New Jersey offers two entry-level teaching credentials, and the NJ Certificate of Eligibility requirements you need to meet depend on which one fits your background. The Certificate of Eligibility (CE) is the alternate route for people who hold a relevant degree but never completed a formal teacher preparation program. The Certificate of Eligibility with Advanced Standing (CEAS) is the traditional route for graduates of a state-approved educator preparation program. Both credentials authorize you to seek a teaching job in New Jersey public schools, and both share a common core of academic, testing, and background-check requirements.
Academic and GPA Requirements
For a CE, you need a bachelor’s degree from a regionally accredited college or university, a cumulative GPA of at least 3.0 on a 4.0 scale, and at least 30 semester-hour credits in a subject area matching the endorsement you want. Some broad endorsements set a higher credit floor. For a CEAS, you must complete a state-approved educator preparation program that includes supervised clinical practice, commonly called student teaching. There is one GPA exception, and it applies to both routes. If your cumulative GPA is between 2.75 and 2.99, you can still qualify by scoring at least 10 percent above the passing threshold on the Praxis Subject Test for your endorsement.3Legal Information Institute. Testing Requirements
Basic Skills

Qualifying SAT, ACT, or GRE scores can exempt you from the Praxis Core. The thresholds change periodically, so check the Department of Education’s basic skills page for current numbers before assuming you’re covered.
Subject-Matter Test
You also need to pass the Praxis Subject Test for your specific endorsement. Requirements vary widely: elementary education (K–6) requires four separate subtests, while endorsements in art, music, or science each require their own content-knowledge exam.5New Jersey Department of Education. Physiology and Hygiene
New Jersey requires all educators to satisfy a physiology and hygiene requirement. In-state candidates usually meet this through a college biology, health, or nutrition course on their transcript. Out-of-state candidates without such coursework can satisfy it through basic military training or by completing an online test administered by the NJDOE. If Your Degree Is From Outside the United States
The NJDOE cannot evaluate foreign transcripts directly. You must obtain a credential evaluation from an agency recognized by the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE). Criminal History Check and Fingerprinting
Every prospective educator must complete a criminal history record check before any New Jersey school district can hire them. Start this early. The process runs through the NJDOE Office of Student Protection website: pay a $10 administrative fee plus a small service charge by credit card, then schedule fingerprinting through Idemia, the state’s contracted vendor. Certain convictions permanently disqualify you from working in New Jersey schools. The list includes any first- or second-degree crime, offenses against children, drug manufacturing or distribution offenses, and crimes involving force or threats such as robbery, aggravated assault, kidnapping, arson, and stalking. It also covers specific offenses like burglary, terroristic threats, criminal restraint, and bias intimidation.10Justia. Documents to Gather Before You Apply
Tracking down missing documents mid-application is the most common reason files stall. Have everything ready as digital PDFs before you log into the portal.
- Official transcripts from every college or university you attended, showing degree conferral, credit totals, and GPA.
- A signed and notarized Oath of Allegiance, available on the NJDOE website. The name must match your legal identification exactly.
- Praxis Core score report or documentation of qualifying SAT, ACT, or GRE scores.
- Praxis Subject Test scores for your endorsement.
- VOPC form, if you are applying for a CEAS.
- Foreign credential evaluation, if applicable, from a NACES or AICE member agency.
Scanned copies of notarized documents are accepted for upload.
Applying Through NJEdCert
All certification applications go through NJEdCert, the NJDOE’s online licensing portal. Create an individual account, select the exact instructional endorsement you’re seeking, and upload your documents. A non-refundable application fee, typically around $190 for an initial certificate, must be paid by credit card or electronic check before your file enters the review queue.
Once submitted, your application moves to the Office of Certification and Induction for manual review. The portal dashboard flags missing items. The Limited CE and CEAS Pilot
New Jersey currently runs a pilot that lets approved districts hire candidates who don’t yet meet every standard CE or CEAS requirement. The NJDOE issues a Limited CE or Limited CEAS that waives specific prerequisites, and Limited certificate holders cannot exceed 10 percent of a district’s total teacher population.12New Jersey Department of Education. The pilot expires on September 1, 2027, and all Limited CEs and CEASs issued under it expire on November 1, 2027. If you do not obtain your provisional certificate by that date, the Limited credential becomes invalid and you would need to apply for a standard CE or CEAS meeting all regular requirements. If you secure a provisional certificate before the pilot ends, it is a regular provisional certificate, and you continue through the standard process to earn your permanent license.13New Jersey Department of Education. What Happens After You Get the Certificate
The CE or CEAS is not a license to teach on its own. It is permission to be hired. Once a district employs you, it must register you in the Provisional Teacher Process within 60 days of your start date, and the effective date of your provisional certificate is your first day in a certified position.14Legal Information Institute. CE holders face an added obligation that CEAS holders do not: completing a Department-approved CE Educator Preparation Program during the provisional period. To convert your provisional certificate into a standard permanent certificate, you need to finish the 30 weeks of mentoring and have your district enter at least two summative evaluation ratings of “effective” or “highly effective” into NJEdCert, one per year. New Jersey waives the initial certification application fee for U.S. military veterans and their spouses, limited to one endorsement.
