Who Qualifies
New Jersey law defines a historic motor vehicle by three requirements that must all be met at once. The vehicle must be at least 25 years old. That last requirement is stricter than most owners expect. A different engine, modified bodywork, or upgraded suspension will disqualify the vehicle. How You Can Drive a QQ Vehicle
QQ registration limits driving to exhibition and educational purposes. Car shows, museum events, parades, and club meets fit. If you want a vintage car you can take out on a Saturday afternoon for no particular reason, QQ plates are the wrong choice. Standard registration will give you that flexibility. Violating the QQ use restrictions can put your registration at risk.
Inspection Exemption
Vehicles registered as historic are exempt from New Jersey’s periodic safety and emissions inspection.4Justia. The vehicle must still be equipped for legal road use, which means working headlights, brake lights, turn signals, and other basic safety equipment.
What to Submit With Your Application
The application is Form SP-121, the Application for Historic (QQ) License Plates, available on the MVC website. You’ll fill in the Vehicle Identification Number, make, model, year, body type, and weight class.2New Jersey Motor Vehicle Commission. - A photocopy of the current New Jersey title issued in your name.
- Two color photographs of the vehicle, one showing the front and one showing a side view. Plain paper printouts are acceptable.
- Proof that the vehicle carries the minimum automobile insurance required by the State of New Jersey. A specialized collector policy is not required by the MVC.
- A check or money order payable to NJMVC. Cash is not accepted by mail.
Make sure the title is current and in your name before you apply. If the title needs a transfer or correction, resolve it first, because the information on your SP-121 has to match.
Fees and Plate Options

Processing times for mailed applications vary, so plan ahead if you need the plates for a specific event.
Mistakes That Delay or Disqualify Applications
The most common problem is modifications the owner doesn’t think of as modifications. A period-incorrect carburetor, aftermarket wheels, a repaint in the wrong color: any of these can violate the unaltered-original-design requirement. If a change might disqualify the vehicle, restore it to original specification before applying.
The second common issue is treating QQ plates as an inexpensive registration for weekend driving. Exhibition and educational purposes is a narrow category, and driving outside those uses puts your registration at risk.
If Your Vehicle Has Been Modified
Modified vehicles cannot qualify for QQ plates, but New Jersey offers a separate street rod registration for modified antique automobiles manufactured before 1949.
