North Carolina Driver’s License: Requirements, Fees, and Renewal

To get a North Carolina driver’s license, you bring proof of identity, a Social Security number, and two documents showing a North Carolina address to any NCDMV driver license office, pass a vision screening (plus a written and road test if you’re a new driver), show printed proof of liability insurance, and pay $6.50 for each year of validity.1North Carolina General Assembly. North Carolina General Statutes 20-7 – Issuance of Drivers Licenses Two things changed recently that shape how the process works in 2026: the per-year fee moved up from $5 to $6.50, and a temporary moratorium keeps certain Class C licenses valid for in-state driving for up to two years past their printed expiration date.

Documents You Need to Bring

Every applicant, whether new, transferring, or renewing with a name change, has to prove the same four things. The exact list is slightly longer if you want a REAL ID-compliant card, but the categories are identical.2North Carolina Department of Transportation. N.C. REAL ID Requirements

  • Identity and date of birth. One document with your full legal name, such as a certified birth certificate, a valid U.S. passport, or a permanent resident card.
  • Social Security number. Your Social Security card, a W-2, or a 1099 showing the full number.
  • North Carolina residency. Two documents with your current address. Utility bills, a lease, a mortgage statement, a voter precinct card, or a vehicle registration card all qualify.
  • Legal presence, if you are not a U.S. citizen. A permanent resident card, an employment authorization document, or a certificate of naturalization.

If your name has changed since any of those documents were issued, bring a certified marriage certificate or court order proving the change.

REAL ID or Standard?

Since May 2025, federal law has required a REAL ID-compliant license or another federally accepted ID to board domestic flights and enter certain federal facilities.3Transportation Security Administration. REAL ID A standard North Carolina license still lets you drive, but it will not get you through TSA. REAL ID-compliant cards carry a gold star in the upper-right corner. Upgrading is done at any NCDMV office using the documents above.

Tests and Fees

A first-time applicant aged 18 or older takes three tests: a vision screening, a written knowledge test, and a road skills test.

The vision screening checks for 20/40 acuity. Vision correctable to at least 20/50 with glasses or contacts gets you a corrective-lens restriction. Vision correctable only to 20/70 adds further restrictions, including a 45 mph speed limit and no interstate driving. Anything worse than 20/100, even corrected, disqualifies you from driving.

The written test covers traffic laws, road signs, and safe driving practices from the North Carolina Driver’s Handbook. After passing that, you schedule the road skills test, which evaluates turning, parking, lane changes, and how you respond to traffic signals.

Fees are calculated at $6.50 for each year of validity.4North Carolina Department of Transportation. Licenses and Fees A five-year license costs $32.50 and an eight-year license costs $52. Learner permits and limited provisional licenses are $25.50. A duplicate license is $16.75.

Insurance Proof Is Required

North Carolina law requires every registered vehicle to be covered by liability insurance, and you have to show proof at the license counter.5North Carolina General Assembly. NCDMV only accepts printed proof from a carrier licensed in North Carolina. An image on your phone will not be accepted.

New Residents Transferring a License

If you have moved to North Carolina, you have 60 days after establishing permanent residency to obtain a state license.7North Carolina Department of Transportation. Bring your current out-of-state license, your Social Security card, proof of a North Carolina address, and printed proof of liability insurance from an NC-licensed carrier. Non-citizens also need a legal presence document. Both the written and road tests are waived if your out-of-state license is valid.7North Carolina Department of Transportation. Moving to North Carolina You still take the vision screening. Vehicles must be registered and titled with NCDMV within the same 60-day window.

Drivers Under 18

Applicants under 18 move through a three-level graduated licensing system. You cannot skip a level, and each stage carries its own restrictions.

Level 1: Limited Learner’s Permit

Available at 15 after you finish a driver education course and pass the written knowledge test. A supervising driver (a parent, guardian, or the adult who signed your permit application) must sit in the front passenger seat at all times. For the first six months, driving is limited to the hours between 5:00 a.m. and 9:00 p.m. After that, you can drive at any hour as long as your supervisor is with you.8North Carolina Department of Adult Correction. Level 2: Limited Provisional License

At 16, after holding the learner’s permit for at least 12 months with no moving violations or seat belt infractions in the past six months, you can take the road skills test. Passing gets you a limited provisional license. Unsupervised driving is allowed only between 5:00 a.m. and 9:00 p.m., with exceptions for work and volunteer emergency service. Level 3: Full Provisional License

After six months at Level 2 with no moving violations or seat belt infractions, you can move up. Level 3 removes the curfew, supervision, and passenger restrictions. Renewal

You can begin the renewal process up to six months before your license expires. Renewal is available in person or online, though online eligibility is limited.10North Carolina Department of Transportation. License and ID Renewal A non-REAL ID license can be renewed online twice in a row. A REAL ID license can also be renewed online a second consecutive time, but only if you had an in-person visit with a new photo taken since your last renewal.

Online renewal is not available if your license is suspended, if you owe a debt to NCDMV, if you hold a commercial license or learner permit, or if you have a legal presence document on file. The 2025–2027 Expiration Moratorium

Senate Bill 391 created a moratorium on Class C license expirations. A standard passenger-vehicle license that expired on or after July 1, 2025, remains valid for in-state driving for up to two years past its printed expiration date. Two limits matter. The moratorium only protects your right to drive within North Carolina; an expired license under the moratorium will not be accepted for air travel, federal buildings, or as ID outside the state. Commercial, suspended, and revoked licenses are excluded entirely. If you need working ID for travel, renew or upgrade to a REAL ID instead of relying on the extension.

Beyond a Standard License

Everything above applies to a regular Class C license, which covers standard passenger vehicles and non-commercial combinations between 10,001 and 26,000 pounds.1North Carolina General Assembly.
