Niagara County Property Tax: Bills, Deadlines, and Exemptions

Niagara County property tax bills combine three layers of rates — county, town or city, and school district — each applied per $1,000 of your property’s assessed value. For 2025, the county portion alone ran about $15.11 per $1,000, before town and school levies are added on top. When you pay, and how much you can shave off through exemptions, depends on where in the county you live and what you do before March 1 of the prior year.

How Your Bill Is Calculated

Your local assessor sets the market value of your parcel. Each taxing body then sets its own rate. It totals the revenue it needs, divides by the total taxable value in its jurisdiction, and expresses the result per $1,000 of assessed value. School district budgets are voted on in May; county and town budgets are finalized in late fall. Two houses across the street from each other can carry different bills if they sit in different school districts or towns.

Payment Deadlines

County and town bills go out January 1 each year, but the penalty-free due date depends on your municipality.3Niagara County, NY. Assessment Calendar

  • Towns: due January 31 without penalty; local collectors accept payment through March 31.
  • City of North Tonawanda: due March 1 without penalty; collected February 1 through May 31.
  • City of Niagara Falls: due March 15 without penalty; collected February 15 through April 30.
  • City of Lockport: due March 31 without penalty; collected March 1 through June 15.

School tax bills are separate. Most go out around September 1, but Niagara Falls school bills are typically mailed in the third week of July, and each district sets its own due date.3Niagara County, NY. If your mortgage servicer pays through escrow, confirm the payment cleared before the deadline. Penalties fall on the owner regardless of who was supposed to send the check.

What Happens If You Don’t Pay

Once the local collection window closes, unpaid taxes go to the Niagara County Treasurer’s Office. In the towns, that transfer happens April 1.4BAS Internet Tax. If the balance stays unpaid, the county starts an in rem foreclosure under Article 11 of the Real Property Tax Law.6Justia. New York Real Property Tax Law Article 11 – Procedures for Enforcement of Collection of Delinquent Taxes Owners have a redemption period of two years after the lien date to pay everything owed, including accumulated interest and charges. If the redemption period expires, the county can take title and sell the property. After the U.S. Supreme Court’s 2023 decision in Tyler v. Hennepin County, which held that keeping surplus sale proceeds violates the Fifth Amendment’s Takings Clause, New York law now lets former owners claim any surplus above what was owed. Claims are filed with the court, and the proceeding stays open for at least three years after the sale is confirmed.8New York State Senate. Exemptions That Lower Your Bill

Several programs can cut your Niagara County bill meaningfully. Every exemption application has to be filed with your local assessor by March 1, the taxable status date, to take effect on the following year’s roll.9New York State Department of Taxation and Finance. STAR and Enhanced STAR

The School Tax Relief program reduces school taxes on primary residences. Basic STAR is open to any owner-occupied primary residence regardless of income. Enhanced STAR is for homeowners 65 or older with income of $110,750 or less for the 2026–2027 school year, calculated as adjusted gross income minus the taxable portion of IRA distributions on the 2024 return.10Department of Taxation and Finance. One rule catches many new owners. If you bought your home after 2015, you cannot receive STAR as a reduction on the tax bill itself. You must register with the New York State Tax Department, and the benefit arrives as a check.11Department of Taxation and Finance. Types of STAR Owners who were already receiving the STAR exemption before 2015 can keep it as a line-item reduction on their school bill.

Veterans Exemption

Veterans can apply for the Alternative Veterans Exemption using Form RP-458-a, with proof of honorable discharge attached — typically a DD-214, or a letter from the New York State Department of Veterans’ Services confirming eligibility under the Restoration of Honor Act.12Department of Taxation and Finance. Senior Citizens Exemption

Owners 65 or older with limited income may qualify separately under RPTL Section 467. The base exemption reduces assessed value by 50%, and sliding-scale increases are available at the local government’s option. Each municipality sets its own income ceiling, which can range from $3,000 to $50,000 depending on the local law adopted.13New York State Senate. Agricultural Assessment

Farmland may qualify for an agricultural assessment, which values eligible land based on productivity rather than market value. The operation generally needs at least seven acres and average annual gross sales of $10,000 or more over the preceding two years. Smaller operations under seven acres can qualify with average annual sales of $50,000 or more.14New York State Department of Taxation and Finance. Any assessed value above the agricultural assessment is exempt from tax.

Challenging Your Assessment

If you believe your property is assessed above its actual market value, start informally. Talk to your local assessor after the tentative roll is filed on May 1 and before Grievance Day.

Board of Assessment Review

If that conversation goes nowhere, you can formally contest on Grievance Day, which in Niagara County falls on the fourth Tuesday of May for most towns, though some use alternate dates.3Niagara County, NY. Bring comparable sales, a recent appraisal, or other evidence that the assessed value is too high.

Small Claims Assessment Review

If the Board of Assessment Review rules against you, owner-occupied properties can take the dispute to court through Small Claims Assessment Review. The filing fee is $30, and the petition must be filed within 30 days after the final assessment roll is completed and filed.15New York State Senate. Looking Up a Parcel or Getting an Official Receipt

Niagara County runs an online assessment portal where you can search any parcel by owner name, street address, or parcel ID. The system shows assessment data, property inventory, and comparable sales.17Niagara County.
