The New York pre-licensing course is a five-hour class on traffic safety, driver behavior, and the effects of alcohol and drugs that every new driver must complete before scheduling a road test. You take it at a driving school licensed by the New York State Department of Motor Vehicles, either in a classroom or through an approved online platform, and you finish with a Pre-Licensing Course Completion Certificate (form MV-278) that you bring with you on test day.1New York State Department of Motor Vehicles. Complete Pre-Licensing Requirements
You need a valid New York learner permit before you take the course, and you need the MV-278 (or its equivalent from a high school or college program) before the DMV will let you book a road test.
Who Has to Take the Five-Hour Course
Nearly every new New York driver does. The one common exception: if you completed an approved 48-hour Driver Education Program through a high school or college, you receive a Student Certificate of Completion (form MV-285) instead and do not need the separate five-hour class.1New York State Department of Motor Vehicles. Complete Pre-Licensing Requirements Those longer programs cover the same safety material in greater depth and include supervised behind-the-wheel training.
Everyone else goes through a licensed driving school. The DMV regulates these schools under Vehicle and Traffic Law ยง 394 and Title 15 of the New York Codes, Rules and Regulations, which is why the course content and the certificate look the same no matter where you take it.
What the Course Covers
The curriculum is set by the DMV and runs about five hours. Instructors must use DMV-approved materials, and the content centers on four areas:
- Driving within the highway transportation system: rules of the road, right-of-way, signaling, lane usage, and common road configurations.
- Driver habits and skills: defensive driving, hazard anticipation, and the mechanics of operating a vehicle safely in varied traffic.
- Feelings, attitudes, and risk-taking: how emotions, fatigue, and overconfidence affect decisions behind the wheel.
- Alcohol, other drugs, and driving: how impairment affects performance and judgment, and the legal consequences of impaired driving.
There is no written test at the end. The point of the five hours is to get the safety material in front of you before you take your road test, not to grade you on it.
Classroom or Online
You can take the course in a traditional classroom at a licensed school or through an approved Distance Learning Pre-Licensing Course online. Both deliver the same curriculum and produce the same MV-278.
Online providers have to build in identity checks to confirm that the enrolled student is actually the person sitting through the session. Approved platforms do this with security questions at random intervals, and they prevent you from skipping sections or fast-forwarding past required instructional time. If a site advertises a shortcut around the five hours, it is not a legitimate New York provider.
Classroom courses have to be held in a space that meets the DMV’s facility standards for driving schools. In practical terms for you as a student, that means a real commercial office or classroom, not a hotel room, bar, garage, or trailer, all of which the regulations specifically prohibit as school locations.2New York State Department of Motor Vehicles. Your Completion Certificate and Its Shelf Life
When you finish, the school issues you the MV-278.3New York State Department of Motor Vehicles. Order Pre-Licensing Course Completion Certificates MV-278 Treat it carefully. The DMV only accepts the original, unexpired certificate on road test day. Copies are not accepted.
The certificate is valid for one year from the date it is issued. If you do not pass a road test within that year, the certificate expires and you have to take the five-hour course again. If you tend to procrastinate on scheduling, keep the one-year window in mind before you sign up.
Students who went through the high school or college program bring the MV-285 instead, and the same rule about originals applies.
Scheduling and Taking the Road Test
Once you have the MV-278, you can book a road test. To schedule, you need a valid New York learner permit and the original certificate. If you are under 18, you also have to wait at least six months from the date your learner permit was issued before you can take the test.4New York State Department of Motor Vehicles. Schedule and Take a Road Test
On test day, arrive at least 15 minutes early and bring:
- Your physical photo learner permit.
- Corrective lenses if your permit requires them.
- The original MV-278 (or MV-285).
- A completed Certification of Supervised Driving (form MV-262), signed by a parent or guardian. You need this signed each time you take the road test.
- An accompanying licensed driver. If you drove to the test site, that person must be over 21.
- A vehicle that is properly registered, insured, inspected, and in clean working condition.
No passengers other than the accompanying driver are allowed in the car during the test.
Choosing a Legitimate Driving School
Any school you consider should hold a current license from the Commissioner of Motor Vehicles. A few signals from the DMV’s own rules can help you tell a legitimate school from one worth avoiding.
No school is allowed to promise, guarantee, or imply that you will receive a driver license. Signs or ads along the lines of “License Secured Here” are flatly prohibited.5New York State Department of Motor Vehicles. Part 76 Commissioners Regulations Drivers School – Section 76.21 A school may truthfully state that it is licensed by the State of New York, but it cannot advertise in ways that suggest it is an agent or employee of the DMV. If a school is leaning on either of those tactics, that is a problem.
On the school’s own premises, the fee schedule it filed with the Commissioner must be posted conspicuously, along with a sign reading “Applicant must be given a receipt for all payments.”5New York State Department of Motor Vehicles. Part 76 Commissioners Regulations Drivers School – Section 76.21 You are entitled to a receipt for whatever you pay, and prices should match what is posted. Ask for the receipt, keep it, and keep the MV-278 somewhere safe until your road test.
If you take behind-the-wheel lessons from the same school, the instruction car has to carry “STUDENT DRIVER” signs visible from the front and rear and be equipped with dual controls so the instructor can intervene.6New York State eRulemaking. 15 NYCRR 2.2 – Instruction Vehicles A car missing either is not a lawful instruction vehicle in New York.
