North Carolina Car Registration Fees: Base, Taxes, and Surcharges

North Carolina car registration fees start at $38.75 a year for a standard passenger vehicle, but the base fee is the smallest line on your bill. What you actually pay at renewal is that fee plus your county’s vehicle property tax, and if you’re titling a car for the first time in the state, a one-time 3% highway use tax on top. Electric and plug-in hybrid owners pay an added annual surcharge.

The Base Registration Fee

For a private passenger vehicle carrying 15 or fewer passengers, the annual registration fee is $38.75. Vehicles built to carry more than 15 passengers pay $43.25. Motorcycles, trailers, and commercial vehicles have their own fee schedules under the same statute, based on weight and vehicle type.

Vehicle Property Tax at Renewal

North Carolina counties charge an annual property tax on registered vehicles, and for most owners this is the largest part of the renewal bill. The rate is set by your county and municipality, and the taxable value is the vehicle’s current market value, so what you owe drops as the car ages.

Since 2013, the property tax and the registration fee have been billed together under the Tag and Tax Together program. Two identical cars in different parts of the state will owe different amounts. If you want an exact figure, your county tax office or your renewal notice is where you’ll find it.

Highway Use Tax When You Title a Vehicle

Whenever a new certificate of title is issued for a motor vehicle in North Carolina, you owe a highway use tax of 3% of the vehicle’s retail value. It applies to dealer purchases, private-party sales, and to new residents titling a car they already owned in another state. This is a one-time charge, not part of your annual renewal, but it’s easy to overlook when budgeting. On a $35,000 car it comes to $1,050. Electric and Plug-In Hybrid Surcharges

Owners of plug-in vehicles pay an extra annual fee on top of the base registration, because these vehicles pay little or nothing in motor fuels tax. Fully electric vehicles are charged $214.50 a year. Plug-in hybrids are charged $107.25 a year.1North Carolina General Assembly. Standard hybrids that don’t plug in aren’t subject to the surcharge. State law also requires these fees to be adjusted every four years for inflation using the Consumer Price Index, so the numbers will move over time.4National Conference of State Legislatures. Late Fees If You Miss the Deadline

If you renew after your registration expires, NCDMV tacks on a late fee that grows with the delay:

  • Less than one month expired: $15
  • One to two months expired: $20
  • Two or more months expired: $25

Online Renewal Processing Fees

Renewing online is convenient, but it isn’t free. NCDMV uses a service called PayIt, which charges a $3 transaction fee plus a 1.85% card processing fee on the total. On a $300 combined registration and property tax bill, that works out to roughly $8.55 in convenience fees.6NCDMV. Renew Registration and Plates

Who Qualifies for a Fee Exemption

North Carolina issues a free special registration plate each year, at no charge, to several groups:

  • 100% disabled veterans (both a motor vehicle plate and a motorcycle plate)
  • Legion of Valor recipients
  • Ex-prisoners of war
  • Bronze Star Valor recipients
  • Silver Star recipients

Some counties run their own property tax relief programs for registered vehicles. Mecklenburg County, for example, offers a disabled veteran motor vehicle exemption and an auto fee rebate for elderly Charlotte residents.8Mecklenburg County Assessor’s Office. What Driving on an Expired Registration Costs

The late fee isn’t the whole risk. Driving an unregistered vehicle on a North Carolina highway, or knowingly letting someone else drive yours, is a Class 3 misdemeanor.9North Carolina General Assembly. For a first offense with no prior convictions, the fine is up to $200, and the sentence is limited to community service of 1 to 10 days.10North Carolina General Assembly. A registration lapse of a few weeks is a small problem; the conviction that can follow it isn’t.

Putting the Numbers Together

For a typical passenger car, plan on the $38.75 base fee, the county property tax listed on your renewal notice, and, if the car is a plug-in, the applicable EV or PHEV surcharge. If you’re titling the car for the first time in North Carolina, add the 3% highway use tax as a one-time cost. Renew before the expiration date on your registration card, and if you renew online, factor in the PayIt fees or use mail or a license plate agency to avoid them.
