New York Non-Driver ID: Documents, Fees, and Renewal

A New York non-driver ID is a state-issued photo identification card for residents who do not hold a driver’s license, available through the Department of Motor Vehicles in three versions — Standard, REAL ID, and Enhanced — with fees starting at $9.50 for a four-year card.¹ There is no age minimum, so a parent can get one for a child, and residents 62 or older pay reduced fees or nothing at all.²

Which Version Should You Get

The three cards look similar but carry different privileges at airport security and international borders.

A Standard ID works as general photo identification for everyday tasks like opening a bank account, picking up prescriptions, or proving your age. It does not meet federal REAL ID requirements, so it will not get you through a TSA checkpoint for a domestic flight. You can get a Standard ID without proving lawful immigration status, under the state’s Driver’s License Access and Privacy Act.³⁴

A REAL ID meets the federal standards set by the Department of Homeland Security and is marked with a star in the upper-right corner. You need this version (or a passport) to board a domestic flight or enter a federal building. Federal enforcement of REAL ID at TSA checkpoints and certain federal facilities began on May 7, 2025.⁵ The fee is the same as a Standard ID, so if you can supply the paperwork, this is usually the smarter choice.¹

An Enhanced ID is available only to U.S. citizens. It satisfies REAL ID requirements and doubles as a passport alternative for land and sea travel to Canada, Mexico, and some Caribbean nations. Enhanced cards cost roughly $30 more than the Standard or REAL ID versions.³

If you fly domestically but only have a Standard ID and no passport, TSA offers a fallback called ConfirmID: a $45 online fee, a printed receipt valid for 10 days from your travel date, and an attempt at electronic identity verification at the checkpoint. There is no guarantee it works, and if it doesn’t, you miss your flight.⁶ Paying that fee once or twice costs more than the upgrade itself.

Documents You Need

The DMV uses a point-based system to verify identity. You need to bring documents totaling at least six points that prove your full legal name and date of birth. A U.S. passport or birth certificate carries most or all of the points on its own; secondary documents like a Social Security card, health insurance card, or school transcript fill in the rest. Proof of Residency

For a REAL ID or Enhanced card, you must bring two separate documents showing your current New York address. Utility bills, bank statements, pay stubs, and property tax records all qualify. The address must be pre-printed on the document, handwritten additions do not count, and P.O. boxes are not accepted. Electronic statements work if you print them out first.⁸ A Standard ID requires only one proof of residency.

Social Security Number

For a REAL ID or Enhanced card, bring your Social Security card or a letter from the Social Security Administration issued within the past 30 days confirming you are ineligible for a number.⁹ For a Standard ID under the Green Light Law, if you have never been issued a Social Security number, you sign an affidavit at the office instead.⁴

The MV-44 Application

Every applicant fills out Form MV-44, the standard application for permits, licenses, and non-driver IDs.¹⁰ It asks for height, eye color, and your chosen sex designation (M, F, or X, with no additional documentation required for any choice).² Make sure the name on your MV-44 exactly matches your supporting documents. A missing middle name or a hyphen can send you home for more paperwork.

Applying at a DMV Office

You have to apply in person. The DMV strongly encourages an online reservation through its scheduling portal, and at busy offices only visitors with a reservation may be allowed in.¹¹ Walk-ins are possible at some locations, but treating the reservation as mandatory will spare you a wasted trip.

At the counter, a representative reviews your documents, takes your digital photo, and captures your signature electronically. For a minor, a parent or guardian must be present, sign in front of the representative, and bring their own six points of identity proof.¹² Cards issued to anyone under 21 are printed with “UNDER 21 YEARS OF AGE” in a distinctive format.²

Fees

Cost depends on card type, term length, and age. Standard and REAL ID cards cost the same. The exact fee shifts slightly depending on how close you are to your next birthday.

Standard or REAL ID, 4-year: $9.50 to $10.00
Standard or REAL ID, 8-year: $13.50 to $14.00
Enhanced ID, 4-year: $39.50 to $40.00
Enhanced ID, 8-year: $43.50 to $44.00
Age 62 or older: $6.00 to $6.50 for a card valid 8 to 10 years
Age 62 and older receiving SSI: no fee
Receiving public assistance (any age): no fee

The no-fee provision covers recipients of public assistance, Supplemental Nutrition Assistance Program benefits, and Medicaid, along with seniors on SSI.² If you qualify, bring documentation of your benefit status. The DMV accepts credit and debit cards, personal checks, and money orders payable to the Commissioner of Motor Vehicles.

After You Apply

You will not walk out with the finished plastic card. The representative gives you a temporary paper document you can download and print as a PDF.¹³ It is valid for 60 days and serves as proof of identity while the permanent card is manufactured and mailed.

Allow up to three weeks for the card to arrive.¹⁴ Track production and shipping online using the DMV’s mailing status tool. If three weeks pass and nothing arrives, contact the DMV rather than waiting longer.

Renewing Your Card

You can renew starting one year before your card expires and up to two years after. If it has been expired more than two years, you cannot renew and must apply from scratch.¹⁵

If you already have a REAL ID or Enhanced card and want to keep the same type, you can renew online or by mail without visiting an office. Exception: if your photo on file is more than 16 years old, the DMV requires a new picture in person. If you have a Standard ID and want to upgrade to REAL ID or Enhanced, that upgrade must happen in person so the DMV can verify the additional documents.¹⁵ Renewal fees match initial application fees. Online renewals produce a temporary document valid for 60 days that you can print right away.

Replacing a Lost or Damaged Card

If your card is lost, stolen, or damaged, request a replacement through the DMV. Replacements are only available for cards that have not expired; if yours is past expiration, you renew instead.¹⁶ Replacement fees follow the same schedule as new cards. File a police report if the card was stolen, especially if you suspect identity theft.

Changing Your Address

When you move within New York, you have 10 days to update your address with the DMV.¹⁷ You can do this online, and the DMV will mail a new card with the updated address. An address change submitted to the DMV also counts as a change-of-address notification for voter registration, so your voter record stays current automatically.¹⁸

Voter Registration, Organ Donation, and Veteran Status

When you apply for or renew a non-driver ID, the DMV automatically registers you to vote unless you opt out.¹⁹ If you are not a U.S. citizen, do not complete the voter registration portion. Registering to vote when ineligible carries serious legal consequences.

The MV-44 also includes a section to register as an organ, eye, and tissue donor. You can enroll during your initial application, a renewal, or a replacement, and update it at any future visit.²⁰

If you served in the U.S. armed forces, you can request a veteran notation on the card. The DMV provides space on the application for the request.² Bring your DD-214 or other discharge documentation. The notation makes veteran discounts and services easier to access without a separate military ID.
