If you own a car in New York City, you pay an 8.875% sales tax on the purchase price, around $80 in city-specific taxes and fees on every two-year registration, and, depending on where and how you drive, a congestion toll to enter lower Manhattan and one of the highest parking taxes in the country. The New York City car tax is really a stack of charges from the state, the city, and the MTA, and the total you owe depends on what you bought, how you got it, and where you keep it.
Sales Tax When You Buy
Every vehicle purchase by an NYC resident triggers an 8.875% combined sales and use tax, whether you buy from a Manhattan dealer or a private seller in New Jersey. The rate is 4% to New York State, 4.5% to the city, and 0.375% to the Metropolitan Commuter Transportation District.1New York City Department of Finance. New York State Sales and Use Tax Tax follows your address, not the sale location. Buy in a lower-rate county and you still owe the full 8.875% when you register at a city address.2New York State Department of Taxation and Finance. Sales Tax Rates, Additional Sales Taxes, and Fees
A dealer trade-in reduces the taxable amount. Buy a $30,000 car and trade in a vehicle for $5,000, and tax applies to the $25,000 difference. That’s $2,218.75 instead of $2,662.50.3New York State Department of Taxation and Finance. How Discounts, Trade-Ins, and Additional Charges Affect Sales Tax
Private Sales
Private sales carry the same 8.875% rate. Buyer and seller both complete Form DTF-802 to certify the actual sale price.4New York State Department of Motor Vehicles. Sales Tax Information If the seller leaves their section blank, the DMV charges tax on the vehicle’s fair market value instead, which almost always runs higher than a negotiated private price.5New York State Department of Motor Vehicles. What You Pay at Registration
On top of the one-time sales tax, two city-specific charges hit every renewal. The first is the NYC vehicle use tax under Administrative Code § 11-2202: $15 per year for passenger vehicles, billed as $30 for the standard two-year registration.6New York State Department of Motor Vehicles. Passenger Vehicle Registration Fees, Use Taxes and Supplemental Fees The statute treats it as a charge for the privilege of keeping and operating a vehicle in the city.7NYC Administrative Code. Chapter 22 – Tax on Owners of Motor Vehicles
The second is the MCTD supplemental registration fee, $25 per year ($50 over two years), established under Vehicle and Traffic Law § 499-a and funding the MTA.6New York State Department of Motor Vehicles. Passenger Vehicle Registration Fees, Use Taxes and Supplemental Fees
Underneath those sits the weight-based state registration fee, which runs from $26 for the lightest cars to $140 for vehicles over 6,950 lbs across a two-year period.6New York State Department of Motor Vehicles. Passenger Vehicle Registration Fees, Use Taxes and Supplemental Fees A typical 3,500-lb sedan pays about $56.50. Add the $30 use tax and $50 MCTD fee, and the two-year renewal bill lands around $136.50. Heavier SUVs and trucks push past $220. The DMV calculates all of it automatically from your address and vehicle data.
If You’re Leasing
Leasing doesn’t let you skip the 8.875% sales tax. New York requires the full tax on a long-term lease to be calculated and collected upfront, not spread across monthly payments. The taxable base is your down payment, every scheduled monthly payment for the full term (including renewal options), acquisition fees, documentation fees, and most other built-in charges.8New York State Department of Taxation and Finance. A Dealers Guide to Sales and Use Taxes on Motor Vehicles and Boats
A few items are taxed only when they come due: excess mileage charges, wear-and-tear fees, and the buyout price if you purchase the car at lease-end. Businesses using a leased vehicle more than 50% for work can elect a calculation that limits the upfront tax to the first 32 months, with tax on remaining payments collected as billed.8New York State Department of Taxation and Finance. Moving to NYC with a Car You Already Own
You have 30 days from becoming a New York resident to register your vehicle here.9New York State Department of Motor Vehicles. Register an Out-of-State Vehicle That registration triggers the 8.875% sales tax on the vehicle’s value, but you can credit sales tax you already paid to the state where you bought the car. File Form DTF-804 with your original out-of-state bill of sale showing the tax paid.4New York State Department of Motor Vehicles. Sales Tax Information
The credit is dollar-for-dollar up to the New York liability. Pay 6% on a $30,000 car ($1,800) in your old state and you owe New York the $862.50 difference. Pay more than 8.875% elsewhere and you owe nothing additional, but New York won’t refund the overage. Active-duty military who paid sales tax in another state during service can claim a full exemption using Form DTF-803 with proof of service.
