NJ Passenger Endorsement: Eligibility, Testing, and Costs

To get a New Jersey passenger endorsement on your commercial driver license, you need to be at least 21, hold a valid driver’s license for three years, pass a federal medical exam, clear a fingerprint background check, and pass both a written knowledge test and a road skills test at the Motor Vehicle Commission. The endorsement, labeled “P,” is required to operate any vehicle designed to carry 16 or more people including the driver, regardless of how many passengers are actually on board or how much the vehicle weighs.

Who Needs the P Endorsement

The 16-passenger rule counts the driver’s seat. A van rated for 15 passengers plus a driver puts you over the line. A 25-seat shuttle that weighs well under 26,001 pounds still requires the endorsement because the trigger is the vehicle’s passenger rating, not its weight. An empty shuttle on a dead-head run still requires it. Heavy trucks that only seat two don’t need a P at all; they fall under different CDL rules based on weight.

Baseline Eligibility

Before you spend money on tests, confirm you meet the gates in N.J.A.C. 13:21-14.5:1New Jersey Administrative Code. New Jersey Code 13:21-14.5 – Passenger Endorsement Regulations

  • At least 21 years old.
  • At least three years holding a valid driver’s license.
  • A valid New Jersey license, either a standard Class D or an existing CDL.
  • Physically fit under the medical standards described below.
  • A driving and criminal history free of the disqualifying offenses listed further down.

The three-year experience requirement is longer than what some other endorsements demand, because of the added responsibility of carrying passengers.

Medical Exam and Self-Certification

Every CDL holder in non-excepted commerce must carry a current Medical Examiner’s Certificate. The exam has to be done by a provider on the FMCSA’s National Registry of Certified Medical Examiners, not just any physician.2eCFR. 49 CFR 391.43 – Medical Examination; Certificate of Physical Examination The examiner checks vision, hearing, blood pressure, and overall physical condition, and if you pass, completes Form MCSA-5876.3Federal Motor Carrier Safety Administration. Medical Examiners Certificate (MEC), Form MCSA-5876

In New Jersey, the examiner transmits your results electronically through the National Registry to the MVC, so you don’t need to deliver a paper copy to the agency.4New Jersey Motor Vehicle Commission. CDL Self-Certification and Medical Examiner Certificate You still have to keep the certificate (original or copy) on you while driving commercially.5eCFR. 49 CFR 391.41 – Physical Qualifications for Drivers

Separately, you have to file a CDL Holder Self-Certification form with the MVC declaring which of four categories of commerce you operate in: non-excepted interstate, excepted interstate, non-excepted intrastate, or excepted intrastate. Most passenger drivers working in transit fall under non-excepted interstate. Filing the wrong category, or not filing at all, can get your CDL downgraded to a standard license.4New Jersey Motor Vehicle Commission. CDL Self-Certification and Medical Examiner Certificate

Fingerprint Background Check

New Jersey requires every passenger endorsement applicant to be fingerprinted. The state’s authorized vendor is IdentoGO, and you schedule the appointment through their enrollment website.6New Jersey Motor Vehicle Commission. Passenger and School Bus Fingerprinting Information and Application Your prints are exchanged with the FBI, the New Jersey State Police, and the TSA to check for disqualifying criminal history.7New Jersey Legislature. New Jersey Assembly No. 2425

Book this early. Results can take several weeks, and the MVC will not issue your endorsement until the clearance comes back. IdentoGO takes credit cards, checks, and money orders at the time of fingerprinting, but not cash. If you’ve already completed an FBI or TSA fingerprint-based check within the previous 12 months, you may be able to submit that documentation instead of repeating the process.

What Can Disqualify You

The MVC can deny, suspend, or revoke a passenger endorsement based on your driving record or criminal history, and the standard is stricter than for a plain CDL because passengers’ lives are at stake. Under N.J.A.C. 13:21-14.5, the following are disqualifying:1New Jersey Administrative Code. New Jersey Code 13:21-14.5 – Passenger Endorsement Regulations

  • Any revocation or suspension for driving under the influence of alcohol, narcotics, or habit-forming drugs, or for driving while impaired.
  • A hit-and-run where someone was injured or killed.
  • Twelve or more points on your current driving record.
  • Three or more motor vehicle accidents in the year before you apply.
  • Convictions involving controlled dangerous substances.
  • Violent crimes such as armed robbery, assault, or arson.
  • Convictions for sexual assault or related offenses.
  • Misstatements of fact or withheld material information on the application.

The regulation also includes a catch-all for conduct “indicative of bad moral character.” Even without a conviction, the MVC Chief Administrator can refuse the endorsement if an arrest, charge, or indictment suggests you’d be a danger to passengers. Once you hold the endorsement, you have 14 days to notify the MVC of any arrest or criminal charge; failing to do so is itself a disqualifying event.

