Who Can Take It and How Often
Any driver with a valid New York license can enroll. You don’t need points on your record, and many people sign up purely for the insurance savings. The program does limit how often each benefit resets:

What the Four-Point Reduction Actually Does
This is the part most drivers get wrong. Finishing PIRP does not erase tickets, delete convictions, or remove points from your driving record. Your violations stay there. What changes is the math the DMV uses: when it adds up points from the past 18 months to see whether you’ve crossed the 11-point suspension threshold, it subtracts up to four for your completed course.2New York State Department of Motor Vehicles. A driver with 10 recent points who completes PIRP has a calculated total of six for suspension purposes, which keeps the license active. An insurance company or employer pulling the abstract still sees every ticket.
What PIRP Will Not Do
The program has firm limits. The four-point reduction will not:
- Prevent a mandatory suspension or revocation for DWI, DWAI, or three speeding convictions within 18 months.
- Reverse a suspension or revocation that has already taken effect.
- Cancel a scheduled DMV violation hearing.

One more boundary catches people: the Driver Responsibility Assessment. If you hit six or more points in 18 months, you owe a separate annual fee to the DMV for three years. How the 10% Insurance Discount Works

Submit Your Certificate Within 90 Days
The DMV does not notify your insurer. You have to send the completion certificate yourself. If you deliver it within 90 days of finishing, the discount starts from your completion date. Wait longer, and the insurer can start the discount from the date it actually receives the certificate, costing you weeks or months of savings.3New York State Senate. Watch Out Near Your Renewal Date
If you complete the course within 45 days before your policy renews, the insurer may hold the discount until the new policy period starts, then run it for the full three years from that renewal date.3New York State Senate. Keep the certificate. If you switch insurers during the three-year window, your new carrier needs its own copy to continue the discount.
Classroom or Online

The internet version (IPIRP) lets you work at your own pace across multiple sittings.

A typo can prevent the provider from matching your completion to your DMV record, which delays both the point reduction and the insurance discount.
After You Finish
Two separate processes handle your two benefits, and they run on different timelines.
