A 100% VA service-connected disability rating unlocks the top tier of New York state benefits for 100% disabled veterans: a property tax exemption that can wipe out up to 75% of your primary residence’s assessed value, $5 hunting and fishing licenses (with additional license types free the same year), a free lifetime pass to state parks, the largest civil service exam credit New York offers, and tuition help for both you and your children. A few programs people expect to apply, such as the vehicle registration fee waiver, actually don’t — the rating alone isn’t the qualifier. What follows is what the 100% rating gets you, what it doesn’t, and how to claim each benefit.
Property Tax Exemption on Your Home
The Alternative Veterans’ Exemption under Real Property Tax Law § 458-a is the benefit with the biggest dollar impact. It reduces the taxable assessed value of your primary residence in three stacking tiers, and a 100% rating maxes out the largest tier.1Department of Taxation and Finance. - Wartime service: 15% reduction, base cap $12,000.
- Combat zone service: an additional 10%, base cap $8,000.
- Disability: half your VA rating as a percentage reduction, base cap $40,000. At 100%, that’s a 50% reduction on this tier.
Add them together and a wartime combat veteran with a 100% rating can receive a combined 75% reduction in assessed value on the home they own and occupy.2New York State Senate. New York Code RPT 458-A – Veterans; Alternative Exemption What that translates to in actual dollars depends on the assessed value of your property and on your local jurisdiction. Towns, counties, and school districts each decide independently whether to offer the exemption and may raise the caps above the state base amounts. The same veteran can see very different savings depending on where the property sits.
The exemption applies only to a primary residence you own. Absence for medical care or institutionalization does not disqualify you. Co-op apartments count; the benefit flows through the co-op’s tax assessment rather than a direct tax bill, and in New York City the co-op filing deadline is March 15 for the benefit to take effect that July.
If the Veteran Dies
An unremarried surviving spouse can keep the exemption. Under § 458-a the spouse is a “qualified owner,” so the same reduction carries forward as long as they remain unmarried and continue to own and occupy the home.2New York State Senate. How to File
You apply through your local municipal assessor’s office using Form RP-458-a. You’ll need your DD-214 and a current VA letter confirming the 100% rating. In most New York municipalities the form must reach the assessor before the Taxable Status Date of March 1. Once approved, the exemption renews automatically each year until something changes, such as a sale or a change in disability status. Miss March 1 and you wait a full year for the exemption to appear on your bill.
Hunting, Fishing, and Trapping Licenses
Any New York resident veteran with a service-connected disability of 40% or greater qualifies for reduced-fee sporting licenses through the Department of Environmental Conservation, so a 100% rating automatically clears the bar. The first hunting, fishing, or trapping license you buy in a calendar year costs $5. Bowhunting and muzzleloading privileges come free with a base hunting license, and you get preference on Deer Management Permit selection. Safety training and season rules still apply the same way they do for any other licensed hunter or angler. Bring current VA proof of disability each year.
Lifetime Liberty Pass for State Parks
The Lifetime Liberty Pass gets you free vehicle entry to most state-operated parks, DEC day-use areas, boat launch sites, historic sites, arboretums, and park preserves. This one isn’t limited to 100% rated veterans — any honorably discharged New York veteran qualifies under the Veterans’ Services Law.4NYS Parks, Recreation & Historic Preservation. The pass also covers greens fees at state-operated golf courses and entry at state park swimming pools. Camping and cabins at most state park and DEC campgrounds come at a discount rather than free. You have to be in the vehicle when the pass is used, but the free entry covers everyone in it. Once issued, the pass never expires. Gold Star parents, spouses, and children also qualify. Vehicle Registration and Thruway Tolls
This is where expectations often outrun the law. A 100% VA disability rating by itself does not waive your New York vehicle registration or plate fees. The fee-exempt registration is limited to veterans who received a specially adapted vehicle through the federal program under Title 38, Chapter 39 of the U.S. Code, and to holders of Congressional Medal of Honor or Former Prisoner of War custom plates.6New York State Department of Veterans’ Services. If you do hold a fee-exempt registration, you can enroll in the Thruway Authority’s Disabled Veterans E-ZPass Non-Revenue Program for free, unlimited travel on the Thruway system. The Thruway Authority looks only at whether your DMV registration is fee-exempt; percent-disabled designations and specialty plates do not qualify on their own. Any veteran can request disabled veteran license plates through the DMV. They serve as a visible identifier and may help with parking under local rules, but the plates themselves do not waive registration fees.
Civil Service Hiring Preference
Disabled veterans get the largest exam credits available in New York’s civil service system: 10 additional points added to your final earned rating on an original appointment exam, and 5 additional points on a promotion exam. Section 55-c is a separate track that authorizes up to 500 state positions to be filled by wartime veterans with disabilities without a written civil service exam. Purple Heart recipients and veterans with a VA rating of at least 10% are automatically eligible, so a 100% rated wartime veteran qualifies. Tuition Help for You and Your Children
The Veterans Tuition Award covers undergraduate or graduate study at a New York institution up to the average SUNY undergraduate tuition rate of $7,070 or actual tuition, whichever is less. Eligibility is based on service, not rating: at least four years of active duty, or combat service in Vietnam, the Persian Gulf, or Afghanistan. Part-time awards are prorated. If you’re using the Post-9/11 GI Bill and Yellow Ribbon Program, those apply first, and combined tuition benefits can’t exceed your actual tuition.10Higher Education Services Corporation. Your children can receive the Regents Award for Children of Deceased and Disabled Veterans, worth $450 per year toward an undergraduate degree at an approved New York school. The disability threshold for this award is 40%, so a 100% rating clears it. The veteran parent must be a current New York resident (or have been at the time of death), and the student must maintain good academic standing while attending full- or part-time.11Higher Education Services Corporation. Blind Annuity
If you’re legally blind, New York pays a Blind Annuity of $141.33 per month at the most recent published rate. Legal blindness means 20/200 in the better eye with best correction, or a visual field limited to 20 degrees. The blindness does not have to be service-connected, so a 100% rated veteran who develops qualifying vision loss for any reason can apply. Documents You’ll Need for Everything
Almost every benefit above asks for the same two documents: your DD-214 (Certificate of Release or Discharge from Active Duty) and a current VA Summary of Benefits letter showing your 100% service-connected rating. Keep both somewhere you can find them fast. The VA letter is what unlocks the maximum disability tier of the property tax exemption and confirms your eligibility everywhere else. The property tax filing deadline of March 1 (March 15 for New York City co-ops) is the one to circle on the calendar — the other benefits are either year-round or one-time applications with no annual filing window.