Knowledge Test and Learner’s Permit

With your medical exam done and fingerprinting underway, you can start the MVC side of the application. Study the passenger transport chapter in New Jersey’s CDL manual, focusing on safety procedures, passenger management, emergency exits, and railroad crossing rules. Bring six points of ID and your completed CDL application to an appointment at an MVC agency.8New Jersey Motor Vehicle Commission. Getting Your Commercial Driver License (CDL)

Pay the $125 commercial examination test receipt (non-refundable), then take the written exam.9New Jersey Motor Vehicle Commission. NJ MVC – License and Permit Fees The P endorsement test covers passenger safety, loading and unloading, pre-trip inspection, and on-road scenarios. Fail it and you wait seven days before retaking. There’s no limit on retakes, but if 180 days pass without a pass, you buy a new test receipt.10New Jersey Motor Vehicle Commission. NJ MVC – CDL Tests

Passing the knowledge test gets you a Commercial Learner’s Permit (CLP), which lets you practice in a passenger vehicle under supervision while you prepare for the road test.

Entry-Level Driver Training and the Skills Test

Since February 2022, before you can take the skills test you have to complete Entry-Level Driver Training (ELDT) through a provider listed on the FMCSA’s Training Provider Registry.8New Jersey Motor Vehicle Commission. Getting Your Commercial Driver License (CDL) You also have to hold your CLP for at least 14 days before you’re eligible to test, and the test itself is by appointment.

The P endorsement requires both the written test and a road skills test, unlike some endorsements that only need a written exam.11eCFR. 49 CFR 383.93 – Endorsements

Pre-Trip Inspection

The skills test opens with a vehicle inspection where you walk the examiner through safety-critical components. Passenger vehicles add items beyond a standard CDL inspection:12New Jersey Motor Vehicle Commission. Section 11 Vehicle Inspection Test

  • Entry doors, steps, handrails, step lights, and treads.
  • Every emergency exit, labeled and functional from inside and outside. You’ll demonstrate at least one and describe how the others work.
  • Passenger lift if equipped: no leaks, no damaged or missing parts, retracts and latches securely.
  • Standard items like lighting, mirrors, wipers, horn, defroster, emergency equipment, and brake checks.

On-Road Driving

You bring the test vehicle; the MVC doesn’t supply one, and it has to match the CDL class you’re testing for. The examiner rides along and evaluates lane changes, turns, backing, and general control in traffic. One thing to decide before test day: if you test in an automatic, your license will carry an “E” restriction limiting you to automatic transmissions. Removing that restriction later means retesting in a manual.

Pass the road test and the MVC either prints your updated license on-site or hands you a temporary document while the permanent card is mailed.

What It Costs

  • Commercial examination permit: $125, non-refundable, covers the knowledge test.
  • Initial CDL issuance: $42 plus $2 per endorsement.
  • Adding P to an existing CDL: $24 plus $2 per endorsement.
  • Fingerprinting: paid directly to IdentoGO when you’re printed; confirm current pricing when you book.

Budget for ELDT separately. Training costs vary by provider and aren’t set by the MVC. The $125 permit fee is the one that catches people out, because you don’t get it back if you fail the written test.9New Jersey Motor Vehicle Commission. NJ MVC – License and Permit Fees

Keeping the Endorsement Valid

Your medical certificate has to be renewed at least every 24 months.13eCFR. 49 CFR 391.45 – Persons Who Must Be Medically Examined and Certified If your examiner issued a shorter-term certificate (common with conditions like controlled hypertension), you renew before that earlier date. There is no grace period. Once the certificate expires you can’t legally drive commercially, and the MVC will downgrade your CDL to a standard license.4New Jersey Motor Vehicle Commission. CDL Self-Certification and Medical Examiner Certificate

Separately from the federal medical rule, N.J.A.C. 13:21-14.5 requires passenger endorsement holders to submit proof of continuing physical fitness and good character every 24 months.1New Jersey Administrative Code. New Jersey Code 13:21-14.5 – Passenger Endorsement Regulations You also have to notify both the MVC and your employer immediately if you develop a medical condition that could affect safe driving. Not reporting a new condition, and letting the renewal lapse, are each independent grounds for losing the endorsement.

If You’ll Be Driving a School Bus

A P endorsement alone is not enough for school bus work. Drivers who transport students to and from school or school-sponsored events need both the P and the S (school bus) endorsements. A P by itself covers delivering an empty school bus from the manufacturer, mechanic test drives, and transporting people to events not sponsored by a school.14Federal Motor Carrier Safety Administration. Are Drivers Required to Have Both the P Passenger and S School Bus Endorsements The S endorsement adds its own knowledge test, skills test, and additional background check through the New Jersey Department of Education for public school drivers. For charter bus, transit, and shuttle work, the P on its own is what you need.
