The biggest recent shift in Texas driver’s license laws is federal REAL ID enforcement, which took effect May 7, 2025 and now blocks standard Texas licenses from boarding domestic flights or entering certain federal buildings. Alongside that federal change, Texas DPS has moved every driver license office to an appointment-only system and tightened documentation for identity and residency. Optional designations for veterans, organ donors, and drivers with communication-related health conditions round out what’s changed for most drivers.
REAL ID Enforcement Since May 7, 2025
Federal agencies including TSA now accept a Texas license at airport security only if it carries the REAL ID compliant marking: a small gold star inside a circle in the upper right corner of the card. The same rule applies at certain federal facilities and nuclear power plants. Without the star, you’ll need another federal ID (a valid passport, for example) to fly domestically.1Transportation Security Administration. REAL ID
Texas began issuing compliant cards on October 10, 2016, so many current licenses already have the star. Check yours. If it’s missing, you can request a compliant duplicate in person at a DPS office or through Texas.gov, and you’ll need documents proving identity, date of birth, Social Security number, lawful status, and primary Texas residence. The DPS website has an interactive tool that generates a customized document checklist based on your situation.2Department of Public Safety. Federal Real ID Act
DPS Offices Are Appointment-Only
Walk-ins are no longer served at Texas driver license offices. If you arrive without an appointment, your only option is a self-service kiosk inside the office that may let you book a same-day slot if any remain, or a future slot at any location.3Department of Public Safety. Driver License Services – Appointments
Appointments can be booked up to six months ahead at txdpsscheduler.com, and a limited pool of same-day slots opens throughout the day at most offices. Arrive no earlier than 30 minutes before your slot. If you’re more than 30 minutes late, DPS cancels the appointment. Once your application is processed and paid for, you’ll leave with a paper temporary license valid for 60 days while your permanent card is mailed.4Department of Public Safety. What to Bring for Identity and Residency
Every in-person applicant has to prove identity and Texas residency. Residency takes two printed documents showing your name and residential address, and at least one must show you’ve lived in Texas for at least 30 days. The 30-day rule is waived if you’re surrendering a valid out-of-state license or applying for a commercial driver license.5Department of Public Safety. Texas Residency Requirement for Driver Licenses and ID Cards
Common acceptable residency documents include a current mortgage statement, deed, or lease; utility bills dated within 180 days; bank or credit card statements dated within 180 days; government correspondence within 180 days; a current homeowner’s, renter’s, or auto insurance policy; a recent W-2, 1099, or 1098; and other Texas-issued items like a voter registration card, vehicle registration, or hunting or fishing license. Electronic statements work as long as you print them before your visit. If you can’t produce two documents, DPS may allow a Texas Residency Affidavit instead.5Department of Public Safety. Fill out application form DL-14A ahead of time. It asks for your full legal name, date of birth, and Social Security number, and DPS verifies the SSN electronically against Social Security Administration records. When You Can Renew Online
Not every renewal requires a trip to DPS. Online renewal is available for Class C, M, or CM licenses and most CDLs (except those with a hazardous materials endorsement), and you must also meet all of these conditions:
- Your license expires within two years or has been expired for less than two years
- You are under 79 years old
- Your vision and health haven’t significantly changed since your last renewal
- Your license is in good standing with no suspensions, revocations, or outstanding warrants
- You are a U.S. citizen with a Social Security number on your DPS record
One key limit: you cannot renew online twice in a row. If your last renewal was online or by mail, the next one has to be in person.7Department of Public Safety. Renew Your Texas DL, CDL, Motorcycle License or ID

Optional Designations on Your License
Communication Impediment
Texas Transportation Code §521.142 lets DPS add a notice to your license indicating a health condition that may affect how you communicate with a peace officer. Qualifying conditions include autism spectrum disorder, deafness or hearing difficulty, PTSD, brain injury, cerebral palsy, stuttering, mutism, Down syndrome, and Parkinson’s disease. To add the designation, bring a written statement from a licensed physician or psychiatrist on DPS Form DL-101 to your appointment along with your standard application materials.9Department of Public Safety. Veteran and Disabled Veteran
Under Texas Transportation Code §521.1235, veterans can add a “VETERAN” designation by requesting it and providing proof of service and honorable discharge. DPS accepts a Department of Veterans Affairs veteran ID card or a Department of Defense ID as sufficient proof. Disabled veterans can also request a disabled veteran designation with branch of service, but must document their disability rating. DPS offers online forms for submitting the request and supporting documents.10State of Texas. Texas Transportation Code 521.1235 – Veteran or Disabled Veteran Designation
Organ Donor
When you apply or renew, DPS asks whether you want to join the Donate Life Texas registry. Selecting yes adds a heart symbol to your card and enrolls you. The registry is managed jointly with DPS, the Texas Department of Motor Vehicles, and Texas Parks & Wildlife. Teens as young as 15 can register when they apply for a learner’s permit.11Texas Department of State Health Services. Glenda Dawson Donate Life – Texas Registry
Occupational Licenses and SR-22
If your license was suspended, revoked, or canceled for reasons other than a physical or mental disability, you may qualify for an occupational driver license (sometimes called an essential need license) that permits driving to work, school, or essential household activities.12State of Texas. Texas Transportation Code 521.242 – Eligibility for Occupational Driver License
You’ll need a court petition, and a judge can restrict when and where you drive. You must also file a Financial Responsibility Insurance Certificate (SR-22) with DPS. An SR-22 isn’t a separate policy; it’s a form your insurer files certifying that you carry at least the minimum required liability coverage. SR-22 coverage is generally required for two years from the date of the triggering conviction.13Department of Public Safety. Occupational Driver License
The occupational license itself costs $10 per year and can be issued for up to two years. You’ll also need to pay all reinstatement fees tied to the original suspension before DPS processes the occupational license; those typically range from $100 to $2,000 depending on the reason for suspension. Violating the court’s restrictions can lead to revocation and additional penalties.8Department of Public Safety. Driver License Fees
CDL Holders: Medical Certificate and Self-Certification
Commercial drivers face an ongoing rule that catches people off guard. If you operate in interstate commerce, you must keep a valid Medical Examiner’s Certificate from a registered medical examiner and submit a copy to DPS. Miss the expiration and your commercial privileges are downgraded automatically.14Federal Motor Carrier Safety Administration. Medical
CDL holders must also self-certify to DPS which category of driving they do: interstate or intrastate, excepted or non-excepted. Driving outside your certified category can trigger suspension or revocation. Drivers with certain physical impairments need a state variance and must carry it while driving.14Federal Motor Carrier Safety Administration. Medical
