultraviolet light, the card fluoresces with state-related imagery invisible in normal lighting, and the UV response stays the same regardless of viewing angle. A separate Dynamic Look Through Element adds a gold metallic tint visible under direct light. Together, these layers give the card multiple points a trained eye can verify quickly.
REAL ID vs. Standard Card

REAL ID enforcement began in May 2025. To board a domestic commercial flight, enter certain federal facilities, or access nuclear power plants, you now need a REAL ID-compliant license or another acceptable federal ID such as a valid passport.4Transportation Security Administration. Do You Need to Replace Your Current License?
No. Your existing license stays legally valid until the expiration date printed on the front, whether it shows the old design or the new one.2Commonwealth of Pennsylvania. At your normal renewal, you’ll receive the new card automatically.
One situation to think about: if you currently hold a standard license and plan to fly domestically or visit federal buildings, you can request a REAL ID upgrade before your renewal date rather than waiting.6Commonwealth of Pennsylvania. How to Get the New Card
Most non-commercial drivers can renew online through PennDOT’s portal, provided the license hasn’t been expired more than six months and the information on file is current. PennDOT sends a renewal invitation roughly three months before the expiration date. You can also renew by mail using Form DL-143 with a check or money order for the applicable fee.8Commonwealth of Pennsylvania. Renew a Driver’s License An in-person visit to any PennDOT Driver License Center is required if you need a new photo, if your information has changed, or if you’re applying for REAL ID for the first time without prior document verification.
Documents for a Standard Renewal
A standard renewal requires proof of identity such as a valid passport or certified birth certificate, your Social Security card, and two separate proofs of Pennsylvania residency showing your name and current street address. Acceptable residency documents include utility bills, tax records, lease agreements, mortgage papers, pay stubs, a PA vehicle registration card, or postmarked mail.9Pennsylvania Department of Transportation. Documents for REAL ID
REAL ID adds federal verification requirements. You’ll need one original or certified document proving identity and lawful U.S. status. Common choices include a certified birth certificate with a raised seal from a government Office of Vital Statistics, a valid U.S. passport, a Certificate of Citizenship, or a Certificate of Naturalization.10Commonwealth of Pennsylvania. Fees
A standard four-year non-commercial license renewal costs $39.50.12Commonwealth of Pennsylvania. Interim Card and Delivery
If you apply in person, you’ll leave the center with an interim license. It looks like the permanent card but shows the word “INTERIM” in red across the front, and it’s valid for 15 days.15Commonwealth of Pennsylvania. Optional Designations
Several optional designations carry over to the new card and can be added during any license transaction at no extra charge for the designation itself.
Veteran Designation
Veterans with a DD-214 or equivalent discharge document under conditions other than dishonorable can add a veteran identifier to the card. Organ Donor Designation
Choosing organ donor status when your photo is taken adds the designation to the card at no cost. The designation carries legal weight in Pennsylvania: if you become an eligible donor, the organ procurement organization checks the state registry, and your enrollment serves as legal authorization to proceed.18Commonwealth of Pennsylvania. Gender Designation
The new card offers three gender marker options: M, F, and X. To change your gender designation, complete Form DL-32 in person at a Driver License Center.