Family Transfers and Gifts
Transferring a car to a spouse, parent, child, stepparent, or stepchild is fully exempt from New York sales tax, as a gift or a below-market sale. Check the family relationship box on Form DTF-802 and the tax line zeroes out.10New York State Department of Taxation and Finance. Statement of Transaction – Sale or Gift of Motor Vehicle, Trailer, All-Terrain Vehicle (ATV), Vessel (Boat), or Snowmobile Siblings, grandparents, aunts, uncles, and friends do not qualify. Gift a car outside the exempt list and the recipient owes tax on fair market value.
Congestion Pricing for Driving into Manhattan
Since the Congestion Relief Zone launched in 2025, entering Manhattan south of 60th Street triggers a toll that works like a daily driving tax. It runs 24/7 at two rate tiers:
- Peak hours, weekdays 5 AM to 9 PM and weekends 9 AM to 9 PM: $9 for passenger vehicles with E-ZPass, charged once per day.11MTA. About the Congestion Relief Zone Toll
- Overnight, all other hours: $2.25 for passenger vehicles.
- Motorcycles: $4.50 peak, $1.05 overnight.
- Trucks and buses: $14.40 to $21.60 peak and $3.60 to $5.40 overnight, charged per entry rather than once a day.12NYC311. Congestion Pricing Program
Vehicles without E-ZPass pay a “Tolls by Mail” rate up to 50% higher. Entering through the Lincoln, Holland, Queens-Midtown, or Hugh L. Carey tunnels with E-ZPass earns a crossing credit during peak hours ($3 for passenger vehicles) that reduces but does not eliminate the toll.12NYC311. Congestion Pricing Program Staying on the FDR Drive, the West Side Highway, or the Hugh L. Carey Tunnel connector to West Street does not trigger a charge. Exit onto a local street inside the zone and the toll applies.
For a lower Manhattan commuter, this stacks up: five peak trips a week at $9 is roughly $2,340 a year, even with E-ZPass.
Parking Tax
NYC taxes commercial parking, garaging, and vehicle storage separately. The rate outside Manhattan is 10.375% (4% state, 6% city, 0.375% MCTD). In Manhattan, an 8% surtax brings the total to 18.375%.13New York State Department of Taxation and Finance. Parking Services in New York City On a $400 monthly Manhattan garage, that’s $73.50 a month in tax, or $882 a year. Manhattan residents who park at a long-term facility near their home may qualify for a reduction of the 8% surtax, but you have to apply for it.
If You’re Buying an EV
New York offers the Drive Clean Rebate through NYSERDA for new plug-in hybrid and battery electric vehicles bought or leased by state residents. The amount scales with electric range and sticker price:
- 200+ mile range: $2,000
- 40 to 199 mile range: $1,000
- Under 40 mile range: $500
- MSRP above $42,000: capped at $500 regardless of range14NYSERDA. Drive Clean Rebate for Electric Cars Program
New York does not charge an annual EV registration surcharge, so unlike states with $100 to $200 EV fees, you won’t see that line on your renewal bill.
Penalties for Understating the Price
Writing a lower price on the DTF-802 to shrink the sales tax is one of the more common attempts at avoidance, and New York enforces against it. If the Tax Department finds you omitted more than 25% of the tax owed, the civil penalty is 10% of the unreported amount.15New York State Department of Taxation and Finance. Sales and Use Tax Penalties
Fraud is far worse. Intentionally filing a false purchase price carries a penalty of twice the unpaid tax plus interest at the greater of 14.5% or the rate set by the Tax Commissioner. A fraudulent DTF-802 also triggers a $500-per-document penalty, and willful false filing is a criminal offense that can bring fines and jail time.15New York State Department of Taxation and Finance. Sales and Use Tax Penalties The paper gap between what you paid and what a comparable vehicle sells for is exactly the kind of thing the Tax Department audits.
