New York car tax starts at a 4% state sales tax on the purchase price, but every county and some cities add their own percentage on top, pushing the combined rate to roughly 7% to nearly 9% depending on where you live. On top of that percentage, you pay flat DMV charges for county vehicle use tax, a transportation district surcharge in the downstate region, registration, title, and plates. What you actually owe is the sum of all of those, not just the sticker rate.
Sales Tax Rate by County
The 4% state rate applies to every vehicle purchase, new or used, dealer or private seller.1New York State Senate. New York Code TAX – 1105 – Imposition of Sales Tax Your combined rate depends on the county where you register the vehicle, not where you bought it.
In New York City, the combined rate is 8⅞%. Nassau County is 8⅝%, Suffolk is 8¾%, and Westchester is 8⅜%. Most upstate counties fall between 7% and 8⅜%.2Department of Taxation and Finance. An extra ⅜% Metropolitan Commuter Transportation District (MCTD) sales tax is built into the combined rate if you register in one of the 12 downstate counties: New York City’s five boroughs plus Dutchess, Nassau, Orange, Putnam, Rockland, Suffolk, and Westchester.3New York State Department of Taxation and Finance. Trade-Ins and Family Gifts
A trade-in at a dealership reduces the taxable price dollar for dollar. Buy a $30,000 car and get $8,000 for your trade, and you pay sales tax on $22,000. The dealer must intend to resell the trade-in, and the credit has to apply to the vehicle you are buying.4Department of Taxation and Finance. Vehicles received as a gift from a spouse, parent, child, stepparent, or stepchild are fully exempt from sales tax. You report the transfer on Form DTF-802 and enter zero as the purchase price.5New York State Department of Taxation and Finance. Private Sales and Out-of-State Purchases
For dealer purchases, the dealer collects and remits the sales tax at closing. For private sales, buyer and seller both complete Form DTF-802, and the DMV collects the tax when you register.6New York State Department of Motor Vehicles. Sales Tax Information
Watch the seller’s section of that form. If it’s left blank, the DMV taxes you on fair market value rather than what you actually paid.7New York State Department of Motor Vehicles. Let the Buyer Be Aware On a used car that legitimately sold below book value, the difference can be hundreds of dollars. Have the seller fill it out completely before you walk away. Reporting a false price is a misdemeanor, so the fix is documentation, not fudging the number.
Bought in another state? You owe New York use tax on the full price when you register the car here. You can claim a credit for sales tax already paid to the other state, but only where that state offers reciprocity for New York taxes, and only with proof of payment and no right to a refund elsewhere.8Department of Taxation and Finance. Some states allow reciprocity only against the state-level portion, which can still leave you owing New York’s local share. Flat DMV Charges on Top of Sales Tax

County Vehicle Use Tax and MCTD Fee
- New York City (all five boroughs) and Nassau County: $30 per two-year registration, plus a $50 supplemental MCTD fee.
- Suffolk and Westchester: $30 per two years for vehicles 3,500 lbs. or lighter, $60 for heavier, plus the $50 MCTD fee.
- Dutchess, Orange, Putnam, and Rockland: $10 per two years for vehicles 3,500 lbs. or lighter, $20 for heavier, plus the $50 MCTD fee.
- Most upstate counties: $10 per two years for vehicles 3,500 lbs. or lighter, $20 for heavier. No MCTD fee.

Registration, Title, and Plate Fees
Passenger vehicle registration is priced by curb weight. The two-year fee starts at $26 for vehicles under 1,650 lbs. and rises to $140 for anything over 6,950 lbs. A mid-size sedan around 3,500 lbs. runs about $56.50; a full-size pickup near 5,000 lbs. is roughly $93. A minimum $32.50 registration fee applies to any vehicle with six or more cylinders and to any electric vehicle, even if weight alone would produce a lower figure.9New York State Department of Motor Vehicles. First-time registration also carries a $50 title certificate fee and a $25 plate fee.10New York State Department of Motor Vehicles. Estimate Registration Fees and Taxes For a typical 3,500-lb. car, the non-tax base fees come to about $131.50 before county use tax and the MCTD fee are added.
Dealer Documentation Fee
If a New York dealer handles your registration and title paperwork, the dealer may charge a documentation fee of up to $175 on top of actual DMV fees.7New York State Department of Motor Vehicles. Let the Buyer Be Aware The cap applies when the dealer issues plates or records a lien for you. Not every dealer charges the maximum, and in practice the fee is negotiable, though many treat it as fixed. Look for it as a separate line on the buyer’s order before signing.
Estimating Your Total Before You Go
To calculate what you’ll owe at the DMV window, gather three things: the purchase price (for sales tax), the curb weight (for registration), and your county of residence (for use tax and the MCTD fee). The DMV’s online fee estimator combines them into a single figure.
A Note for EV Buyers
The federal Clean Vehicle Credit under Section 30D was repealed by the One Big Beautiful Bill Act for vehicles acquired after September 30, 2025.11Congress.gov.
