Under the new Texas vehicle registration law that took effect January 1, 2025, non-commercial vehicles no longer need an annual safety inspection. Instead, you pay a $7.50 inspection program replacement fee when you renew your registration. Emissions testing still applies in 17 counties, insurance requirements haven’t changed, and the penalties for letting your registration lapse are the same as before.
What Changed on January 1, 2025
House Bill 3297, passed by the 88th Legislature and signed by Governor Abbott in 2023, ended the mandatory annual safety inspection for non-commercial vehicles.1Department of Public Safety. Vehicle Safety Inspection Program Changes Now in Effect The pre-2025 routine of driving to an inspection station once a year to have a technician check your lights, wipers, tires, brakes, and steering before you could renew is gone. You renew directly with the county tax office or through the state’s online channels.
Commercial motor vehicles are not affected. Trucks over 26,000 pounds, vehicles carrying 15 or more passengers, school buses, and vehicles hauling hazardous materials still go through annual inspections under state and federal motor carrier safety rules.2Department of Public Safety. The $7.50 Replacement Fee and What Registration Costs Now
The state kept the revenue and dropped the shop visit. Every non-commercial vehicle now pays a $7.50 inspection program replacement fee at registration, collected by the county tax office and directed to the Texas Mobility Fund.1Department of Public Safety. For a standard passenger vehicle or light truck at or under 6,000 pounds, your renewal bill is built from three pieces:

- A local county fee that varies, typically $10 to $11.50 in most areas and up to $21.50 in counties like Bexar and Cameron3Texas Department of Motor Vehicles. Schedule of Texas Registration Fees
- The $7.50 inspection program replacement fee
Most drivers pay roughly $68 to $84 total, depending on the county. If you’re in an emissions county, add the cost of the emissions test itself, which you pay separately at the testing station.
Emissions Testing Still Applies in 17 Counties
If your vehicle is registered in Brazoria, Collin, Dallas, Denton, Ellis, El Paso, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis, or Williamson County, you still need to pass an annual emissions test before your registration can be renewed.4Department of Public Safety. The test is quick. A technician plugs into your onboard diagnostic system and reads any emissions-related error codes. Nothing else is checked. Several vehicles are exempt even within those counties. Electric-only vehicles don’t need the test.1Department of Public Safety. Vehicle Safety Inspection Program Changes Now in Effect Gasoline-powered vehicles less than two model years old or more than 24 model years old are exempt, and diesel-powered vehicles are exempt in most affected counties.
If you fail, you’re entitled to one free retest after repairs. If you still can’t pass, you may qualify for an individual vehicle waiver through DPS after spending at least $600 on qualifying emissions repairs ($450 in El Paso County).6Legal Information Institute. You Can Still Be Ticketed for Unsafe Equipment
Dropping the annual inspection didn’t loosen the equipment rules. Officers can still stop and cite you for operating a vehicle with defective or missing required equipment, which is a misdemeanor under the Transportation Code. The change is that no one checks proactively anymore. A burned-out tail light that used to get caught at inspection is now your responsibility to find and fix. If you’re cited, courts can dismiss the charge if you repair the problem before your first court appearance and pay a reimbursement fee of up to $10.8State of Texas. Texas Code TRANSP 547.004
Renewal Deadline and Late Penalties
The expiration date on your windshield sticker still governs when you have to renew. You can renew online as early as 90 days before that date. If you miss it, you have five working days to drive legally before you’re exposed to a citation of up to $200.9Texas Department of Motor Vehicles. Register Your Vehicle
A citation for expired registration triggers two additional consequences. You lose the ability to renew online and must visit a county tax office in person, and a 20% registration penalty fee is added to your normal charges.10Texas Department of Motor Vehicles. FAQs Online renewal remains available for up to 12 months after expiration only if you haven’t been cited. Beyond 12 months, you have to go in person regardless.
What to Have Ready Before You Renew
A few items keep the process from stalling:
- Your VIN or license plate number to pull up the vehicle record
- Proof of insurance meeting Texas minimums of 30/60/25 liability coverage, which the county checks electronically against the state database11Texas Department of Insurance. Auto Insurance Guide
- A passing emissions report if your vehicle is registered in one of the 17 emissions counties and isn’t exempt
- Your renewal notice, useful but not required if you have your VIN or plate
How to Renew
Four channels are available:
- The Texas by Texas (TxT) app, which lets you link your vehicle and renew from your phone after setting up an account with your driver license or ID, Social Security number, and a payment method12Texas.gov. Texas by Texas
- The TxDMV website, which accepts renewals starting 90 days before expiration
- Mail, sending your renewal notice and payment to your county tax assessor-collector
- In person at any county tax office, which is required if you’ve been cited or need to handle a title matter at the same time
Allow about three weeks for the new sticker to arrive after you renew online, by app, or by mail.9Texas Department of Motor Vehicles. Register Your Vehicle Keep your receipt in the vehicle in the meantime as proof of valid registration.
If You’re Active-Duty Military Stationed in Texas
Service members stationed in Texas whose legal residence is another state are not required to register their vehicles here. You can keep your home-state registration current instead, or register in Texas if you prefer.13Texas Department of Motor Vehicles.
